The much awaited UGC pay hike is approved by The Union Cabinet. More than five lakh teachers in colleges and universities, the Centre has approved a proposal for a 70 per cent salary hike, making teaching at certain levels more attractive than civil service. The recommendations of the University Grants Commission’s (UGC) pay review committee for teachers headed by Professor G K Chadha. While the revision of pay will be effective from January 1, 2006, the disbursement of allowances (except DA) and advance increments will be effective from September 1, 2008.

Following is the text of the statement made by Smt. D. Purandeswari, Minister of State in the Ministry of Human Resource Development, regarding Revision of Pay Scales of Teachers in Universities and Colleges, in Lok Sabha today : As a sequel to the 6th Central Pay Commission, the University Grants Commission (UGC) had constituted a Pay Review Committee under the Chairmanship of Prof. G.K.Chadha, Member, Economic Advisory Council to the Prime Minister on 6th September, 2007 for recommending, among other things, I am happy to inform the House that Ministry’s proposals have since been approved by the Cabinet on 15th December, 2008. revised pay scales and service conditions for teachers in Universities and Colleges as approved by the Government:

(i) There shall be only three designations in respect of teachers in universities and colleges, namely, Assistant Professors, Associate Professors and Professors.

(iii) In place of “Grade Pay” as applicable to Central Government employees, the term “Academic Grade Pay” (AGP) shall be used for the teachers and equivalent positions. Different Grade Pays of Rs. 6000, Rs.7000, Rs. 8000, Rs.9000, Rs.10000 and Rs.12000 have been approved as AGP for teachers and equivalent positions.

I am a college teacher and a frontliner in the teachers' movement(AUT) in Chennai. When I went through the Government of India's announcement of yesterday, the following points have struck my mind demanding me to ventilate the same. The result is the following.

The recent announcement by the Human Resources Minister of State on 16.12.2008 on the floor of the Lok Sabha lacks clarity on several vital issues:

1. At the entry level for Assistant Professors, the Academic Grade Pay(AGP) has been claimed to be hiked to be Rs.6000 in the first stage. But the fact remains that Chadha Committee had recommended Rs.6600 for Assistant Professors cadre, which must have been approved and recommended by the UGC.

2. One does not know whether the three categories of Assistant Professors, viz., Assistant Professor, Assistant Professor(Senior Scale) and Assistant Professor(Selection Grade) as recommended by Chadha remain or they have been replaced by different AGPs (6000, 7000 and 8000) with the same nomenclature.

3. If the Assistant Professors are to be promoted as Associate Professors after requisite numbers of years of service(12 or 13 or 14 for Holders of Ph.D.,, M.Phil., and those who hold neither respectively), is it automatic or they have to undergo a process of selection ?

4. In the case of incumbent teachers in the Selection Grade/Reader grade as on 1.1.2006, para viii. Envisages that they will continue to be designated as such till they are selected as Associate Professors. Para xiv envisages that certain procedures of selection would be applicable, but the speech of the Minister does not mention any of the conditions.

5. Normally in any fixation of pay in the revised scales, existing teachers with a given number of years of service would be placed in a cadre automatically. But the announcement is devoid of such a practice but says that there would be a selection process. Does it mean that for retrospective fixation on 1.1.2006, will a selection process be reasonable and justifiable ? while for new entrants after 1.1.2006 it is found to be automatic in the announcement.

6. The grant of unconditional Pay Band 4 for existing teachers in the Selection Grade/Reader grade which has been the demand in one voice by all teacher organizations across the country, the announcement by the Minister that it will be conditional and by a selection process is sickening and retrograde in nature. Everyone hopes that the HRD would come out its order clarifying these points which are the genuine aspirations of lakhs of teachers.

7. Though Chadha Committee had recommended 100% financial assistance for 10 years, the announcement has been a set back, in that only 80% grant for 51 months has been envisaged. This is likely to make State Governments to think twice before they embark upon revising pay scales for college/University teachers in the respective States.

