6th Pay Commission: Allowances & Facilities to Central Govt. employees
91After giving the due consideration to several proposals of 6 pay commission, the government took the decisions that were notified on Aug 29, 2008. The new pay structure and allowances based on the recommendations of the Sixth Central Pay Commission. Salient features are shown below.
- All the allowances except dearness allowance will be effective from september 1, 2008. Children education allowance has been revised as per recommendations of 6th Pay Commission and will increase with increasing DA.
- As per notification, these reimbursements would be automatically raised by 25 per cent once dearness allowance on the revised pay bands become 50 per cent of the basic salary, the notification said.
- An increase by 21 per cent on an average in the salaries of the government employees has been ensured in the notification. Employees will get new pay from January 1, 2006 but arrears will be paid in 2 splits i.e. 40% in 2008-09 and 60% in 2009-2010.
- Government has made modifications in PB-3 & PB-4. As per the notification pay scale in P-3 will be 15600-39100 and in PB-4 it will be 37,400-67,000 with varying grade pays. Earlier, 6th CPC has recommended the PB-4 as 39100-67000. Now maximum of PB-3 Overlaps with minimum of PB-4.
Fitment factor is 1.84 and annual increament at 3%
Annual increament will be given at 4% to high performers in PB-3 subject to 20% of total strength.
Following 6th Pay Commission recommendations were not accepted by the Govt:
- Liberal ‘severance package’ for those employees who want to leave service without pension with more than 15, but less than 20 years of service.
- Recommendation relating to Holiday Policy that there should only be three closed holidays for Government employees.
- Flexi-hours for women employees and flexi-weeks for employees with disabilities.

Allowances and Facilities as recommended by 6th Pay commission & accepted/rejected or modified by the Govt.
The Government of India constituted the 6th Pay Commission to suggest pay revisions for its employees. The recommendations of the 6th Pay Commission has been accepted by the Government with minor modifications. Besides recommending new pay scale, this commission has recommended changes in the different allowances admissible to Central Govt. employees and other facilities provided to them for serving the people and country. Below are given the major recommendations of the commission related to allowances, advances, holidays and class entitlements. Wherever govt has modified the recommendations, these modifications are indicated as shown"current status".
1. Dearness Allowance:
- the 6th Pay Commission recommended the continued use of AICPI (IW) as index used for calculating DA.
Current Status: Accepted; base using 2001 series works out to be 115.76. The installment of DA from 1-1-2006 will be paid as per suggestion of 6CPC
- The Commission did not accepted the demand for merger of dearness allowance with basic pay.
Current Status: Accepted;
- As against the demand of various organizations to grant DA more frequently, Commission prefered to stick to old practice of sanctioning twice a year as on 1st January and 1st July payable with the salary of March and September, respectively.

DA shall be admissible @ 2, 6, 9, 12 & 16% from 1-7-2006, 1-1-2007, 1-7-2007, 1-1-2008 & 1-7-2008, respectively
2. City Compensatory Allowance (CCA):
- In Commission's view there was no justification for City Compensatory Allowance and hence recommended it to be abolished.
Current Status: Accepted;
3. Other Compensatory allowances:
- The Commission has suggested changes in the rates of Special Compensatory (Hill Area/Remote Locality), Tribal Area Allowance, Project Allowance and Bad Climate Allowance were revisied as follows :
- Project Allowance: Rs.1500 p.m. For posts in the grade pay of Rs.5400 and above; Rs.1000 p.m. for posts in the grade pay of less than Rs.5400
- The Commission recommended automatic revision of rates of all the above allowances by 25% whenever the Dearness Allowance payable on the revised pay bands goes up by 50%.
- In Commission's opinion, there was no logical ground to continue Special Compensatory Allowance for Gandhinagar and Special Compensatory (Border Area) Allowance and hence recommendedd this to Abolish.
- However, Special (Duty) Allowance for postings to North East Regions at the existing rates was recommended to all Central Government employees on their posting on transfer to any North East Region.
- The Special (Duty) Allowance as well as other concessions allowed to the Government employees in North East region were extended to the Government employees posted in Ladakh.
- Island Special (Duty) allowance: This allowance was also recommended to made available to all Central Government employees on their posting on transfer to any place in these Islands without insisting on an all India transfer liability.
- Recommendation was made to pay Hard Area Allowance to the employees posted in the Nicobar group of Islands separately along with Island Special (Duty) Allowance and broadened to the Lakshadweep group of islands.

