After an absence of about four years, I'm slowly returning to HubPages and thought to start by cleaning up broken links.
After I did that, I suddenly started getting messages on all the hubs I cleaned up saying "Your Hub Could Be Featured!" So, it looks like my good deed is being punished by having my cleaned-up hubs going from Featured to Not Featured.
Could you take a peek at some of these hubs and let me know what I'm messing up? Is it because they don't have enough words, pictures, ads, or links? These were all fine until I removed the broken links:

On the model train Hub, the most obvious issue is too many Amazon selling links. More than one gets your Hub penalized.
External links can be a negative, too; I'd reduce the number of external resources to just one key one - and remember that the "part 2" link is an external link.
On your last Hub, the © 2011 dates the hub and makes it seem outdated to the reviewers. The Windows 7 references when we're on to Windows 10 also make the Hub seem too old to be relevant. If the tools are still relevant to the current Windows OS, remove the Windows OS generation number to make the Hub evergreen.
And again, remove all the links at the bottom to related Hubs. Hubpages automatically puts other related hubs by you on the sidebar. The external links at the bottom hurt your Hub score.

Just to clarify. The link capsule is no longer necessary because those links are automatically generated by hubpages?
I should just remove that capsule then because it hurts the score?
Scores are completely irrelevant. But yes, you should remove the capsule, and also remove your copyright notice - for some reason, HubPages doesn't allow us to include our own.
I have a Hub summarising the basic rules now. You'll find it on the slider on my profile. The important thing to look at is the section on links.
It is good to include links to useful resources in your Hubs BUT all links - whether Amazon capsules, links in links capsules or in the text - must be directly related to the TITLE of your Hub.
If you are including a product link or capsule, then you MUST provide a personal recommendation as to why you've chosen that particular product. An impersonal review is not enough, e.g. "this product is good for..." - you must use "I" or "my" to suggest personal involvement.
Some editors demand changes, others do not care.
I had an email several weeks ago saying one of my hubs was eligible to be moved but needed this, this, and that to be done, including personal recommendations. That page had a 6 minute dwell time and was obviously fine for readers as it was.
Recently, a hub with a three minute dwell time was moved intact with a cloud of Amazon ads, none of which featured personal recommendations.
I've had a really lousy cough/cold for the last few weeks and don't trust my judgement enough to do much about any of this stuff at the moment. That dubious 3 minute page will have to sit there.
Twice in the last week, I've seen Robin peddling the line that you must have personal experience of a product, and say so, otherwise you can't have an Amazon capsule. So I can only assume that some editors are not quite following the official line. But since I don't agree with the official line, that doesn't worry me too much.
Hi and welcome back. Yes, much has changed including the number of Amazon ads we can use. It may seem like a lot of work but you will reap the rewards from your updates. If you select the feature "submit to a Niche Site" it will ask about ten questions that will guide you as to what they're looking for these days.

Welcome back! I always enjoyed your hubs and wondered what happened to you! A lot has changed since you left, and I think the advice given here will help. One thing to remember is that an Amazon capsule serves as a portal to Amazon, so you don't need many of them. The important issue with ads is to make sure you place them properly, discuss them within your article stating why they are appropriate to what you are writing and why they would help the reader and either compare them to other products or state that you have used them successfully. You can have more than one, but I would try to keep it at a max of two to three all of which meet the above criteria. Looking forward to reading your hubs again.

Interestingly, a couple of the offending hubs have already been snipped by the editors and returned to featured status.
I'll take all your advice and make the corrections. Apparently, one of the major problems is all the product links. Removing most, if not all of them, helps.