8. The rationale behind distinguishing teachers on the one hand and Physical Directors and Librarians(who have also been recognized as teachers) in the matter of age of retirement is beyond one’s comprehension.

9. Grant of advance increments only w.e.f. 1.9.2008 is another measure which would dampen the spirit of teachers who have hard-earned their research degrees.

10. In the matter of qualification for new appointment, it has been stated that NET shall become an essential requirement with the benefit of exemption for Ph.D., alone. I think the recommendations of Dr.Balachandra Munkekar(final recommendations) Committee has not caught the eyes of the ‘powers that be’. As such the said NET Exemption Committee has recommended exemption for M.Phil holders who acquire the degree upto 30.6.2009 and the same is pending with MHRD for the last 6 months. One wonders what will happen to the final report of Dr.Munkekar Committee. The hopes of scores of young teacher aspirants would be annihilated by the withdrawal of the exemption for M.Phil., from passing NET/SLET

The irony in this regard is that the announcement of the Minister envisages grant of

2 advance increments for holders of M.Phil., at the entry level and one advance

increment if they acquire while in service. On the one hand M,.Phil is recognized

and on the other hand it is dumped. The announcement in this regard also lacks

clarity of thought and application of mind.

One hopes that all these vital issues would be addressed by the MHRD before any order is issued, rendering justice, unlike in the earlier pay revision when the order of 27.7.1998 created a problem which remains unrectified yet.

Sir, this august House has expressed its concern, from time to time, for the need to strengthen the quality of higher education in the country. One of the critical factors affecting the quality of universities and institutions imparting higher education, is our inability to attract and retain young and talented persons to the teaching profession, leading over a period of time to shortage of teachers in central as well as state universities and other higher educational institutions. It is estimated that in Central Universities and constituent colleges thereof, approximately twenty-five percent of posts of teachers are lying vacant. Vacancies in teaching posts in State level institutions are known to be even higher. As a sequel to the 6th Central Pay Commission, the University Grants Commission (UGC) had constituted a Pay Review Committee under the Chairmanship of Prof. G.K.Chadha, Member, Economic Advisory Council to the Prime Minister on 6th September, 2007 for recommending, among other things, the ways and means of attracting and retaining talented persons in the teaching profession and furtherance of research in the University system. The Committee submitted its report to the University Grants Commission on 3rd October, 2008 and the UGC furnished its recommendations on 10th October, 2008. An Empowered Committee was constituted on 10th October, 2008 and based on its recommendations, the proposals formulated by the Ministry were considered by a Committee of Secretaries in its meeting held on 5th December, 2008. I am happy to inform the House that Ministry’s proposals have since been approved by the Cabinet on 15th December, 2008. I also take this opportunity to share the important features of the revised pay scales and service conditions for teachers in Universities and Colleges as approved by the Government:

(i) There shall be only three designations in respect of teachers in universities and colleges, namely, Assistant Professors, Associate Professors and Professors.

(ii) No one shall be eligible to be appointed, promoted or designated as Professor, unless he or she possesses a Ph.D. and satisfies other academic conditions, as laid down by the University Grants Commission (UGC). This shall, however, not affect those who are already designated as ‘Professor’.

(iii) In place of “Grade Pay” as applicable to Central Government employees, the term “Academic Grade Pay” (AGP) shall be used for the teachers and equivalent positions. Different Grade Pays of Rs. 6000, Rs.7000, Rs. 8000, Rs.9000, Rs.10000 and Rs.12000 have been approved as AGP for teachers and equivalent positions.