4. Traveling Allowance:
Travel entitlements
- Commission did not accept the employees demand to make changes in the travel entitlement for travel outside India.
- The Commission recommended to allow travel by any means of public transport for road travel between places connected by rail, with a condition that total fare does not exceed the train fare by the entitled class.
- Also, the travel by AC bus for employees having such entitlement by AC II Tier and above in train and by Deluxe/Ordinary bus for those who are entitled to travel by First Class/AC III Tier/AC Chair Car/Sleeper Class in train was recommended.
- The Commission took a strong stand against use of mileage points points earned by Government employees on tickets purchased for official travel and utilized for their private journeys. These points must be used by by the concerned department for other official travel by their respective officers.
- Major changes in travel entitlements while on tour and transfer are recommended to be made as follows:

Current status: Travel entitlement rules have been modified by the Government through Office Memorandum dated 23rd September, 2008.
5. Daily Allowance
- The recommended rates of daily allowances are illustrated in above Table.
- The rates of all the components of Daily Allowance shall automatically increase by 25% whenever the Dearness Allowance payable on the revised pay bands goes up by 50%.
- In case of stay or journey on Government ships, boats etc.or journey to remote places on foot/mules etc. for scientific/data collection purposes in organisations like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided for reimbursement of food bill.
- However, in this case the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/Controlling Officer.
- For journey on foot, an allowance of Rs.5 per kilometer traveled on foot shall be payable additionally. This rate will also be increased by 25% whenever DA payable on revised pay scales goes up by 50%.
Current status: DA rules have been modified by the Government through Office Memorandum dated 23rd September, 2008.
6. LTC & other benefits:
- The most welcome recommendation made by the Sixth Pay Commission was about the travel entitlements under LTC and official tours. Commission eliminated the distiction for entitlement between LTC and TA tours. However, Commission did not find it proper to pay daily allowances for travel on LTC.

- The Commission did not alter the condition requiring travel to be performed in vehicles operated by the Government or any Corporation in the public sector run by the Central or State Government or a local body.

- The most commendable recommendation in my opinion has been the encashment of Earned Leave upto 10 days along with LTC to the extent of total of 60 days, and non-deduction of these Earned Leaves from the maximum amount of Earned Leave (300 days) encashable at the time of retirement.
current status: Accepted
The Railways employees be allowed to avail of this encashment at the time of availing of passes for a maximum of 60 days in the entire career subject to the condition that successive encashment cannot be made before a minimum period of two years has elapsed.
7. Transport Allowance:
- in the revised scheme of pay scales, all the allowances and facilities will be governed by Grade Pay.
- the existing condition which prohibits grant of Transport Allowance to the employees who have been provided with official accommodation within one Kilometer of the office is removed.
- Other conditions regulating the grant of this allowance shall remain unchanged.
- Physically disabled employees shall continue to draw this allowance at double the normal rates.
- This, however, will be further subject to the condition that Transport Allowance in the case of physically disabled employees shall, in no case, be less than Rs.1000 per month plus the applicable rate of dearness allowance.
- Employees in pay band PB-4 who are entitled to the use of official car for travel between residence and office may be given the option to draw transport allowance at a higher rate of Rs.7000 p.m. plus dearness allowance provided they give up the use of official car for travel between residence and office.

