Children Education Allowance reimbursable to Central Government Employees of India
81With the objective to provide the good educational facilities to children of Central Govt. employees and make these affordable, government of India earlier provided assistance either in form of tuition fee or as children education allowance. This assistance is provided for schooling only. Sixth Central Pay Commission made some recommendation for education allowance to remove anomalies. Government accepted these recommendations with minor modifications and later issued some clarifications for queries by the employees. A gist of recommendations and acceptances is given below.
Children Education Allowance:
- In 6 CPC's opinion, there was no justification of reimbursement of tuition fees in some departments and Education allowance in others. Hence, the Commission rightly recommended merger of Children Education Allowance and Reimbursement of Tuition Fee and raised the reimbursement up to the maximum of Rs.1000 per child per month subject to a maximum of 2 children.
- Since the cost of education has increased substantially, hostel subsidy reimbursement was allowed up to the maximum limit of Rs.3000 per month per child. The limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay bands goes up by 50%.
Six CPC recommendations were accepted by the Government with following conditions:
- Children education allowance will be admissible to school going children only i.e. from class nursery to twelfth.
- now onwards, education allowance will not be stopped even if child fails in the examination
- both education allowance and hostel subsidy can not be availed concurrently
- Reimbursement will include expenditure incurred on one set of books and notebooks, one pair of shoes, two sets of uniform, and school fees etc.
Clarifications:
- Hostel subsidies means expanses incurred by an employee if he has to keep children in the hostel of a residential school away from the station at which he is posted or residing. It will include expenses toward boarding, lodging and expenses....
- Children education allowance is admissible for diploma courses in polytechnic provided minimum qualification is X and student joins the course after passing X class.
- Children education allowances can be reimbursed for more than two children if second child birth results in births of twins or multiple births
- Children education allowance is admissible for disabled children (5-22 yrs) studying in vocational or non-formal training institutions approved by government.
The following items qualify for the reimbursement:

Tuition Fee,
- admission fee,
- laboratory fee,
- special fee charged for agriculture, electronics, music or any other subject,
- Fee charged for practical work under the Programme of work experience,
- fee paid for the use of any aid or appliance by the child,
- library fee,
- games/sports fee and
- fee for extra-curricular activities.
- purchase of one set of text books and notebooks,
- two sets of uniforms and
- one set of school shoes can be claimed for a child, in a year.
- The annual ceiling fixed for reimbursement of Children Education Allowance:
- Hostel subsidy will be reimbursed up to the maximum limit of Rs.3000 per month per child subject to a maximum of 2 children.
- Under this scheme, reimbursement can be claimed once every quarter. The amount that can be claimed in a quarter could be more than Rs.3000, and in another quarter less than Rs.3000, subject to the annual ceiling of Rs.12000 per child being maintained.
- If both the spouses are Government servants, only one of them can avail reimbursement.
- original receipts (on the basis of self-certification) are to be submitted by the Government servant for reimbursement

Vishal, tuition fees paid toschools from class 1 to class 12 are reimbursable. If you are referring "academies" to private coaching institutes then I am sorry to say that its not reimbursable.
Sorry Baljit Singh, transport & conveyance charges are not reimbursable but if these included in school fees then this may be reimbursed. However, you may go through the items listed in this hub that are reimbursable to make things clear.
hostel subsidy will be paid to as per the conditions laid down above. Kindly clarify the sudents should study with in the state or out side the state. The staff claimed the hostel subsidy as their wards are studying with in the State.
Dear styanarayana, state boundaries are no barriers for claiming reibursements. However, allowances are admissible only for students studying in class I to class 12.
Could you please elaborate, whether the fees/payments made by the Officers, towards Extra-curricular activities of their children for under going certain vocational courses in connection with the personality/educational development of the school going children, such as Abacus, Art-Crafts & Drawing, Dance-Music-Singing, etc. under taken by various institutions/organisations other than the concerned school authorities, are reimburseable, under the present CEA scheme (under the provision of reimbursement of fees for extra curricular activities) in connection with the education of the child.
As per my information, reimbursement for the activities mentioned in Ramakant's posting are not reimbursable. CEA is allowed for diploma courses/vocational courses equivalent to plus two (after matriculation)course only.

one set of notebook means whole set of books prescribed by school for a student.

Mr Mukherjee, children education allowance is admissible only for the schools affiliated with universities and education boards. In my opinion, children studying in kidzee do not qualify for CEA if these schools are not affiliated to any education board.
Mr Chandu, hostel subsidy is payable to students studying outside state but they should reside in the school's hostel and not in private hostels.
What is the basic difference between earlier hostel subsidy(@rs. 300 per month) and this hostel subsidy (@rs. 3000 per month) ? Hostel subsidy is available to children staying in the hostels of the school they are studying. Children residing in private hostels are not entitled for hostel subsidy.
Hostel and school fee reimbursements are allowed for first two issues (children) in case there are more than two children to same parents.

I am a central govt. employee.i am to claim for hostel subsidy but my office refused to do so on the basis that i am not entitled to hostel subsidy since i am not transfered anywhere and i can keep my daughter with me. Dear moralu, CEA is not allowed if your children are studying in the same city where you are posted. eITHER YOU MUST BE STATIONED AWAY OR YOUR CHILDREN MUST BE STUDYING IN A CITY OTHER THAN THE ONE WHERE YOU ARE SERVING. iT'S VERY CLEAR FROM THE CONDITIONS STATED ABOVE IN THIS ARTICLE (HUB).
