   I had to look it up in the dictionary ...
   
   In Medicine ... "Purpura is a disease marked by livid spots on the skin or mucous membranes caused by extravasated blood" ...
   
   Meaning, a disease, caused, when blood is forced out of its normal channels, into the surrounding tissue, causing light swellings and/or the spotted discolration of Skin.
   
   THE TWO PRONGED TREATMENT.
   
   Under normal Circumstances, it is due the "seepage" of Blood from its normal channel, into the surrounding Tissue ...
   
   This seepage, in all probability, is caused by the "Constriction" of "Veins" ... causing the veins to burst and spill blood, into the surrounding tissue ... this spill appears as spots.
   
   Therefore ... The Loss of the Natural "Flexibility" of Veins, is the main Issue.
   This can be Tackled, by
   
   [i]  Improving the blood's flow, in Veins; by high intake, of Vitamin C
   [ii] Once, further discoloration as spots, has stopped, gently massage the effected area, with Olive oil, till, the normal coloration of Skin has been restored.
        
   But do consult a Dermatologist ... Skin Doctor ... who can determine, the "exact" cause of the spots ... for skin spots can also appear, due infection caused by other than the Purpura condition.

      Thank you very much for the information.  I think my wife suffers from this, but I'll have it confirmed by a dermatologist.  I'll try the idea about Vitamin C, because I think she doesn't get enough.

   Purpura itself is not a disease. It is a name given to purple or red marks on the skin that are caused by little pinpoints of bleeding that can occur in the blood vessels beneath. characteristically the spots measure under a centimeter ( smaller ones are called petechiae and bigger ones ecchymoses - for example a black eye is actually an ecchymoses around the eye!) and occurs in clusters. Exposed areas such as limbs tend to have more although they can happen all over the body.
   
   There are so many causes for purpura - so it is a very non-specific sign. One cannot jump to conclusions as the causes range from obscure to common, mild to serious . We have to take into account other signs and symptoms in order to narrow down the diagnosis.
   
   The causes include low platelets ( thrombocytopenia) both primary and secondary, micro vascular injury ( small vessel damage), inflammation, Vit C deficiency, infections ( including viral infections and meningitis), high blood pressure, old age, certain drugs such as aspirin, high alcohol intake  and others.
   
   Ideally a family physician is best as they can run a series of tests to confirm what it is due to ( Blood count, Liver functions) . once the cause is determined if needed one can see a specific specialist.