Current Status: Campus restriction for grant of TA removed; TA increased for employee at lowest level from Rs 400/- to Rs 600/- in A1 cities and from Rs 300/- to Rs 400/- in other cities; Employee in PB 1 with Rs 7400/- as grade pay will be provided TA @ Rs 1600/Rs800.
8. House Rent Allowance:
- the Commission recommended merger of C Class Cities (having population of 50,000 to 5 lakh) with `Unclassified Towns' (having population of less than 50,000).
- The existing population criterion for classifying towns and cities for purposes of HRA is being retained but population in the urban agglomeration should be taken into account for classifying a city for purposes of HRA.
- HRA in A-1 cities be paid at the rate of 30% of the total of revised pay in the running pay band and grade pay thereon.
- Erstwhile A, B-1 and B-2 categories are being merged.
- The following rates of House Rent Allowance:

10. Holidays:
- The Government offices will remain closed only on the 3 National holidays.
- No other closed holidays be allowed.
- Restricted Holidays available to an employee shall be increased to 8 with the list of Restricted Holidays being suitably enlarged to include all the erstwhile Gazetted Holidays therein.
- Every Head of Department (HoD) should be allowed the option of declaring the office closed for a maximum of two Restricted Holidays in a year based on local considerations.
- The number of Casual Leave, Half Pay Leave and Earned Leave available to Government employees shall remain unchanged.
- The number of casual leave for physically disabled employees will stand increased to 12 days. From 1/9/1981, Teachers, Principals and Head Masters working in schools and from 28/7/1984, Librarians, Laboratory Assistants and Watermen working in schools have not been allowed the facility of half pay leave. This facility needs to be restored for these categories as the present rules place them in difficulties in times of sickness, etc.
These categories should be made eligible for half pay leave on par with other Central Government employees.

11. Deputation (Duty) Allowance:
· the rates of Deputation (Duty) Allowance and Central (Deputation on Tenure) Allowance may continue to be paid at the rate of 5%, 10% and 15% of the aggregate of pay in the pay band and grade pay without any pecuniary limit. This will, however, be subject to the limit that the aggregate of pay in the pay band and Deputation (Duty) Allowance/Central (Deputation on Tenure) Allowance does not exceed Rs.39,200 being the minimum pay in the pay band PB-4.
12. Miscellaneous Allowances
· The Commission recommended doubling of the extant rates of Cycle Allowance, Washing Allowance, Cash Handling Allowance, Special Allowance, Night Duty Allowance and Split Duty Allowance.
· The rates of these allowances will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.
· Machine Allowance withdrawn.
13. Over Time Allowance
· Abolition of compensation in the form of Over Time Allowance or any other similar allowance to any of the Central Government employees except those belonging to the categories of operational staff and industrial employees governed by statute.
14. Advances
A. Interest Free Advances
The Commission recommended that the existing amount of following interest free advances should be doubled:-
- Festival Advance
- Advance in the event of natural calamity like flood, drought, cyclone, etc.
- Advance for training in Hindi through Correspondence Course.
The rates of these allowances shall be increased by 25% every time dearness allowance on revised pay bands increases by 50%. All other existing conditions in respect of various interest free advances shall be maintained without any change.
B. Interest Bearing Advances
· no interest should be charged on advances for purchase of warm clothing and bicycle. Like in the case of other interest free advances, the existing rates of advances for purchase of warm clothing and bicycle should also be doubled.
· The Commission was of the view that in order to spread the benefit in a more equitable manner, it was desirable to provide only for the element of interest subsidy and make available various interest bearing advances to Government employees through arrangements with public sector banks.
· The Government will give an interest subsidy equal to 2 percentage points in rate of interest being charged by the bank to the employee.
· The interest subsidy for employees with disabilities will be equal to four percentage points in the rate of interest being charged by the bank.
· Simultaneously, the existing limit of various interest bearing advances should also be doubled for the purpose of getting the subsidy. This limit should automatically be increased by 25% every time the dearness allowance payable on revised pay bands goes up by 50%.
· The eligibility for taking the advances should also be removed because the repaying capacity would, in any case, be considered by the concerned bank at the time of processing the loan application.
15. Non-Practicing Allowance (NPA)
Accordingly, the Commissions recommends that Doctors should continue to be paid NPA at the existing rate of 25% of the aggregate of the band pay and grade pay subject to the condition that the Basic Pay + NPA does not exceed Rs.85,000.
16. Risk Allowance:
- Risk Allowance is withdrawn.
- Employees be provided with free medical and life insurance of Rs.5 lakhs for employees in PB-1 pay band; Rs.7 lakhs for employees in PB-2 pay band; Rs.10 lakhs for employees in PB-3 pay band/higher pay bands/scales.
- The amount of the insurance should automatically be increased by 50% every time the DA payable on the revised pay goes up by 50%. The entire expenditure on paying premium for this insurance will be borne by the Government.
- The amount insured will be paid in case of any serious injury/death sustained in the course of employment and will be over and above the other benefits available to all categories of Government employees.
- These employees should also be provided with additional health benefits with mandatory health check-ups every quarter and enhanced leave, wherever the same is necessary for proper recuperation.
17. Uniform related Allowances:
- the Commission recommends the following rates of Uniform Allowance for different categories of such personnel :
CPMFs/CPOs/RPF/IPS
Initial grant Rs.14000; Renewal grant Rs.3000; payable after every three years
Uniform allowance for Coast Guard officers:-
Initial grant Rs.16000; Renewal grant Rs.5000; payable after every three years.
- Existing rates of Kit Maintenance Allowance be doubled for all categories of employees presently in receipt of this allowance. Uniform Allowance for nurses should also be increased to Rs.500 per month.
The rates of Uniform Allowance and Kit Maintenance
- Allowance for all the above categories shall be increased by 25% every time the Dearness Allowance on revised pay bands goes up by 50%.
18. T.A. on Transfer
The Commission recommends that transportation of personal effects by road at the rates prescribed for `other places' should be allowed in respect of places connected by train as well without subjecting it to the extant restriction that these can not exceed 1.25 times of the eligible train fare. The revised entitlements of transport while on transfer shall, therefore, be as follows :-

