Why do bsnl broadband suck so much and still be a stellar hit among the public

Bsnl Dataone or bsnl broadband is india's best broadband internet service provider and also allegedly its worst one too.Why is that ,well its because its a government run no-nonsense company.Here are the reasons why it sucks.. 1.Their customer service is much worse than a thattukada in kerala : As i heard of they have two customer service numbers 1500 and 1956 ,calling 1500 ,you get an pre-recorded telling you why bsnl is the no.1 telecom company in india and all that crap,and after you get through all that crap and finally when a customer care guy picks up the phone ,you would be sad to find that he doesnt even care about your complaints,he would mostly, say to call this number or consult your local exchange head and that stuff.Dont even think of calling the other number. 2.The connection just randomly goes up sometimes and then just out of the blue goes down to dialup 3.Staff are rude: The staff at the bsnl is very rude ,they wont say stuff like sit down please, on the other hand you might often hear them say ,please wait another hour. 4.When the usage becomes ,just slightly overused ,you can expect a bill of thousands. Even though ,these are all true if you have the patience to sit down through their staff,and uses the connection carefully with the help of some usage monitoring programs like netmeter it could easily be a dream come true connection for everone , this is because it 's still is the fastest and cheapest broadband internet connection in india to date.Airtel , its only other compettion offers ,much more customer service but is not half as fast nor that cheap a connection when we compare with bsnl.
