New name for flagging

   Yet again we have threads on the forums complaining about Hubbers flagging Hubs.
   
   The problem is that people confuse the two kinds of flag - the flag that Hubbers submit and the flag that HubPages issues.
   
   I'm wondering whether one of those names could be changed?
   
   If they're clearly called two different things, people are less likely to confuse them.  Maybe the link for Hubbers could be changed to "rate or report". 
   
   We're constantly seeing people reading more into the word "flagging".  "Report" says what it means - that the Hubber is just reporting a problem.  We already use that word in the forums so it would be consistent.

   How about if what is now flagging by HubPages admin/system was called "moderated" instead?  After all, that's what it is...

   Start from scratch and come up with new names.
   
   Flagged is fine.
   
   Perhaps we also need Flogged.

    "Report" is a better term, since that's how it's used elsewhere, like in the forums and such. Definitely eliminates any confusion. Good call Marisa.
