Please clarify

   At times when I check some hubbers' pages, a notification appears like "the hubber has been banned from HubPages".  How can we know on what ground the hubber has been banned and what is the fate of his already published hubs? Can he publish those on other sites.  Can anyone give me a fine clarification on these points?

      You can ask the hubber if you know them, but most seem to say they did nothing wrong, it was unfair and HP picks on them for religious, political, racial, or where they live reasons.  Or some other wild reason. 
      
      Hubs belong to the hubber - if copies were kept (you should always have a backup) then certainly you can post them elsewhere.

         Yes, we should have a backup of our works so that we can meet any eventuality.  I am always thinking in same line but never done it. I will do it.

      1a) Admin will not disclose those specifics to anyone other than the account owner
      1b) When you are banned, your content is no longer published on HubPages
      2) If the material was written by the banned author, they can do whatever they want with it. 
      3) I just did, to the best of my knowledge

      I have not come across such hubber till now. But, I think, any hub or hubber gets banned on his committing some unethical or illegal activity not allowed by the hubpages rules or terms and conditions. Such hubs should automatically get removed, if not already removed. Hubber will be banned, I think, only on repeating an offence inspite of receiving warnings. Then his account can be inactivated.
      
      Regarding posting his articles elsewhere on other websites, I do not agree for posting of the banned content at any other place. He may post only the other unbanned content anywhere he desires.

   If they've been banned, then they probably did something stupid, like posting spam. In which case, they most likely didn't have any worthwhile material on the site anyway.

      They should not have any right at all to post the banned content on any other site for that reason.

   I think that would be considered private information in most cases. Otherwise it might seem like HP threw them out and then continued to "gossip" about them while they have no right of reply.

   I was band under another profile due to what Hubpages called duplicate content. In fact I had deleted the content from another site and moved it here. However the other site sneakily kept the content up. I spent many an hour arguing my point with HP but it did not work.
   
   I still have access to that profile but cannot publish on it. I have moved the articles that were not at fault to this profile with out a problem but I have had the same problem with the other publishing site.
   
   I have also published some of the hubs off my other profile elsewhere before moving back here.

   According to the HubPages Terms of Use, being banned from the site means that if you come back and make an account again, it is automatic grounds for having your new account banned as well.

      I had already spoken to the staff here and told them what happened and they had no problem and have this time helped me with the problems arising from the other site.They even payed me the $20 I had accumulated after I  sent e-mails to them about the other account.

      That is quite disappointing.  When a  person is ready for a new life admitting his own earlier mistakes and learning some lessons from that experience, he should be allowed to continue.  Banning again is not a good idea provided he keeps the guidelines clearly and decently,

         They just need to ask and get permission for the new account.  If they can't get it, well, Hubpages gets to choose who they work with.

   HubPages will stick to their rules and ban you for violations but will also help you to sort it out by giving you great advice.

      I don't know if they give advice after the ban.  If they give, that is helpful and a welcome step.
