    A lack of self confidence?  That is unless you are referring to intimate relations and then there are usually a whole host of other problems that could cause one to second guess one's actions.

    Fear of loosing someone(s) significant is the essence.  This may translate into loss of approval , possibly even by a group or organization.  Bottom line, fear.  Fear of what? Isolation.

    The fear if you make a change everything can go wrong, it can alter everything in your life by one wrong change. I think humans (in my opinion) are so hesitant is because we don't know anyone else better than we know ourselves, in reality we can never know anyone as well as we know ourselves... what I'm trying to say out of this is I think people are afraid of the decision that lies ahead of what we are "hesitating" on... for instance our gut says we should go home instead of partying, we decide not to and something tragic happens... a wreck, someone brings a gun, lots of drugs and the cops show up. One change can change your life forever... and that's why us humans are SO hesitant on everything we do.

    Our hesitance is what makes us who we are, it's something no other mammal has and ever will, it keeps us safe (sometimes) and puts us in danger at other times... it's what makes it absolute and also... in the strangest of ways, makes us a better person or in the worst case... can ruin your life... so I think we should keep hesitating or next time were asked "Go jump off a bridge"... we do just that.

    Fear of the unknown, lack of confidence in decision making, lack of trust in one's rationale and decision making and sometimes just plain ole procrastination.

    Lack of confidence they always think others are better than them. Fear to be criticize.

    Physical Reflexes. Instinct. Reflection. People hesitate because they'd rather not take the action immediately, because delaying it has a benefit. Whether that benefit is tangible, such as the information acquired to make a decision or silly, such as the comfort and familiarity of inaction, it is always beneficial to hesitate. After all, given an axe and 60 minutes to chop a tree, one should spend about 52 minutes sharpening the axe.
