AIFPTO UPDATE ON AICTE PAY REVISION

 

Dear friends,
On 2rd October, Sri Y. Narsaiah Goud, Treasurer, AIFPTO contacted the Hon'ble Minister at Hyderabad. He was informed that the issue is already under examination of MHRD and if something is serious, then she asked the Federation to send FAX or email. The email was sent to her office immediately by Sri N. Chandra Shekhar, General Secreatry, AIFPTO. This letter was handed over to the Hon'ble Minister by her PA on 3rd October at New Delhi.

Meanwhile, the Federation has decided to intensify its struggle and decided to send representations to all MHRD officials by the States Associations on 5th October. The letter was sent by email to all the States Associations.
The Federation thanks the respective State Polytechnic Teachers' Associations for immediately responding to the request of the Federation and sending FAXes to the Hon'ble MOS for HRD, Secretary, Addl. Secertary, & Director(TC). As per the information received, the states of AP, Delhi, Chandigarh, Haryana, Himachal Pradesh, J & K, Madhya Pradesh, Maharashtra, Puducherry, Rajasthan and Tamil Nadu
have sent the FAX letters. The Federation representatives which include AGOTE office bearers have appraised the issue to the PS to MOS, HRD. The PS will have discussions with Secretary, MHRD tomorrow on the issue. Let us hope for the best. Please do no post any fake or wrong news on this hub. It will hurt the sentiments of the Polytechnic teachers across the country.

I am visiting AIFPTO site for last 6 months. There is no change after few days of initial launch.I think AIFPTO initially published it and afterwards they are not having the facilities to update it . There is a possibility that their subscription may get expired.

Dear All,

Nothing comes free. Technically speaking, you can not get a degree without studying or giving money. How come you all expect to get the 6th Pay without organizing a nation-wide strike?

We have to wait for a decade to get the 6th Pay without any effort. There is a saying which relates unity and the survival of a social community. In history, no non-unity community existed for long. This example will be very clear when we notice the success of the British People in conquering all of our Indian Kings who do not have unity. So, at least, let us all unite to initiate a nation-wide strike and fight against this injustice rendered to us by both the Indian Politicians and Bureaucrats.

Today, I called to Ms. Pratima Dixit. She told that yesterday evening both the reports have been sent to AICTE. There is an executive council in AICTE, where it has to be placed and formally accepted before final notification. The frequency of this executive council meeting is once in a month. If the meeting of this month is over, then we have to wait for the next month's meeting. Then only the report will come out. But, if there is persuence & pressure, then there is a chance of emergency executive council meeting. So, hope for the best.

Thanks for your information. However, the information provided by the undersecretary (Pratapsingh) contradicts your information. According to him, the MHRD notification is not finalized due to some issues (he did not reveal) and the notification may be imminent ( do not know when). Subsequently, I called up MHRD secretary office and I was told that the secretary is on foreign tour (likely to return on monday). I tried to call pratima dixit but in vain.

Noticebly, the information provided by all these authorities is much contradicting. I wonder why this is happening to the teachers. Nobody is ready to reveal the contents of the Goverdan Mehta report at least.

It is high time that the organizations, like AIFPTO, should take up the issue in such a manner to draw the attention of the media ( like black badge protests/press statement etc.done by IIT teachers). I hope Mr. N. C. Chandrashekar, who is all along following the issue, can initiate in this direction.

Dear Hubers,

The pay and allowances ordered for dedree level technical institutions are in fact superior to ugc, iit and all, at least for a particular group. A B Tech degree holder with 14 years of service can reach pay band 4 and get the designation of Associate Professor. For IIT, they need PhD and for UGC masters with net.

The denial of pay band 4 for poly teachers is very much just. The pay scales of any post should be decided according to basic qualification required for such posts. The qualification required for poly teachers is only B.Tech.at lecturer level and Diploma for instructors/demonstrators. Possessing a qualification higher what is actually required can not considered as a claim for higher pay. Is there any logic in asking engineers pay for a peon possessing B. Tech/ MTech?

the role of diploma level institutions are significant because this alone caters the students about tecnical knowhow from a family of below poverty line.

the central government is about ban 10 th standard (cbse,matric & sslc) in phased manner,then entry level automatically becomes HSC (+2) qualified,moreover in almost all the polytechnic the vaccant seats are filled thro lateral entry admissions.

