This is going to be a very short HubPage and more a resource to some already good sources of information out there. Instead of explaining 100x over again, I'll be showing you resources that helped me understand what RSS is and how to go about creating your RSS.
If you are an advanced RSS-er this isn't for you, if you are new to blogging, syndication and RSS it's a good place to start.
A Little History
In it's earlier form RSS was known as "Rich Site Summary" and was introduced in 1999 by Netscape. Netscape abondoned the project in 2001. Founder of UserLand Software Dave Winer had been working with Netscape on the earlier version of RSS and continued to promote RSS later to be known as "Really Simple Syndication."
What Does RSS Do?
RSS syndicates published work by sending out a web feed which is a data format used to serve readers updated content that is frequently published. Simply put RSS feeds are a way for publishers and bloggers to share, send and receive what they write.
You may have heard the term aggregator, what an aggregator does is allows a user to have a collection of web feeds in one place, commonly known as aggregation.
I use Google Reader (see my igoogle HubPage) as my feed reader, I've also used the Sage pluggin for FireFox.
