This method is free and you may find the exact person that you are looking for, but here's something important that I discovered when trying to do this.
If you do turn up a result by using this free reverse lookup method, chances are its a business listing, or a listed land line, and I don't mean to be a downer, but people running a business in specific have way better things to do with their time than to pester you at the wee hours of the morning.
I discovered that the only way to get accurate results was to use an actual reverse lookup directory, which can contain a huge data base of numbers that you won't find using a search engine.
A service like this does cost money, but the price is practically insignificant for the features that you have at your fingertips, and a service like this can grant you peace of mind.
If you go this route, you can do a one time search, but it usually costs more, and you may not find upon your first try, the owner of the phone number that you were looking for. However, for about a one time fee of 20 - 30 bucks you can get a full year's, unlimited use out of a high quality directory. What's funny, is that I thought that I would only need to use a reverse phone number lookup once, but I have found myself needing to use one, more than I had expected.