In this connection the diploma level institutions should be compared on par with degree level institutions.

Getting 80% budget and pay band 4 for polytechnic teachers is a very older news.It appears MHRD remembers only IITs and IIMs.IIT pass outs are serving the U.S. And Indian Industries are run by Diploma holders. Engg.Degree holders lack practical applicability and memorise only theory without Industrial applications.What required is direct action. AIFPTO should decide to protest against undue delay of implementation for polytechnic teachers.

On 23rd October 2009, Sri N. Chandra Shekhar, General Secretary, AIFPTO has led a delegation of Polytechnic teachers to meet Smt. D. Purandeswari, Hon'ble Minister of State for HRD at her Camp office in Visakhapatnam, AP. A representation was submitted to her stating the need for recommending better pay sclaes for Polytechnic teachers. A comparative statement of V Pay Commission Scales for Central Govt. employees, UGC teachers, Degree Engg. College teachers and Polytechnic teachers was also submitted to her. She had promised that the issue would be discussed with Sri Kapil Sibal, HRM and a meeting would be arranged with the HRM along with AIFPTO office bearers very soon. Tech institutes staff wait for 6th Pay Commission benefits Buzz Up Share

The teachers of technical institutes in Delhi are still waiting for a revision of their salaries in accordance to the Sixth Pay Commission review.

Faculty members of institutes under the Delhi government ¿ such as Netaji Subhash Institute of Technology, Ambedkar Technical Institute and GB Pant Institute of Technology, etc ¿ have yet to benefit from the Sixth Pay Commission's review.

In states like Rajasthan, meanwhile, the revision has been implemented, the faculty members claim.

According to sources, the reason for the delay is while the University Grants Commission and the National Knowledge Commission (NKC) recognise the distinction between polytechnic colleges and engineering colleges, the Delhi government has not maintained the demarcation, which has led to confusion.

On NKC website, the link to Delhi government educational institutes shows polytechnic colleges and Industrial Training Institutes (ITI) (that normally come under Vocational Education) as part of Training and Technical Education — along with engineering colleges offering full-time B.Tech courses.

Dr Ashok Mittal and Dr R K Sharma from the Ambedkar Technical Institute, affiliated to Guru Gobind Singh Indraprastha University, said, "We were inducted through UPSC and we haven't seen any rise in our scale after the Fifth Pay review."

The non-teaching staff of these institutes, meanwhile, has already seen a significant rise in their salary.

In U.S. and Europe Polytechnics are better than our IITS. Professors often visit the Polytechnics to have on hand experiences and share research and other related informations with polytechnic teachers. In India flow of information and faculty from IIT/IISc to Polytechnics is zero. Our people draw satisfaction from maintaining the difference in negative way also. Yesterday polytechnic teachers of M.P. were worried, someone(Mr.AICTE) at wikianswer.com had posted wrong information regarding pay scales of polytechnic faculty.

At present that information is not displaying as some Mr. M70 has corrected it.

Our friends from M.P.need not to worry now. The matter is still pending. Let us hope for the best in our favour.

actually point of technical teacher is only truth,in my opinion reason for denial of PB4 to poly. teacher is that in sixth pay commission pay is decided after performance evaluation and if some rewards are to be offered one has clear some sort of test if passed will get extra ordinary rewards otherwise will get normal pay.in current technical education system there is no evaluation test for outstanding performances like NET which may be criterion for PB4

For your kind information NET is not applicable in any type of Technical institutes(Either Degree or Diploma level).AICTE never recommanded for NET in degree and diploma technical institutes.Actually technical and non-technical institutes are not comparable.NET in not compulsary even for college and university teachers with PhD.

The point raised by you is the issue of delay in implementation of pay revisionin my view.fortunately or unfortunately technical teacher is not evaluated by any centrallised agency,there fore who will decide the achivements made a teacher in his service?only lenth of service may not be a criterion for higher reward.there is no question of coparison of insst. not the entry level qualification bcoz. all terms are already decided by AICTE BUT CAREER ADVANCEMENT IS different issue and criterion must be specified by AICTE at the earliest may be Ph.D. for PB4 OR ANY OTHER like that bcoz many poly teachers deserve PB4.

