It’s indeed a matter of great pride for an institution, merely a Polytechnic in 1952, to get the status of full Technical University in 2009. Yes, the history of Delhi College of Engineering or DCE shows that it was established as Delhi Polytechnic in the year 1940 to provide trained manpower in the Indian industries. After its affiliation to Delhi University in 1952, it was renamed as Delhi College of Engineering in 1965. The Delhi Technological University Bill, 2009, passed in the Delhi Assembly, bestowed deemed university status on the Delhi College of Engineering (DCE) by upgrading it to a State University under the name of Delhi Technological University (DTU). Mrs Dikshit, CM of Delhi termed this action as the revitalization of technical education institutions in agreement with the recommendations of “The National Knowledge Commission”. It is understood that new courses would be offered from this academic year 2009-10 (beginning August), adding 458 new seats (240 new seats in the B.Tech., 168 new post-graduate seats in the M.Tech. and 50 new Ph.D).

However, protests against the decision came from several sections including students, faculty, politicians and alumni. All have expressed their concerns about the future status of the institution. Leader of the Opposition Shri V. K. Malhotra expressed concern saying some students were worried that DCE, which so far came under Delhi University, would lose its status now by moving out of the purview of a Central university and come under a State university. Faculty members also organized a protest at Metcalfe Road and asked the government to take back its decision. They said the college’s association with DU has given it the status of a Central University college and government’s decision will make it just an State university. Faculty members preferred to establish a new technical institution instead of renaming an existing college. DUTA members also joined the protest. DUTA president Aditya Narayan Misra said “The DCE has earned its name and fame under the umbrella of DU. We have been demanding that DU take over DCE”. He further added attention of the CM was drawn to the recent report of the Yashpal Committee which recommends that for better academic growth of the technical colleges, they should form part of the general university”.
If we seriously consider the Pros and Cons of the decision, positive gains are visible in terms of increased seats for students, introduction of new courses and autonomy to college as a full fledged university. Negative aspects include the impact of the decision on status and pay packages of the faculty. Delhi University is a central university and faculty of DCE till now enjoyed the status of faculty of a central university. DCE will become a state university after upgradation to DTU, so will be the faculty's status. Alumni's emotions are attached to its name i.e. DCE. For few years, they may have difficulty to get used to the new name. New generations may not have any problems with the new status but old will definitely find it difficult to accept.
However for existing students, faculty and alumni, this is a sad feeling of separation from a joint family. Delhi University has fostered the DCE just like a child and DCE grew up in the shelter of DU. Only DU and DCE can feel the pain of separation.

Ø New definition for UPGRADATION has evolved by stating that DCE (affiliated to CENTRAL UNIVERSITY i.e.Delhi University) will be converted to Newly formed STATE UNIVERSITY. Converting from CENTRAL to STATE UNIVERSITY is UPGRADATION??????? Also it is an attempt deprive DU from having any Technical Institute under its umbrella which is against the principle Prof.Yashpal Sharma committee
Ø When DCE was in GOVT.SETUP without the disturbance of deemed univ/autonomy etc, it was ranked 7th top Engg in the country and was always ranked in top 10 engg colleges in the country. Once the disturbance of deemed univ/autonomy etc started DCE’s ranking is PUSHED DOWN to 14 and 16 and days will come shortly to reach 100th position
Ø Authorities are blaming UPSC for delay in recruitment. For example advts made by UPSc in Oct/Nov 2008 had declared its selected candidates in March/april2009 within 5-6 months. But NSIT an autonomous institute which made advt in 2008 june/july has failed even to shortlist the candidates for interview even after lapse of one year!!!Fools can only say autonomy/deemed univ can help in faster recruitment.
Ø Faculty recruited through UPSC have ensured till date complete transparency in admissions to DCE.
Ø With conversion fees will definitely go high creating burden to the student community.
Ø As DCE has made great name and fame in the last several decades, Govt of Delhi should be proud to own it and show it as a classical example of how even in Govt setup excellent performance can be achieved. Delhi Govt should have showed DCE as a role model to the rest of the Govt set up. Instead why it want to lose it from its hand?

