I don't think so. Some people just feel better when things are in order and untidiness bothers them a lot.
You used the word " freak" though which would sort of indicate that their behavior is out of control which could indicate OCD.
As others have mentioned, it really depends on how over the top they are about being neat and clean. If they can't let it go and are continuously tidying up the same area over and over then that could be OCD.
A neat freak may insist that thier home or workspace is clean and tidy whereas someone with OCD will clean their home or workspace repeatedly even though they're already clean and neat.
