Yes! I think renting space and sellin on consignment is a good way to start without having to deal with permits, sales tax, etc as the main store owner will take care of that. Meanwhile you can grow and learn as time goes on.

Some people start with vintage items, and I've even heard of boutiques like that opening up within a local thrift shop.

As in, the boutique business owner leases a portion of the floor space from the thrift store, and provides their own, branded tough to higher quality vintage (or "gently used") items, right within the same floor space.
