I have posted about this before but I cannot understand how the 'Related Hubs' feature works at all because it seems to be a matter of luck as to whether you get any even when you know damned well there are plenty of related hubs here.
It cannot be a matter of time either because I have posted hubs and had a very prompt related hubs box appear and others have had weeks and still no results even though they contain tags for subjects that are on hubpages.
I think the feature is great when it's working so it seems a pity when all hubs don't get it working on them.
Related Hubs feature may have positive as well as negative effect. Its useful for the visitors looking for information on a particular topic so they find related sources. However, it may prove disadvantageous to the hub on that this feature is being displayed. It takes visitors away to other hubs if they have more attractive titles. It may be understand from this example: One of my hub was attracting good number of visitors constantly. I placed the link module and linked related hubs by other hubbers on similar topic. The number of page view declined after that for that particular hub. I noticed it for few days and removed links to other hubbers' hubs. Traffic increased again to my hub.
This is a very-very good Topic for discussion. I would also like to learn on this from our senior and more experienced Hubbers.

I want to say the related hubs feature on individual hubs are pulled from similar tags. If the tags you've used are uncommon or not really related to other hubs, then that hub doesn't get the list. I don't know for sure, but that's what I've always figured. On some of my hubs, I've had it where all the related hubs were my own hubs on the same topic with again similar tags.
Ahh, but this would explain half the problem. Lol the other half is people using odd tags with there hubs and having it pop up on your page So there are two things to result from it:
-You use tags that don't go with your Hub
-They use tags that don't go with there Hub so they get pulled by yours

I have a hub on Gospel Music and the related hubs are about viagra, bikinis and sexy walpapers that I do not approve of. They have nothing to do with my hub title or content.
