Is patriotism for a country or for a government?

   Since governments apply policies that go against the well-being of the people, of the economy therefore of the country, is your patriotism (exacerbated feeling for your country) for your government or your country? If  you choose your country it means that you are against your government, then why isn't it translated into action (display of discontent)?

      Then how do you explain the passivity of the people experiencing austerity or the infringement of their civil rights?

         - patriotism is for the sake of the country.... and the country is for the sake of Some Good: It is for the sake of this good: the lives of the people.
         
               (Not the taking care of the people; the people taking care of themselves. The government cannot take care of the people. You would think The Government would not even WANT that responsibility.)
         
              I wish my dogs would go out and find their own food...since they don't like what I give them half the time. But no... that won't happen because I have contributed to their inability to do that. So, they are dependent on me and will never be satisfied because what they truly want is the ripped up raw flesh of small creatures... I guess.

         (PS You might get more answers if you explain exactly what civil rights have been infringed.)

            If the government is elected by the people, it is to answer to the people's grievance. Shall I remind you that we are paying taxes, therefore the government is accountable. Otherwise where is the point of a government? I am not referring to a state-providence (what you seem to only understand).
            If governments accept jobs to be outsourced, it weakens the economy. The economic actors will be harmed. Unemployment, decrease of the production, austerity... hit already Europe and the US. When governments clash with the basic needs, not luxury, of the people where does your allegiance go to your government, still, or your country? It is the duty of a country to supply jobs to the people, isn't it? In exchange the people produce and consume roughly.

   Both, singularly and collectively. An example of governmental patriotism might be the Nazi party in Germany pre-world war 1 and 2... where the government represented a majority segment of a population who then in turn supported the government... not necessarily the nation. An example of National patriotism might be the United States the day, and after, the 911 attacks. The nation's people united under a single cause.  So patriotism can be a set of points of view held in common between a majority or sect of the population in corrolation with governmental policies. etc.