Calculations for revised pay and pay arrears
1. Government has ammended the rate of increament suggested by the 6th pay commission (2.5% to 3%)
2. Fitment based on multiplication factor of 1.86 instead of 1.74
Pay Fixation:
The basic pay drawn as on 1-1-2006 on the existing 5th CPC pay scales will be multiplied by a factor of 1.86 and then rounded off to next multiple of 10. This will be the pay in the revised running pay band. Grade pay as approved by the Government, cooresponding to the pre-revised pay scale, will then be added to the pay in the revised band. The total of pay in the pay band and grade pay will be revised basic pay as on 1-1-2006.
To help pay fixation in new revised pay bands, instructions to fix pay has been issued by the Govt. and tables for each pay band has been released.
Fixation of pension/Family Pension:

I have retired on 0102.2001 as Inspector of Income-Tax. My Basic Pension was Rs.4080/-, 40% thereof was commuted. What would be my Basic Pension as on 01.01.2006? & Total Pension receiveable as on 01.09.2008?

Everything is O.K. But the Daily Allowance mentioned in your hub is wrong. Whatever you have posted regarding travel entitlement and daily allowance is only recommendation, it is not accepted by the government.
Yes, decision on daily allowance is awaited. However, Government has accepted the recommendation that travel entitlement for TA & LTC should be the same. I'll appreciate if you have any updates about daily allowance.
i have a query that , my mom is a govt servant, she is B class officer, we were planning our ltc trip,, so now do we get total economy class airfare ,? earlier we were given ac 2 tier entitelment,,
so is there an option whether now we can apply for airfare, also,,

Hi Kanika, decision on class of travel is still awaited. I'll update it as soon as it is announced. One thing is sure that travel entitlement for both official tours and LTC is same as it has already been accepted by the Govt.