(iv) Higher Academic Grade Pay of Rs. 6000 has been recommended for all Assistant Professors at the entry level so as to make it more attractive compared to the entry level Grade Pay for the Civil Services and other professionals under the 6th Central Pay Commission. (v) Five non-compoundable advance increments shall be given (as against 4 at present) at entry as Assistant Professor for the degree of Ph.D. obtained in the relevant discipline and if the same is from a university complying with the process prescribed by the UGC in respect of enrolment, course-work and evaluation of the degree of Ph.D. At entry level, teachers possessing M.Phil or post graduate degrees such as M.Tech/LL.M etc., in the relevant professional courses as approved by the relevant statutory councils shall be given 2 non-compounded advance increments. Those who acquire these degrees in the relevant discipline while being in service shall be allowed three non-compounded advance increments for Ph.Ds and one increment for M.Phil or post graduate degree acquired in the relevant professional course such as M.Tech/ LL.M. etc.

(vi) For the first time ever, posts of Professors shall be introduced in both under-graduate and post-graduate colleges. The number of posts of Professors in UG Colleges shall be 10 percent of the number of posts of Associate Professors. There shall be as many posts of Professors in PG Colleges as the number of Departments.

(vii) 10% of the posts of Professors in universities shall be in higher Academic Grade Pay of Rs. 12000 with prescribed eligibility conditions.

(viii) NET shall be compulsory for appointment at the entry level of Assistant Professor, subject to the exemptions to Ph.Ds in respect of those persons obtaining the award through a registration, course-work and evaluation process, as have been/ or may be laid down by the UGC through its regulations, and so adopted by the University. NET shall not be required for such Masters’ programmes for which NET is not available. (ix) Those who are presently working as Lecturer (Selection Grade) or Reader shall continue to be so designated till they become eligible for the post of Associate Professor. (x) Parity between teachers and the Librarians/Directors of Physical Education shall be maintained, except for the age of superannuation, which for Librarians/Physical Education personnel shall continue to be 62 years.

(xi) Though the posts of Registrars, Finance Officer, Controller of Examinations, Deputy Registrars and their equivalent posts were not within the purview of the Pay Review Committee of UGC, their pay scales have also been decided by the Cabinet.

(xii) According to the past practice, financial assistance will be provided by the Central Government to the State Governments which may opt for these revised pay scales, to the extent of 80% of the additional expenditure involved in the implementation of the revision for the duration from 1.1.2006 to 31.3.2010, subject to the condition that the entire pay revision/ pay scales package scheme, together with all the conditions laid down in this regard by the UGC by way of Regulations, and other reform measures are implemented by the State Governments as a composite scheme. However, the State Governments shall be free to implement revised scales of pay from a date later than 1.1.2006 and also to prescribe higher scales of pay, depending on their local conditions. However, the Central Assistance shall be limited to the UGC scales of pay and only for the period ending on 31.3.2010. (xiii) While the revision of pay will take effect from 1.1.2006, the allowances (except DA) and advance increments etc. shall take effect from 1.9.2008.

(xiv) All prescribed requirements of Selection other than those mentioned above shall continue to be applicable.

Under the revised Scheme, Assistant Professors have been placed in the Pay Band of Rs. 15600-39100 entering at the AGP of Rs. 6000. A teacher with a Ph.D.degree can move from the post of Assistant Professor to Associate Professor after completion of 12 years of service as Assistant Professor, spending 4 years at the AGP of Rs. 6000, 5 years at the AGP of Rs. 7000 and 3 years at the AGP of Rs. 8000. Teachers with M.Phil and those with a post graduate degree in a professional course entering as Assistant Professors can become Associate Professor after 13 years of service. Those with neither Ph.D. nor M.Phil. etc. shall qualify to become Associate Professor after 14 years of service as Assistant Professor. The Associate Professors have been placed in the Pay Band of Rs. 37,400-67,000 with Grade Pay of Rs. 9,000. While, under the existing scheme, teachers without Ph.D. could rise up to the post of Lecturer (Selection Grade), they can now go up to the level of Associate Professor, based on the prescribed selection process.

As against a period of 17 years for a teacher possessing Ph.D. at the entry level to be eligible to become Professor through selection, the present decision of the Government would enable them to be selected as Professor after 15 years.

A teacher with 10 years as Professor would be eligible to be considered against 10 percent of the posts in the higher Academic Grade Pay of Rs. 12000.

