Agreed. I don't want the government getting any bigger than it is nor do I want them the expand anything, because they are too ignorant to do almost anything right, except steal, cheat, lie and such things.

You are right, they are already in the ACA. Here are a few other reforms in the bill. Whether these changes are improvements or not depends on your viewpoint.
1. The law will result in some job gains in the better-paying healthcare and insurance industries with some job losses in other fields paying closer to minimum wage.
2. Older workers will likely retire sooner or work fewer hours when they no longer need to depend on employer-sponsored insurance coverage which, in turn, will free up jobs and reduce unemployment.
3. Small businesses with less then 50 employees will enjoy lower payroll costs because they will not be required to provide insurance and firms with less than 25 workers are already receiving tax credits if they choose to provide coverage.
4. The law extends the government’s Medicaid system and vastly expands private insurance to cover millions who are not currently insured.
5. Changes to insurance products, including the elimination of exclusions for pre-existing conditions and the limits on premium variations, will make health insurance plans outside the workplace more attractive.
6. Small businesses will be able to combine their exemption from the mandate with tax credits to increase their competitive position on the labor market.
7. When, and if, all savings, spending, revenue, subsidies, and tax credits provided in the bill play out, the CBO projects a $119B reduction in the deficit over 10 years if Congress does not make changes.
Oh well. Someone asked about reforms in the ACA so I thought I would toss in a few.