rediculous.this government is the worst govt. increased the pay but has they ever thought about the group d? their pay have increased only from 2550 -3200 to 4400-7400 while other group is getting 9300-34800. iwant to ask is it fair? govt's policy is to make poor more poor. and with respect officers will get a huge sum.while we the lower groups do hard work. gov is trying to benefit whom? upper class or lower class. the news has reached to the market and every thing have become costly. for us it is ver very difficult to survive. earliar also it was. so sorry we r not benefited at all. myquestion is that everyone shuld be benefitted how we r benefited ? give this answer.actually just becoz these people are very easy to supress . and if they dont increase higher authorities salary then they will raise voice . and we most of the lower group people are ignorant so its easy. shame.
Thank Raj Kumar. Sanskirtinath, I can understand the frustration of group D employees. It is in India only that there is big difference between minimum and maximum salary. This question has been raised at several platforms. According to some sources Government gives the plea that group D employees get much higher salary than their counterpart in private sector.

Are these ltc guidelines, already implied, as if i go by the table updated here,, its written we are entitled for airfare economy, but still my mothers office administration says its not confirmed and we will be ony given AC 2 tier, which we were entitled before
and also, that by the 6th pay commision recommendations, will airfare be given in hometown also or just the ltc
Kanika, you have missed my earlier comment.Commission's recommendation for similar entitlement in case of both tours and LTC has already been accepted by the Govt. but Govt. has not declared its decision on travel entitlements suggested by 6PC. You have to wait for Govt. decision and most of the establishments has not yet received the copy of notification. Govt has made its stand clear on most of the recommendations except travel entitlement.We've to wait for some more time.

CJG, these rules are applicable to central govt. Employees. However, few Govt. has implemented 6th pay Commission recommendations to their state govt. Employees (like Jharkhand Govt.). Even then it has to be seen whether these Govt. are implementing these recommendations either partially or in toto.
If somebody stay with his relatives on tour then what daily he will receive from the office as per 6th pay commission
please inform me about the areas falling under the defination of Delhi (UA) whether Faridabad is included inthis list of 13 classified cities or not , for the purposes of Transport Allowance . Thanks.
Faridabad is included in the list of "Y" cities and that too for the purpose of HRA determination.I'll look for more information about transport allowance.
What about option of new pay scales wef 1.1.06. My increment in old scale falls on 1.2.06. What should I opt , I mean wef 1.1.06 or wef 1.2.06. Which one would be beneficial for a person whose basic pay as on 1.1.06 was 13875 in the old pay scale of 12000-375-16500 and increment was granted on01.02.06 in old scale raising Basic pay as on 1.2.06 as 14250. Please suggest urgently before I send my option
Dear Sharma ji, If you opt from 1.2.2006, the rule for pay fixation is as follows: Pay in the pay band will be fixed by adding the BP applicable on 1.2.2006, the dearness pay applicable on that day and the dearness allowance based on rates applicable as on 1.1.2006. This figure will be rounded off to the next multiple of 10 and will be then become the pay in the applicable pay band. In addition to this, the grade pay corrosponding to the pre-revised pay scale will be payable. Please check if this figure is more than 33, 410, then only it would be beneficial to opt from 1.2.2006.
I retired fro Central Govt service after rendering 39 year service on 31-07-2006(AN). I was promoted Supdt in the pay scale of Rs.5500-175-9000 wef 01-01-2005 but I opted for pay fixation after earning increment in the lower Post of Admin Assistant 'C' and pay fixed @ Rs.6900/=DP Rs. 3450 and DA Rs.2484/ wef 01 Oct 2005.
I transferred to pension establisment on 01 Aug 2006 Pension Rs. 5175/- Commutation Ra. 243681/- and DCRG Rs, 220308/.

Thanks Prem Ji , It was a very good information. I have one doubt regarding Children education allowance. Is it applicable from Class I or from Nursery. I could not find this in Govt. of India Gazatte notification. Also about the uniform, books and shoes, is it covered under Rs. 1000 ceiling or it is separate. Kindly answer my query.