News is that the file relating to the 6th Pay Revision is being referred back to AICTE for possible rectification of anomalies, espeially PB4. We have to congratulate Sri K.S. Shiva Ramu, President, AGOTE and his core team who have constantly pusued the matter with the MHRD officials at New Delhi. The entire polytechnic teaching community are forever indebted to Sri Shiva Ramu and his team. On the representation of AIFPTO to rectify the possible anomalies in the Prof. Goverdhan Mehta Committee Report for Polytechnic teachers, including the possible denial of the crucial PB 4, the MHRD has assigned the task to the Committee constituted for the implementation of MHRD recommendations for Engg. College teachers.

The Committee is headed by Dr. Vijay Khole, Former Vice Chancellor, University of Mumbai. The other members of the Committee included Dr. D.N. Reddy, Vice Chancellor, JNTU, Hyderabad, Dr. M.N. Bandyopadhyay, Director, NIT, Kurukshetra, Dr. S.K. Mahajan, DTE, Maharashtra, Dr. K.P. Isaac, DTE, Kerala, Prof. B.B. Ahuja, Principal, Govt. Engineering College, Pune & the Vice Chancellor, Jadhavpur University. Dr. A.K. Paliwal, Member Secretary is the Convenor.

The First & Second meetings of the Committee are scheduled for 16th & 23rd November 2009 at Mumbai. The Third meeting would be held before 6th December 2009 at New Delhi by which time the Committee is expected to submit its report.

On 14th November 2009, PALA office bearers Sri Y. Narsaiah Goud, General Secretary, Sri K.S. Chakravarthy, Treasurer and Sri Kola Raghavanand, Joint Secretary have submitted the proposals of the Federation to Dr. D.N. Reddy, VC, JNTU, Hyderabad and discussed the possible anomalies in the Prof. Goverdhan Mehta Committee Report for Polytechnic teachers. Dr. D.N. Reddy has appreciated the work done by the Federation and assured the delegation that he would recommend positively in the meetings.

Sri V.M. Rajasekharan, Secretary, South Zone, AIFPTO has contacted Dr. K.P. Isaac, DTE, Kearla and submitted the proposals of the Federation. Sri Pratap Desai Polytechnic faculty from Kolhapur is already in touch with the (three) Committee members from Maharashtra. The Polytechnic Teachers’ Association from Maharashtra is meeting Dr. S.K. Mahajan, DTE, Maharashtra today morning to discuss the issue.

Efforts are being put up vigorously to contact the other members at the earliest and convince each of them on the need for better pay scales and service conditions for Polytechnic teachers.

Meanwhile, the file relating to the Pay scales of Polytechnic teachers was sent to AICTE on 13th November 2009. The efforts of Sri K.S. Shivaramu, President, AGOTE and his team at New Delhi in getting the file cleared have to be acknowledged by one and all.

Any latest developments would be notified in the PALA website.

the on going late pay revision for polytechnic staff is creating lack of interest to teach the students in a better way. govt should come forward with a broad mind to announce the pay hike at once............ delay will surely create havoc among the teaching fraternity

aicte has appointed a commitee to recommend the payscales for engg college and poly teachers as cited above. there is a news that most of the commitee members are convinced to recommend pb4 to the poly teachers. however, the commitee is thinking of making diff in grade pay fo poly and engg college teachers. hence efforts should be taken so that there should no disparity in scales of engg college and poly teachers.

I APPEAL THAT LET THE E-MAIL ACCOUNTS OF ALL MEMBERS OF THE COMMITTEE APPOINTED BY MHRD TO REVIEW THE IMPLEMENTATION OF PB4 TO POLYTECHNIC TEACHERS BE "FLOODED" WITH E-MAILS FORWARDED BY POLY. TEACHERS. THUS AIFPTO SHOULD PROVIDE E-MAIL ADDRESSES IMMEDIATELY.E-MAILS SHOULD BE SENT BEFORE NEXT MEETING , WHICH IS ON DT-23-11-09. IF EVERY COMMITTEE MEMBER IS RECEIVING SAY 500 E-MAILS. IT WILL DEFINITELY HAVE A VERY POSITIVE IMPACT.

Be positive and give the moral support at this final stage to all AIFPTO executive members in achieving the AICTE PAY SCALES. Remember that "Rome is not built in a day".

The 23rd meeting went fine and things seem to be moving in the desired direction. The next meeting is scheduled for the 30th' Nov at Mumbai.

Just be a little more patient and , please, do not post any comments which reflect a negative image of the Polytechnic Faculty.
