First time when I tried to singup to Adsense through Hubpages, they mentioned "in red line" that I need at least 10 high quality hubs to get approved from Adsense. Saying "top quality" and "At Least" means I might need to write more hubs.
I opened a forum about it before and users here told me that you need to have old account where Hubpages doesn't says that and Adsense also. Yesterday "after 10 published hubs" I resubmitted my application to adsense and they rejected it and reason was "your page doesn't have enough text", they didn't say "it isn't old enough".
If you are using adsense then when did you applied to adsense?
I applied on Google Adsense using my self-hosted website. Here on HubPages you need to publish around 20-25 Featured Hubs sharing high quality, original content

Probably not helpful, but I began with Adsense in 2003.
If it makes you feel any better, when I create a new blog I have to go through the same approval delays and nonsense as anyone brand new.
Have you specifically read the AdSense application rules for Pakistan, and have you met the very strict and special conditions that Google applies to residents of your country? Because if you try and follow the same rules and conditions applied to residents of the United States (which is what everyone seems to be telling you here), you will never get accepted.
Yep, the good old days are gone. When I recently started my flash fiction website on Blogger, the AdSense option was grayed out. So I just went ahead and started adding content. After awhile the grayed out was grayed in and all was well. Come to think of it, not that much content was added before happy camper time occurred. Then just paste the aAdSense account number into your HubPages account, unless Google has thrown a wrench into that shortcut as well. Who knows these days?

Don’t Have Adsense Prohibited Content
Your account will probably need 20 or more hubs, 10 is no longer enough. and I suspect the 6 month account age rule also applies as you are in Pakistan--meaning your oldest hub must be at least 6 months old.
