How to Safely Test Electrical Circuit

Before working on any electrical circuit, the first thing to do is to make sure that that power supply to the area you are working on is turned OFF at the main electrical panel or the subpanel.

Do not touch any bare wire before making sure whether it is “hot” or not. Use a neon voltage tester to check this. (Check out: Electrical Tools).

Be careful while using the neon tester. Hold its insulated part and not the metallic part or you may get electric shock

If you are working on a lamp or any other home appliance, be careful. If the lamp or the appliance is not working, it doesn't necessarily means the circuit is dead; the appliance itself could be faulty. Use the neon tester to make sure if the circuit is hot or dead.

As a rule of thumb, working with electricity is highly dangerous. Follow all safety rules. Do it safely, be safe.