Children education allowance is applicable from Nursery and uniform, books , shoes etc. are covered under the maximum ceiling of Rs 1000/ PM. However this limit would be automatically raised by 25% with increase in DA in revised pay structure goes up by 50%.
Further clarifications: Reimbursements for education allowance can be claimed once every quarter. Amount claimed in one quarter may exceed Rs 3000 and remain less in another quarter. However, annual ceiling would be Rs 12000 per child subject to maximum two children.
Is there any option of transfer for ladies who are working outside home town in the Accountant Generals office.
Employee of PB-3 and Grade pay 7600/- must be given an increment of 4* instead 3*
REMOVAL OF DISPARITIES OF DEFENSE PERSONNEL.1. It may be noted that the defense services persons, while putting across their grievances while quoting pay parities, they never mean any thing against the IAS officers, Para Military Services officers or any one else. Rather, they are happy to note that all these officers have been given their legitimate due for which they are fully satisfied. 2. It is needless to emphasize that the financial benefits to the defense persons definitely have to be kept in mind. This is emphatically important considering their service conditions and low retirement age. However, may they be officers or PBOR, their prestige, dignity and honor is rather that of more importance, which must not be compromised, destroyed, degraded and tarnished as has been done in the notified 6th Pay Commission Report. This statement is evident from the fact that the seniority and status of all the Govt. employees will be determined by the Grade Pay of all the officials in accordance with the 6th pay commission report. 3. Nevertheless, the three Chiefs of Defense Services have pointed out the Pay Parities with vivid disparities in the Gde. Pay of some of the defense officers of the rank of Lt. Cols., Lt. Gens. and equivalent ranks of all three services, especially in comparison to IAS Officers and Para Military Officers. It has been categorically pointed out by the three Chiefs of Defense Services, the proposed pay parities will have adverse effects during the joint operations.4. With due apology, this is to point out that in addition to the above disparities, there are still number of more grave disparities in the cases of officers of the ranks of Majors, captains and Lieutenants, and equivalent ranks of all three services as well as trainees of these services.5. You may kindly see that the pre-revised scales of pay of civil services officers falling in S-21, S-22, and S-23 and equivalent posts of officers of Para Military Forces were much less then the pay scale of Majors and equivalent ranks of all three services. Irrespective of this fact; in accordance with the 6th pa commission report notifications, the Civilian Officers of the categories mentioned ibid are given the Grade Pay of Rs. 7600/-, where as all officers of the rank of Majors and equivalent ranks of all three services have been given the Grade pay of Rs. 6600/- only. Further, the Chief Nursing Officers of Para Military Services, the Principals of schools, Education Officers, Assistant Directors and Managers, whose pre-revised scales were 10000-15200; all of them have now been given the Grade Pay of Rs. 7600/-, whereas, the officers of the rank of Majors and equivalent ranks of all three services, earlier drawing much higher pay scale than them, have been given the Grade pay of Rs. 6600/- only. 6. The degradation of Defense Services Officers does not end here itself. If you peruse the VI CPC report and notifications thereto. You will see that the ‘Vice Principal Grade I’ and Post Graduate Teacher Grade I of schools whose pre-revised scale was 8000-13200 are now given the Grade Pay of Rs. 6600/-, but in the case of the officers of the rank of Captains and equivalent ranks of all three services, whose pre-revised pay was much higher than the officials mentioned above are given Grade Pay of 6100/- only. Likewise, the pre-revised pay scale of the officers of the rank of Lieutenants and equivalent ranks of all three services was starting from Rs 8250/ which is more than the officials mentioned ibid, their Grade Pay is given just Rs. 5400/- only.7. It is emphatically and forcefully verbalized that all the Pay Bands and Grade pay given to the Defense Officers should be made applicable to them after rendering the same period of service as that