As a response to this request I have to open with: I am surprised. "Blogs cannot be submitted to search engines". This is not even close to accurate. You can indeed submit blogs to search engines just like other sites. In fact search engines like blogs more than static pages!
So the first step I recommend is: find some search engines and submit your blog to them! Get started submitting to search engines like Google, MSN, and Yahoo
Step 2
The great thing about blogs is that all of them have an RSS feed, which means that blogs can also be submitted to RSS directories. RSS directories are similar to search engines but most of the time reject all sites except for blogs. Just make sure to submit the RSS feed URL rather than the homepage URL to these directories.
The most common RSS address for a blog ends in RSS or feed folder after the .COM in the URL, however depending on blog software this differs.
Step 3
A lot of blog traffic comes from StumbleUpon which is kind of like a social networking site for discovering interesting sites and pages. Make sure to sign up and submit some of your posts there.
Step 4
Comment on other blogs. Blogs generate traffic faster than regular sites through the use of Trackbacks. Each time one blog writes about an article on another blog a Trackback is created which defines a relationship between the two pages and generates mutual traffic. Creating Trackbacks and commenting on other blogs is a great method to meet new people and to increase the amount of exposure your blog receives.
These four steps are a great start. Of course there are other methods of promoting a blog, but these should provide a good starting point. Good luck.

Thanks very much for setting me straight. I think it was Google Sitemaps or something else that I tried submitting some blogs to late at night and it told me since I didn't own the site I couldn't monkey with it.
