I'm not entirely sure what you're asking, but... If there are no pieces between the king and the rook and if the king and the rook are still in their starting positions, you can castle.

I am assuming you are talking about the game of chess. Then for me, it is generally an attack by the enemy that will lead me to castle as a defensive move.
Generally i castle when i have a free move around the 14th move of the game or i need to run my rook up the opponents row or to support a pawn.
