67Highlights of VI Pay Commission Report
The panel of 6th Central Pay commission was setup by Indian Government on October 5, 2006 for increasing the salaries of government employees of Indian Republic. This commission has been setup under Justice B.N.Srikrishna for a time period of 18 months. Other members were Prof. Ravindra Dholakia, Mr. J.S.Mathur and Secretary Smt. Sushama Nath. Report of Sixth Central Pay Commission was submitted to Finance Minister P. Chidambaram by B. N. Srikrishna on March 24, 2008. In this Pay commission report, over 50 % hike is there for top Government officials. These are some highlights of the 6th Pay Commission Report.
In respect of Public Sector Undertaking(PSU) the Implementation of Pay revision will be based on the recommendation of the Retired Supreme Court Judge M. Jagannadha Rao Committee Report approval.
* The revised pay scales are effective from January 1, 2006. Recommendations relating to allowances will be also implemented prospectively.
* To remove stagnation in government jobs, introduction of running pay bands for all posts in the Government presently existing in scales below that of Rs 26,000.
* 4 distinct running pay bands are recommended — one running band each for all categories of employees in groups ‘B’ and ‘C’ with 2 running pay bands for Group A posts.
* The posts of Secretary and Cabinet Secretary will be kept in distinct pay scales.
* A separate running pay band, designated as -1S scale, will not be counted for any purpose as no future recruitment will be made in this grade and all the present Group D employees not possessing the prescribed qualifications are to be upgraded and placed in the Group ‘C’ running pay band PB-1 after they are suitably retrained. Group D employees possessing the minimum prescribed qualifications will be placed in PB-1 pay band straightaway.
* Minimum salary at the entry level of PB-1 pay band will be Rs 6660 (Rs 4860 as pay in the pay band plus Rs 1800 as grade pay). Maximum salary at the level of Secretary/equivalent will be Rs 80000.
* Every post, barring that of Secretary/equivalent and Cabinet Secretary/equivalent will have a distinct grade pay attached to it. Grade pay (being a fixed amount attached to each post in the hierarchy) will now determine the status of a post with a senior post being given higher grade pay.
* The total number of grades are reduced to 20 spread across four distinct running pay bands; one Apex Scale and another grade for the post of Cabinet Secretary/equivalent as against 35 standard pay scales existing earlier.
* At the time of promotion from one post to higher post, the grade pay attached to posts in different levels within the same running pay band to change. Additionally, increase in form of one increment will be given at the time of promotion. A person stagnating at the maximum of any pay band for more than one year continuously will be placed in the immediate next higher pay band without any change in the grade pay.
* Annual increments will be paid in form of 2 and half percent of the total of pay in the Pay Band and the corresponding grade pay. The date of annual increments, in all cases, will be first of July. Employees completing six months and above in the scale as on July 1 will now be eligible for hike.

Sir, We think that we could not submit ourselves properly and thereby you have been misled. Our submission is as follows :-
1. We have already retired in 1986 and in 1989 respectively. 2. We are ALREADY in receipt of pension from Defence services after serving for 15 years. (that was the required qualifying service for defence employees to become eligible for pension in 1986/1989) 3. Our present basic pension is Rs.1607/- 4. 6th Pay Commission has enhanced the Basic Pension after merging DP + DA + % for weightage/fitment . 5. We beg to know what would be our basic pension after taking into account all these elements? 6. We also beg to know what be the MINIMUM PENSION for a Central Government employee presuming that he has served for 20 years, as per 6th Pay commission ?

There is no option for fixing your pay either in your increment or on 01.01.2006, By default your pay will be revised w.e.f 01.01.2006.

We could learn that the pension for CIVILIANS has already been finalised and necessary instructions sent to concerned DPDOs/Banks to ensure payment by 30th November, 2008.

Earlier in this page on my request on my query I have received replied that my revised basic pension is Rs.8,100/- as on 1.1.2006 and my accrued arrears will be 48,000/-.Sir/Madam I would like to know that my revised pension is calculated as per the formula of basic pension ( after commutation i.e. 40%) i.e. Rs.3584/-X 2.26 or the same has been calculated on full pension(without commutation) i.e. Rs.5972/-. I have retired as Private Secretary in grade Rs.6500-10,500/- in April 2005 from West Central Railway, when my basic pay was Rs.8,300/-. According to your reply the payment has been paid to me by my bank, but some other banks are giving pension less than mine to similar pension holders and retired in the same year. Will you be kind enough to calrify that the payment made to me on my basic pension (after commutation) is correct or otherwise ? I shall be grateful to you for your valuable comments.

I have got ACP on 08-07-2007 in the scale of 6500-200-10500 from the scale of 5500-175-9000. My office has not fixed my pay in revised scale stating that it is still not clear that you will be given modified ACP benefit or you can retain your old ACP.The clarification stated above relating to fixation of pay in r/o promotion/ACP up gradation got on or before notification date and after the 1.1.06 is applicable on me or not. Which option I should give to get more benefit on fixation. Please suggest.

I retired as a Supervisor from Mazagon Docks Ltd. Mumbai a Central PSU on 31.12.2008. Till date, I have not received my Gratuity as also my leave encashment. It is almost 2 months since I retired and since there is no income, I am losing heavily in terms of interest which could have helped me run my daily expenses. Moreover, the rates of interest have come down since then and I am a loser here as well.I shall be happy to know if I am eligible for the enhanced Gratuity of Rs.10 lakhs and when the presidential directive would be issued to this effect?