A professor in the university is heavily occupied not only with academic and research work but with a host of policy planning and foundation work of the university at many forums day and night without the expectation of any return. It is thus surprising that only a 10% of them will get 12000 AGP after continuously serving as a Professor for 10 years. Please honour with this token incentive of 2000 enhanced AGP to all Professors who continue up to 10 years without any thing against their character and academic conduct. Also because they have no option for any promotion if they still have a few years left in their superannuation. How can one extend the same cooperation to a variety of high level university affairs if he or she is left and only 10% get 2000 extra AGP.Further, Govt. must see that promotions under 5th UGC pay must be restored from the date of eligibility and not from 27th July, 1998, as corrected by Professor Chaddha. Teachers have been recommended Academic Grade pay. While there are several non teaching positions in the University system in the identical scale. as for example Registrar,Finance Officer,Controller of Examinations. What he meditated is worth speculating in an age of perfidy and treason. Observing many views on this blog, most of them are truly misleading. We need "objective" solution. The learned/experienced opinions are always illustrative and full of wisdom.

Dear sir, I am confused over advance increments for those who are holding Ph.D degree at the date of appointment i.e on jan 2006,as we got four advance increments for Ph.D., will we get one advance increment as they anounce five increments . if they say only after 1.9.08.Is it wrong to finish Ph.D earlier or to job earlier.it is not justifiable .adv increments from 1.1.06.

Chaddah committee says

5.9.5 Selection Process

Since opportunities for research work in most colleges are practically non-existent and teachers have heavy classroom teaching workload, it is recommended that for

college teachers, greater emphasis may be laid on actual class room teaching,holding tutorials, conducting examinations and evaluating answer scripts and lesser emphasis on research work while considering them for promotion under CAS.

This argument is equally valid for engineering colleges of universities where B.Tech programs are run. The work load load of teachers is predominantly class room teaching, tutorials and evaluation.

Also 6cpc resolution says

The dynamic ACP scheme will be extended up to the senior administrative grade (grade pay of Rs 10000 in PB4) for medical doctors having 20 years of service of regular service.

In view of this is it too much to expect a technical teacher to move into PB4 with 10000 grade pay at least after 20 years of service irrespective of attaining Phd or publications etc.

In the last revision AICTE proposed higher scales with more stringent conditions. Scales were not accepted. Only stipulated conditions were implemented. For a professor post 5 years experience as a reader was necessary, where as UGC qualification was reader with a total 10 of 10 years experience. So our counterparts in arts and science departments could become professors after being a reader for sometime if he has got 10 years of total experience.

Engineering teachers always got a raw deal with ugc recommendations. AICTE has done nothing to the cause of the teachers.

Something more is needed to begin a process of restoring the dignity and pride in being associated with the teaching profession (technical)

There are lot of confusion in the draft made by Smt. D. Purandeswari, Minister of State in the Ministry of Human Resource Development made in Lok Sabha, it does not clarify many points. For example - One para reads : "(ix) Those who are presently working as Lecturer (Selection Grade) or Reader shall continue to be so designated till they become eligible for the post of Associate Professor."

Could any one tell what is going to be the eligibility criteria for the Lecturer (Selection Grade) or Reader to become associate professor I think they are already well qualified.

In my view it is not appropriate not giving any scale to professor cadre,instead only grade pay of Rs 1000 is given.When there are three caders decided as per HRD Minister Purandeshwari,why three categories of scales are not given?

Can any body clearifies that when person is on Associate cadre as on 1-1-2006 ang got promotion as Professor cadre 0n 2-04-2006,what scales he will have 0n 1-1-2006 and 2-4-2006?

I would like to know whether the grades to associate professor and professor have been decided on the basis of the existing 6 and 8 years of service respectively. it is not clear whether the post of assistant professor is for a period of 12 years.