Dear DCETECHforum Friends,only problem with DCE is faculty shortage. If that is taken care everything will be fine as they can share the responsibility (now they are overburdened).Faculty recruitment is the responsibility of administration, not of teachers.UPSC is taking six months for recruitment from the date of advt.NSIT an autonomous institute (Delhi Govt changed it to autonomous status few years back) which made advt in 2008 june/july has not even shortlisted the candidates for interview even after lapse of nearly one year!!! So dreaming that autonomus institute recruitment is better than UPSC recruitment is false.Remember DCE was ranked 7th in the country being a GOVT.ENGG COLLEGE bringing respect to GOVT.SETUP and proved that being GOVT also can perform. Once the disturbance of autonomy/deemed univ crept in to DCE status, it has lost its position and now ranked 16, 14 etc in different media ratings.Now it is left to understand the real problem.Just don't blame the Govt System just for the lack of performance of few individuals
Delhi College of Engg with a history of more than 65 years has earned name and fame all over the world due to its affiliation to International repute Delhi University. The news that Delhi College of Engineering (DCE) has been upgraded to a State University under the name of Delhi Technological University (DTU) with the objective to have better academic growth.However converting an existing College of International repute into Technological University will improve academic growth has many unresolved doubts which needs to be addressed.
One of the better alternatives is to declare DEC as an institute of national importance and to offer full central university status to it.
The view expressed by Prof Lokanatha Reddy deserves applaud and needs to be given a serious thought.
It is better to be communicated to Prof.Yashpal Sharma for his reactions on the decision of Delhi Govt, which is totally against his recommendations and that too announced by Delhi Govt on the very next day of Hon'ble HRD minister lauded Prof.Yashpal Sharma's report.

Making a central university affiliated college as state university is a action to favour vested interests of some hand ful burocats and politicians.
Its a silly idea which will harm our juniors
Its painful to listen taht a highly reputed college is being diaffiliated from a highly reputed world known university without any blue print. Morover it will make higher education beyond reach of the poor but brillent people. As per the draft if the future expenses are gto be generated by hike in the fees and R n D activities which is a clear hint for raising the fees in future all students must gearup for the protest.
Today DCE is one of the most prestigious engineering college in india.DCE earns its fame not onle in india but all over the world due to its affliation with Delhi University.
so the idea to change dce in to dtu is worthless effort because the after becoming dtu, dce will loose its charm.

It Is an institute which was built and developed to the present stage by sincere, dedicated and committed faculty, staff and student community over the decades. This DCE is now facing the ‘danger’ of its extinction. Though there are plenty of options with Govt. of Delhi to develop a Technical University under various Govt.Engg colleges at Delhi, which really needs “UPGRADATION”, it has decided to “DOWNGRADE” DCE. Delhi Govt., the political leadership and the bureaucrats of Delhi including Hon’ble C.M.Shiela Dixit, always courteous and supportive to DCE and were never posed any threat to the development of this great institution. There is every reason to believe that the present move of Delhi Govt seems to be mainly due to ‘misleading information’ provided to it by DCE authority.
Now we draw your kind attention to recent move to convert DCE to Delhi Technological University. This transformation has raised some of the following points for analysis:
v DCE authorities are making ‘false allegation’ against UPSC for faculty shortage due to delay in recruitment process as one of the reasons for converting DCE to DTU. But the problem lies with DCE administration in failing to take necessary recruitment steps very well in advance. Infact Hon’ble C.M. had stated that ““We’ve been telling them to plan a year in advance. If a faculty is about to retire in a year’s time, they should advertise the post immediately,” said chief minister Sheila Dikshit, who handles the higher education portfolio.”-HINDUSTAN TIMES dated 12-05-2008. RATHER THAN TAKING ACTION AGAINST COLLEGE AUTHORITIES FOR THE FAILURE IN DISCHARGING DUTIES, GOVT OF DELHI IS PLANNING TO CHANGE THE STATUS OF DCE ITSELF!!!!

