Ignore them, when no one pays attention, they will find another way to attract it.

ask them why and just listen to them about their problem. There are many reasons why people cry - hormonal, depression, too many problems, inability to grasp problems and find solutions, loss of a loved one. The thing is crying can only calm you for a little bit, but prolonged crying can damage you. The source of crying should be known so that you will know what to do.

Tell them to keep their head up and move forward because crying over something is not worth shedding tears.

There is no easy answer.  I used to cry a lot as a child then one day I simply stopped crying.

There are many reasons why people cry.  You shouldn't over react to it as it will simply encourage it.  It's too complicated to diagnose, as a generality, why people cry frequently but often they have emotional insecurities that may not even be curable.

    Group therapy may help.

If it's a baby, pinch the nose shut for about 10 seconds. Since they're mouthbreathers, they'll choke and be too busy gasping for air to cry again. If they're small children, ignore them once the basic needs of life have been met; they just want attention and must learn to soothe themselves. If children, teens, or adults, lay down an ultimatum. If they violate this ultimatum, deliver a bowel-quaking beating.

Tell the person that you can do everything you can solve what is bothering him or her. There may be simple words that can make person forget everything. Sometimes people need someone share their feeling so I would not ignore but I would try to share with him or her.
