I get Twitter notifications that reference an online newspaper and that I have a featured story.  I am not sure how this happened.  I have never been notified by this company and certainly not paid by them.  Also, when I click on the link I cannot find anything I have written?  I am truly confused and would like to know if anyone else has encountered this issue and who possibly can explain if this is common business practice and/or safe.

It sounds like a curated paper such as Paper Li.  Said papers are kind of cool.  It's a platform that allows anyone to make a paper and feature anything they wish.  One of the options for selection of articles posted is to have the program pull from your Twitter feed.  So, for example, if I followed you on Twitter, my Paper Li newspaper might pick up a story from you that you tweeted or better still from someone else that tweeted your story.
Basically, it gives you some link juice, exposure and possibly more readers.  To the best of my knowledge, it is not dangerous in any way.  However, I do have limited experience with the platform.  I will say I have been blessed by seeing a nice boost to traffic on articles picked up by others on the day of publication.

is it paper.li ? There are some who post a newsletter using this service and all it does is post a blurb and link back to your hub, it's not dangerous and if anything may bring you a little traffic.  Since you didn't state what paper it was; I'm not positive that's what it is, but it is probably nothing to worry about.

If someone published your entire article without permission - that's a different story and you absolutely can do something about that.  I would search for your article title and that sites name perhaps? somehow you should be able to track it down if you are concerned about it.  I'm guessing since you were tweeted - they didn't steal your content, but featured/linked to it.

I tweeted out one of your articles. Twitter notifies writers when their articles are tweeted out or re-tweeted
