As they explain, the goal of a flagship Hub is to be the go-to guide on a subject. It should be full of so much information, that interested searchers should say, “Wow – that is the best page I could ever imagine on this subject. I’ll put a link to it in my blog.”
I have never seen such an offer elsewhere: hubpages not only offers you to pay 25$ for an article but also let you continue to enjoy the same royalties than a usual article (60% of adsense revenue sharing program).
Payment will occur at the beginning of the month for the previous month’s Flagship Hubs that were approved for payment and published. Payment is via PayPal, so you must reside in one of the countries allowing the receipt of PayPal payments.

You're right from your point of view. But I mean upfront from the point of view of usual adsense royalties on Hubpages: you are paid 25$ after being reviewed even if your article doesn't meet the adsense expectation earnings because in reality nothing can prevent this article's adsense earnings from being below 25$ so that hubpages would even lose money: they bet on you, that is why I deserve to this the term upfront.

To be paid for doing something "upfront" means you get the money before you do the work, which is NOT the case with Flagship Hubs.