v Shortage of faculty in TECHNICAL INSTITUTES is universal problem. Even IITs/NITs are also facing acute shortage of faculty. These institutes have their own “selection boards” (where there is no UPSC role) and still facing shortage of faculty.
v If UPSC is such an “IRRESPONSIBLE” organization in discharging its responsibilities and duties, let DCE authority send a proposal to the “Hon’ble President of India” asking for “CLOSURE OF UPSC” in the interest of the country.
v If DCE is taken over by Delhi University, the status of International repute CENTRAL UNIVERSITY is retained as well as does not reduce the number of seats for Delhi students.
v Joining with Delhi University will be inline with Prof.Yashpal Committee report, which Hon’ble Minister of MHRD vowed to implement. Present move of Delhi Govt to detach DCE from DU and establishing it as a state technical university is against the spirit of Composite and multidisciplinary University as recommended by Prof.Yashpal Committee.
v ANY MOVE TO CONVERT DCE IN TO DTU WILL SEVERELY DAMAGE THE CAREER AND DEPRIVE THE STUDENT COMMUNITY TO HAVE A ‘DEGREE FROM AN UNRECOGNISED UNIVERSITY ACROSS THE GLOBE’.
It is unfair to play with career and life of millions of future students of DCE. This experimentation of “STATE TECHNICAL UNIVERSITY” can be tried with other Govt Engg Colleges of Delhi, which are yet to show their presence at the National and International level. There it gives a real meaning of “UPGRADATION”.
v Another reason quoted by authorities for converting DCE to DTU is the “delay in Results declaration by DU” and “autonomy for syllabus”. DU has given “complete autonomy” to DCE in these regards. The whole examination process takes place within the boundary of DCE, without any interference from DU. DU has authorized DCE to carry out all examination related activities and there by granting “complete autonomy”. 98% of lapses in delay in declaration of results is due to lack of administrative capabilities at DCE level, not at DU. It is failure of DCE administration (not faculty or technical and supporting staff). There is solution “inside DCE” but the college administration is trying to find a solution elsewhere to cater the vested interest.
v Faculty recruited through UPSC have ensured till date complete transparency in admissions to DCE. Poor or rich, if they have talent, they were getting admissions at DCE. No one could dare to manipulate admissions till now.
v With conversion fees will definitely go high creating burden to the student community.

This is a clear indication that even the DCE administration which has made this proposal very well know that they are not doing it in the interest of public in general as well as DCE community in particular. This issue was taken up during “vacation”, when majority of the faculty and all students were on their vacations to avoid protest!!!
v It is also an attempt “desert” DU with its most prestigious “technical institution” under its umbrella. It will also desert Student community of DU, who were always proud of their counter part at DCE for their achievements in academics, innovations etc at International level.
v If Delhi Govt is serious about enhancing the facilities to cater increase and additional intake of students at DCE, it is still possible in the existing set up itself without harming the reputation of the college.
To express these views we were forced to organize a DHARNA with great pain on 14-07-2009 at 5:30 P.M. in association with DUTA (Delhi Univ Teachers Assn) in front of the Delhi College of Engg main gate, Bawana Road, Near Sector-17 Rohini. The medieval truth prevails. Those who donot know any thing about education have decided in haste to convert 68 years old institution in to a state technical university like UPTU, PTU JNTU and RGTU. All of these varsities are ailing with corruption, mismanagement and political interference.
It is very bad to see that DCE is converted to a state tech university just to make extension of PB Sharma as VC who is going to retire in april 2010. Shila jee! donot make a mockery of Democracy. On 14th July 2009 about 200 faculty, staff and students demonstrated in front of the DCE campus (despite of threats by the principal) against this decision. Elected CM jee? on your instructions PB Sharma stopped journalists to cover it! What is happening to a college in "top twenty tech institutes" of the country, do they have to protest like it. Stop it! Please stop it.
Since it is for quality teaching and research which can not go along reservation, so it is a welcome move. But make it central university like NITs or IITs.
All the central varsity's faculty of technology is converted to IIT as of BHU and AMU (Jakir Husain College is proposed to be converted in the next phase) then why this injustice with DCE which was with best central university (DU). I appeal to the Sh.Kapil Sibal jee to reverse this mistake and prevail upon dreaded Delhi Administration of Shila Dixit who has taken this autocratic decision without consultation of DCE students and teachers.

