76Immigration to Canada scam is being revived recently because so many people from different countries are having interest in moving to Canada and the Canadian government more than ever needs more skilled workers.
Active scammers, as one of their modus operandi, ask small amount of money from interested applicants in exchange for teaching this people English so they "may qualify" as immigrants to Canada.
The poor victims because of their desire to qualify as immigrants are easy victims just because they knew that their accents are obvious (although most can converse fluently and have very high educational backgrounds) and that it might be grounds for them not to be accepted as immigration applicants.
Although the money being asked is small (about $30-$50 each), think about how much they collect if there are at least 10 participants in each class. That's $500 easy for an hour of group consultation.
If they can set up at least 5 meetings in a day - that's a whooping $5,000 big ones!
Most of this scam artists can be found in countries where there are many immigration applicants to Canada - India, China, the Philippines, Bangladesh, Pakistan - to name a few.
And they boldly advertise their scam in national papers of the countries they're setting their trap in - in collaboration of local partners.
Application to immigrate to Canada is not that difficult and for most of those interested - many professionals will qualify even without help from some kind of consultant.
You will only need an immigration consultant or an immigration lawyer on special cases - like if your application is denied for reasons that you think are not valid and you would like to appeal your case.
But in truth, all you have to do is visit the website of Immigration Canada and learn everything there is to know about how to apply as an immigrant to Canada.

They can only appeal your case if your application papers were signed by them. If it was not, more likely than not, they will not appeal for you. You can however apply again (Canada does not give a limit to how many times you apply).
Consultants CAN help you because immigration law is extremely confusing if you don't know where to look, you just have to make sure they are legit. If they are licensed, they should be able to refer you to their membership # and you can double check on the CSIC website. If not, as long as you have their name, you can search for them on the site.
As of 2008, there are only 4 legit Immigration Consultants that are in Philippines (you can double check me on that). Only 1 is filipino.
