According to The Times, the new legislation would seek to downgrade the possession of 25 grams or less of marijuana in public view from a misdemeanor to a violation. The maximum fine would be $100 for first-time violators.
The plan was endorsed by New York City Mayor Michael Bloomberg, saying it was consistent with a 2011 order by NYPD Commissioner Ray Kelly for cops to issue violations -- not misdemeanors -- for small amounts of marijuana that officers see during a search.
I think this will save some money as far as law enforcement is concerned. The small pot smoker who doesn't sell it and uses it for their own purpose isn't a criminal

Well, there is broad speculation that New York state intends to legalize the use of naturally produced cannabis, like any other plant or herb. This would allow for "recreational/luxury" taxation, as they did with tobacco just recently. A single pack of tobacco cigarettes went from 7$ to 15$ in a year. The average smoker in NY purchases 2 packs p/day or 730 p/year. The tax revenue from a single individual amounts to 4,300$ annual. Just one million pp in Manhattan alone produces $4.3B in tax revenue through tobacco sales. Sadly, merchants made just 0.50$ p/pack.
A pack of cigarettes has a half ounce of tobacco.
The street value of a half ounce of cannabis is $200.
In short, they could imply a 40% tax on the sale of cannabis cigarettes or $80 p/pack.
The funny thing is, practically every NY'er {urban & rural} I know, smokes weed and half of them smoke tobacco as well. There is a fortune to be made from people laughing and getting the munchies. The Food & Beverage industry would sky-rocket for certain.
And they could easily apply the same rules of DUI to cannabis, to keep people from doing silly things with machines.
