Budget Tiebacks with Style
Drapery holdbacks and tiebacks can be quite costly, especially ornate varieties. It is not necessary to spend an excessive amount of money on store-bought tiebacks for window treatments. Instead, look for budget ways to accessorize curtains and drapes with style. Creative tiebacks can look just as impressive as store-bought varieties, and they are generally far less expensive.
In a room with an ocean theme, use sections of fishing net embellished with shells and starfish to hold open drapes or curtains. You will find fishing net for craft purposes in larger craft stores as well as seashells and other ocean themed accessories.
To hold back drapes or curtains in a room with elegant style, a simple section of lace is an excellent option for those sticking to a decorating budget. Attach a cup hook to both sides of the window frame, and after securing drapery panels or curtains with lace, secure the lace to the cup hooks.

Sheers are ideal for anyone decorating windows on a budget since they can be used in many different ways to create a lavish and elegant look. Buy extra long sheers that can be hung to create puddles of fabric on the floor along with ordinary scarf valances. Use budget metal plant hangers with scrollwork designs to support the valances above the windows. Plant hangers are far less expensive than drapery hardware and just as impressively designed. After hanging sheer panels over each window, top the plant hangers with scarf valances. Try various ways of draping and hanging the valances to achieve just the right look.

Good info on cutting costs when decorating windows. It's good to find a hub on windows decor that doesn't skirt the issue of cost. A good compromise is indeed possible to find. Goof hub. I'm into home improvement myself.
