Google ad sense report tells that they posted a cheque to me on 23rd Feb, 2012. But I did not receive it. I wrote to Google twice. They did not respond. Is it the common way Google Ad deals with others also?

Adsense does not offer payment by paypal. HPAds does.

Nope, you are right. It goes into my bank. I was thinking of something else. Thanks for correcting me on that.

I do not get it through Paypal. It is transferred automatically from Google into my bank current account as soon as I hit the payout level.

But in my case, they have stated in 'My accounts' page that they have dispatched the cheque on a certain date. Why don't they respond. Paypal people will immediately call or email, if any complaint is made.

I think you have to post on the Google webmaster forums, where someone will be able to say what is best to do.