is applicable to the IAS Officers and Para Military Officers. There must not be any discrimination in this regard.8. Further, it may be seen that when any officers or officials of Central or State Govt. join any service in any post, they start getting their full pay and allowances from the day they join the service. Their entire service is counted for increments, promotions and retirement from the first very day. They are paid their full pay and allowances and all other benefits of service during their training period, irrespective of duration of their training. Contrary to this, the Officers and PBOR of Defense services are paid just stipend only during the period of their initial training. Also, this period is not counted for giving increments, promotions and retirement. Such a big discrimination and injustice must not be done to the defense services personnel alone. 9. The 6th Pay Commission and the Govt. has very kindly recommended and accepted the prolonged and long standing/awaited demand of Military Service Pay (‘MSP’) of defense personnel. But, it is highly unjustified as to why the MSP should not be applicable w. e. f. the day, the 6th pay commission is effective. Were the soldiers not the part of defense forces and/or they have not been performing their duties from 1 Jan 2006 onward? If they are legitimate part of defense forces and have been performing their duties since 1 Jan 2006 and the 6th Pay commission is since effective from 1 Jan 2006, the MSP must be given to them w.e.f that very date and the arrears whatever may be due, should be paid accordingly.10. Further, Military Service Pay is since the Pay, it is highly illogical not to consider it to calculate dearness allowance and increments on this pay. It may be noted that the Central Govt. has agreed to pay dearness allowance on the Transport Allowance. It is surprising to note that when the tpt. allowance is an allowance and not the pay, the dearness allowance is permitted on it, but the MSP is the Pay, yet, it is not considered for the purpose. Hence, the Govt. must reconsider its decision to pay dearness allowance on MSP as well as, it must be included to calculate increments w.e.f. 01 Jan 2006 please.11. One Rank One-Pension issue has been long outstanding. This matter is most judicious and deserving since the service personnel including officers retire at a very early age and none of them finds any avenues for discharging their entire responsibilities and living after their retirement. They are totally dependent on their pension only. 12. At the time of implementation of pay commission report, there occurs a big disparity in the pension of present and previously retired ex-service persons retired from the same rank. The pension of presently retired person is fixed based on 50% of last 10 months average pay after rendering total period of service by him. In the case of persons retired before the implementation of pay commission report, their pension is re-fixed based on minimum of the new pay scale of the rank/post from which they retired, irrespective of any amount of period of service they had rendered before their retirement. The entire period of service they rendered before their retirement is completely ignored. Consequently, there becomes a wide gap of eligibility of pension between the present/future and previously retired persons, though in both cases, they retired or will retire from the same rank. This is absolutely in contravention to the Apex Court’s recent decision. Considering this fact as well as Apex court judgement, the authorities must bear in mind the rank and period of rendered service while re-fixing the pension of all persons who retired before implementation of pay commission report. In accordance with this analogy, the authorities must consider the pensionable pay of a serving person after the period of service that was rendered by a retired person for re-fixing his pension on implementation of any pay commission report. The qualifying Service for grant of full pension is now made 20 years, with addion of subsequent paragraph quote: However recommendation for the calculation of pensiion in respect of this 20 yrs qualifying service will be effective "Prospectively". unquote. Does it mean those who are retired with 20yrs or less than 20 yrs qualifying service after 1.1.2006 and before acceptance of Govt. of India i.e. Sept.08 they have forgo this benefit? or what exactly the meaning of "Prospectively" Please clarify.

