You need to have enough water in the tank to flush the toilet and refill the bowl in order for the toilet to work correctly. If something falls in the toilet and lodges, you might run into overflowing problems. If this happens, more times than any, you have to take the toilet off the floor to unclog the toilet. This is tricky, but easy to do for almost everyone.

Take the toilet off the floor and remove the clog. Now you will need to replace the wax ring with a new one before placing the toilet back in place. The ring seals the toilet to the floor and without a proper seal; the toilet may not work properly or sit on the floor correctly. This may also cause leakage around the base of the toilet.

Once you discover the problem with your toilet, you can follow some easy steps. If you have no water coming in the bowl and toilet will not flush, you need to look in the tank. One or two things could cause this problem. The float may be stuck or the arm may be bent and not positioned to lift the cover off the drain.

It may be something as simple as a mechanism problem. These parts are not expensive and can be fixed very easy with a screwdriver for the most part. Always remember to turn the water off to the toilet before doing any work on the toilet.
