Does Flirting Constitute Cheating?
If you are asking, the answer is probably yes. You are probably feeling guilty about batting your eyes or maybe the way you act around someone that you know.
I think that you have to understand the kind of relationship that you are in and the kind of person that you are with. If you are in an "open relationship" then you do not have room to be jealous. If you are under the agreement that you will see other people, and your boyfriend/girlfriend is flirting, well, they can do that.
If you are in a committed relationship, then you just need to understand your partner. Are they flirty by nature? I know that I am really friendly with all of my friends, and in some eyes that could be considered flirting. My fiance knows that about my personality, so it's fine. If you are a person or are with a person that gets jealous very easily, you should avoid being with someone flirty or being flirty.
Understand who you are with, and your relationship and you should feel comfortable being who you are.

I don't think either of understand flirting.
Flirting is an advanced communications technique involving eye contact, smiling, positive feedback such as compliments, and verbal nodding amongst many others.Flirting does not have to be used for sexual means or to attract a partner - many of the same behavioural traits will be seen being used in sales pitches or by toddlers with their parents.
People should flirt with everyone; their friends, relatives "oh Granny, you look well", as well as a potential or existing partner.