Presently, DCE is entirely public funded and is affordable for common citizens. Heavy financial burden on students can be expected if the proposed university functions as a self financed institution. The future students will also lose the brand image associated with the reputation of Delhi University and will be in the crowd of unbranded products.
The cosmetic changes have never been appreciated among intellectuals at world level as the name of London School of Economics and MIT etc., exist even after several decades.

As a proud x-student of the Delhi College of Engineering, the change does make me feel uncomfortable. But it is not just the nostalgia associated with wanting to call my alma mater by the same name, it is indeed this profile change that I am not convinced about. I only hope and pray that this does not become yet another sacrifice made at the altar of politics!

If u really want to upgrade DCE, give it an IIT's status.
DCE students were getting a Degree awarded by the World Famous prestigeous "University of Delhi" which was a matter of pride for them. The new "Delhi Technology University" will take decades to earn a similar reputation.
Why all the appointments in DTU are being done without any selection committtee

DUTA demands Govt colleges teachers be declared DU teachers
New Delhi, Sep 9 : Hailing the stand of the Delhi University against irregular change of status of the Delhi College of Engineering (DCE), the Delhi University Teachers' Association today demanded that teachers in all Government maintained colleges of the capital be declared as 'Teachers of the University'.
DUTA president Aditya Narayan Misra told mediapersons here that in the past, the University had wavered on the issue that led to discrimination against the teachers in the Government maintained colleges in terms of service conditions and retirement age.
''Even in court cases, the University had failed to take the same welcome stand which it has taken now in the case of DCE by maintaing them as 'Teachers of the University'.
''The University should write to all the Government maintained colleges that the teachers therein are 'Teachers of the University' and are governed by the University Ordinances. This would help in sorting out many issues,'' he said.
The Government colleges included A & U Tibbia College, College of Art, Delhi Institute of Pharmaceutical Sciences and Research, Raj Kumar Amrit Kaur College of Nursing, Nehru Homeopathic Medical College, Ahilyabai College of Nursing, Maulana Azad Medical College and Lady Hardinge Medical College.

Delhi has no constitutional or statutory power to make a law affecting the operation of Delhi University Act and that Delhi government has violated the DU Act by not seeking the Centre's approval for converting Delhi College of Engineering into Delhi Technological University.
Pental, in his letter written on September 7 (a copy of which is with this paper) to Tejendra Khanna stated that "Delhi College of Engineering is one of the constituent colleges of the University of Delhi under statute 30 of the statutes of the University of Delhi, and the name of the college also figures under the statues of the university. The statutes of the University of Delhi have been framed under Section 28 of Delhi University Act with the previous approval of the President of India in his capacity as Visitor of the University of Delhi. Therefore, it becomes mandatory for Delhi government to seek approval of the Central Government before notifying the said Act in its official gazette.
The letter also alleges that DTU Act 2009 has violated statue 30 of the statutes of DU according to which its constituent or affiliated institution may not suspend instruction in any subject or course of study which it is authorized to teach and teaches without the permission of the executive and academic council.
The letter further says that the "teachers of Delhi College of Engineering are teachers of the university and that the legislative assembly of NCT of Delhi cannot make a law with respect to any matter mentioned in the Union List i.e. List 1 in Schedule VII to the Constitution. Entry 63 in List 1 mentions, among others, Delhi University.''
