      Welcome to the forums. wink
You only need a Paypal account IF you are going to use the HubPages Ads Program, as a revenue source.
No cost to open an account. However, you will have to attach it to a credit card or a bank account to verify your account. At a later time, you will be able to withdraw funds earned.
If you're not having ads displaying on your hubs? Then there could be several reasons.

If you have entered your Publisher's ID in your earnings section, then you should have adsense ads on your hubs. If they are not showing, then check for violations and correct immediately, otherwise you could lose your account.

If you haven't entered your Publisher's ID, then the ads on your hubs should still be there because HubPages will display ads on your hubs during their shared time.

      I hope that helps.

I guess it depends on where you live.

Paypal does have rules and guidelines for opening an account. There usually isn't a cost, but if you're being told you have to pay for something, then I don't know what to tell you.

As for waiting for Google to approve your account, then there should still be ads on your pages because HubPages will put ads on them at times.

I hope you can get the Paypal situation straightened out.

yeah sure it depends on where i live, that is the doubt for me. There should still be ads, that makes me a bit sad. Anyways thanks for your encouraging words.

If you do not have any content in your hub that would cause Google to pull the ads off of your hub, you may want to make sure your hub is set to commercial.  In edit mode under settings, you can check this and adjust if necessary.
