• crisis loan - have you trying to apply for a crisis loan online? If you're caugh up on your bills, my advice would be to try this to. If you have no income, or no collateral, this could be one of your only choices.
• have you tried social services? If you're a broke single parent, or a single student or something alike, or you have children that don't have what to eat, then you may try them to, it may be helpful altough not all the people take some money from them. 
• have you tried social finance like prosper or zopa? If you can't ask family, or bank or some of your friends (you may have no family, no friends) this could be an option, if you don't have a disaster credit. 

• your income - if you have late payments and no job, you're not going to get anything. They try to see if you're a risk, and if you have a low income job or no job and you're 18, you're surely not going to get any money or car from them. 
• any debt? If you're broke and you're already have late payments, no car for you, from the car dealership or even a car loan from bank - most of the banks give something like 7500 car loan finance, not 3000$. 

• make some money online - blogging, sell stuff through amazon/ebay or other comission sites
• ask your parents from money
• get a job or a second job and I'm serious ;)
