Hubpages was designed so that a person unfamiliar with anything concerning website creation could easily create a hub.  You don't have to know how to set up hosting or go through the process of buying an actual domain.  And because Hubpages is viewed so highly by google you can get traffic on your hubs if you write on something that isn't competitive.  But some hubs never get any traffic and I believe that a big part of the equation for the score of your hub has to do with how many visits it gets.  That is how people that are ranked high can make a hub that will have a high score after a day or two simply because more people know about it and therefore more people visit that hub.

You have an author score and then each of your individual hubs have their own score.  You author score needs to be above 74 for your links to be worth anything.  This is easy and can be done in a few simple ways.  If you don't log into your account for 2 months it will drop and all you have to do is log in and make a hub or participate in the forum.  I left mine unattended for a couple months and then logged in and asked a few questions in the forums and made a couple hubs and bam my score went from 70 to 87 almost over night.  The author score will always jump around so don't worry about it too much.

Now the score on individual hubs has to do with having original content.  It should also be at least 800 words and include some videos and random stuff.  But more importantly than pictures is how many visits it gets.  This is why you should go to ezine articles and write an article which links back to you hub.  This will get a few hundred visitors to your hub and bam you will have a highly ranked hub.