In tour TA/DA, whether food bills are to be produced for claiming the amount or Food reimbursement charges will be given automatically at the prescribed rate. Similarly for daily entitlement of taxi for 50 kms with in the city, one has to submit receipt or it can be given based on expenditure certificate furnished by the official.
Also earlier rates of entilement of Hotel/DA were diffrent in different cities. Does it apply even now or it is uniform for all the cities subject to maximum ceiling.

Is there any scheme for reimbursement of education allowance for children studying in proffessional courses and graduate level after 12th as per 6th pay commission? It is strange that employees whose children are in lower class gets reimbursement of Rs 1000/ per child and overall drawing more salary in comparision to the employees whose children are studying at graduate level and are payong huge fees.Is this not a big disparity and injustice to the senior employees having grownup children and more responsibilities.Pl comment

Dear Amir this anomay is because of the reason that minimum pay of new recruits (who joins on 1-1-2006 or later) has to be fixed at Rs 8650 and in your case the pay has been fixed considering your existing pay on 1.12006 that corresponds to 8190.
Dear amir you've provided wrong information. Pay scales 4000-100-6000 has been revised to grade pay of Rs 2400 and not GP of Rs 2800. Person joining in 2006 might have been fixed in GP of 2800/- There will certainly be some difference in the rank.

I got a job in the pay scale of Rs 5500-9000 on february 2006.But unfortunately when I got the pay fixation after implementation of pay commission I got the fixation of Rs 9300-34800, which is down graded for me because 5000x1.86=9300.I think when scale merger takes place then lower scale is alaws merged with upper scale. So fixation should be given as 6500x1.86=12090.So pay band-II will change and it will be Rs 12090-34800.
Can any one tell me whether the children studying in KG in private schools are also allowed to get the reimbursement according to 6th CPC.

Arunachal Pradesh , Govt. had implemented the recommendations of the 6th CPC. While fixation my pay I found following problems relating to ACP. From my previous scale of Rs. 5,500/- , I have got the ACP to the scale of Rs.8000/- during August'2007. Now , while fixing my pay w.e.f. 01/01/06 , I have not been allowed Grade Pay of Rs.5400/- w.e.f. August'2007 or later , whereas I have already been receiving Pay scale of Rs. 8000/- 275/-- after completion of 12 years of service as per previous ACP rule. Now, the problem is that, if I was not allowed ACP benefit to shift to scle of Rs.8000/- w.e.f. August'2007, I am not getting any monetary benefit if my revised is calculated w.e.f. 01/01/06. In fact I will get more monetary benefit if there is peovision to fix revised scales w.e.f. August'2007 when I was in the Scale of 8000/- reing receipent of ACP .
I am totally confused on the recommendations of the 6th CPC on ACP rule.

Banks are also autonomus bodies. Either husband can avail LTC for himself and family or the wife. Dual benefits are not allowed.
About food and taxi receipts, one has to attest himself but hotel receipts are mandatory. Still confusion exists about DA on tour.

I am an assistant of Batch 2005. What the 6th pay commission had destroy, i can't tell. If they think that such type of recommendation can make the condition of employees good then they are blind.Mr.... have no idea of their employee's feelings.
Instead of three separate charges, viz. hotel accommodation, local conveyance and food reimbursement, it is suggested that:
Hotel DA may be prescrfibed separately. Can be claimed if stayed in hotel. Other expenses, may be termed as "Daily Allowances" may include cost of food, local conveyance, etc. as per certain limits. Employees should be permitted to claim such amount not on reimbursement basis, ie. without producing bills.

i am c. rajeshkumar who was working in 5000-150-8000 on 1-1-06 getting basic pay of 5450 on 1-1-06. on 7-2-07 due to my interdivisional oneway transfer i was downgraded to 4500-125-7000 scale and my pay was fixed as 5500 on 7-2-07. what is my; new basic pay on 01-07-08. whether i am eligible for gradepay 4200 (5000-8000) because i was working in that scale . what is my new basic pay and grade pay ?

Sub: Uniform Allowance.
Sir,
I was Inspector in CPO and getting 30/- p.m. washing allowance. Subsequently promoted as Asstt. Commandant on 2.1.2007 as 1.1.2007 was Sunday & retired on 31.03.2007. My department has not granted me uniform grant & Kit maintenance allowance for Jan to March 2007 stating that you have not served 90 days or 3 months in the rank. They have also not allowed washing allowance Rs.30/- as it is admissible to Inspector only. We have to maintain uniform continuously till retirement. Can anybody give valuable comments on the subject? My plea is that one has to maintain uniform, therefore, Kit maintenance allowance or Uniform allowance must be paid to me. Thanks.
