My thoughts...
Decorating your home, or a room in particular, is all up to your palette. Meaning, what is going to be your base color, what color are you going to paint your walls. Keeping things stark white can make for interesting contracts between black and white. But adding a little color will make your room that much more appealing and cozy, not only to others, but most important to you.
Okay, so then what?
Once you have your color chosen and the painting is finally complete and dried, the rest is what I call, just plain fun. When you are out shopping for accessories for your room you should take a swab of your focal color with you to make for "outstanding" matches, or better take a picture of your focal point (i.e. a painting) with you to create tons of depth.
Paint? Where do I start?
If you are planning on painting your walls. I highly recommend choosing a lighter color, darker colors have a tendency to affect your mood, making you feel depressed, upset, or a general feeling of being trapped. You do not want to invoke these feeling on yourself. So choose wisley.
But I don't have any paintings...
Paintings or framed prints work good to break up the monotony of a plain wall, but make sure whatever you are hanging matches or blends well with things like your furniture or your floor. I do not suggest "over cluttering" you walls, as this can draw away from any endeavors you have already made at making your room comfortable.

Help on picking colors.
How do I choose a color?
I suggest finding the focal point in your room, whether it is a painting you like, your furniture (i.e. couches), or a bedspread. If you are using a bedspread for decorating your bedroom, keep in mind you will most likely not have that particular set for years to come, so choose a color that is either neutral or you are particularly fond of.
What about carpet?
I am not a big fan of carpet. When I moved into my house that was the first thing to go. But whether you want carpet or hardwood, make sure that your "colors" match, or least blend in with the rest of the room. If you have a darker floor lighter colors in the same "ballpark" would be my recommendation. For instance, if you have light colored hardwood, you doing want a bunch of big, bulky mohangony pieces of furniture and vice versa. I think it's safe to say you can have the occassional contrasting piece to add life to your room, but hereagain, make sure those items are limited in size and their amount.

Okay, but how?
My suggestion is to take the measurements of your room and put it down on paper as best you can, making allowances for doors and windows. Make more than one copy though. If you don't think it looks good on paper, chances are it won't look good at all, and you can just crumble that "design" up and try again. Doing this will help relieve the "I think this should really go there" hassle of tugging and dragging things all over the place. Of course, it can be really hard to tell what looks good on paper. This is a suggestion you can use to give you a general "feel" for your room. It still take some additional tugging and pulling to get your room to look perfect.
What about my furniture?
When you have your colors and floors picked out, and everything is ready to go, you want to take a good look at the demension of the room. If your room is particularly small, or the opposite, the placement of your furniture is essential. You always want to have a clutter free feel to your room. Clutter, like the wrong color, can also take you down the road to down feelings. You always want to avoid that, keep your space airy and flowing.

Keep it basic...
The "rules " of decorating is colors, colors, colors. It's your room, so go crazy if you want, but make sure you pick a color theme and a general theme you can live with for a while. Have fun with it, afterall, it's your room!