Though chadha recommended to maintain parity between Librarians/ Directors of Physical education with Other Teachers in all aspects, It is very unhappy to note that the MHRDs announcement of disparity in the Retirement age. At each and every time of the pay revision the MHRD announces some disparity between Teachers and Librarians/Physical Directors and then rectifies them after the objections raised by the Teacher Organisations. It has become a routine one. But it is very amazing that why the parity in retirement age maintained in in previous years is denied now! Only solution for putting end to these confusioins is the CHANGE OF DESIGNATION.

A.P. Aided Degree College Lecturer’s Association [AP.ADCLA] response on UGC Pay Hike

Dr.N.V.Poornachandra Rao, Chairman, M.Yadagiri, General Secretary, A.P. Aided degree college lecturer’s association [AP.ADCLA] hailed the Central Government’s decision to implement UGC pay scales for university and college teachers.

Chairman has appreciated the grant of Pay Band-4 to all associate professors, promotion of all assistant professors to associate professors without pre-condition of Ph.D, both in colleges and universities and calculating the total service for promotion to the post of associate professors. And also welcome the step of creation of professor post in both under graduate and post graduate colleges.

The chairman and general secretary appreciated the grant of five and three increments for Ph.D/M.Phil degree holders and the grant of three and one increment for those pursuing these degrees during service. However, they condemned the denial of such benefits to existing Ph.D/ M.Phil incumbents.

They expressed unhappy about the Government decision to give only 80% assistance for 51 months, instead of 5 years, against the recommendation of Chadha Committee, to give 100 per cent grant to the states for first 5 years and 50% for next 5years, for uniform implementation of this pay package. This is likely to make State Governments to think twice before they embark upon revising pay scales for college/University teachers in the respective States.

In the 6th pay report, Lecturer (Selection Grade) or Reader shall continue to be so designated till they are selected for the post of Associate Professor. Chairman and general secretary said that in the existing grades, Reader and lecturer (Selection Grade) are not same. They are same in respect of salary but Reader is in the higher cader and SGL is in the lecturer cadre. Reader is one with Ph.D and got selected through a selection committee to the post of Reader where as Lecturer (Selection grade) is one without Ph.D and got selected through a selection committee to the post of Lecturer (Selection grade). This is an irreparable loss to the existing Readers.

They point out that,

While the revision of pay will take effect from 1.1.2006, the allowances (except DA) and advance increments etc. shall take effect from 1.9.2008. This will damage the spirit of teachers who have hard-earned their research degrees.

The Librarians/Directors of Physical Education personnel (who have also been recognized as teachers) shall continue to be 62 years even though teachers continue to 65 years.

They also demanded that allowances such as transport allowance, academic allowance, children education allowance etc. be notified and the states be asked to fill all vacant posts.

They termed the decision as a mixed bag containing both positive and negative features. They along with other office-bearers of AP.ADCLA urged the Andhra Pradesh government to implement UGC pay scales as soon as the notification is received.

Although the principal of some UG colleges are working in the pay scale of Rs 16400 - 450- 20900- 500 - 22400, the categorisation of Principals'scale into two blocks by 6th UGC pay review committe has put the position of the Principals into dilemma and they are placed at par with the Associate Professors grade . The notification contains nothing about the principals scale and more particularly ffor such principals who are presently are the above scale.

Most of the Selection Grade Asst Professors/Readers like me were fixed at 14940 on 01-01-1996, only after completion of minimum 5 years of service as Selection Grade Asst Professo on that date. I just wonder why they should be asked to wait frozen at the old position till they are 'selected' as Senior Associate Professors. The idea of asking Selection Grade Lecturers/Readers to wait is really baffling, to say the least! If they retain their old designation it means they belong neither here nor there! So much for 'restoring the dignity of teachers' Ms Purandeswari has talked about! I retired in Sep 2007 after putting in 34 years of service, the last 17 as Selection Grade Lecturer. and teachers like me have to wait! Of course, now I am in a perennially waiting mode!

I was appointed as a Lecturer in NDA(MOD) in March 1971. and Was placed in SGL wef 1 3 1987. (3700 to 5700) by a screening committe under MOD.

Was selected (promoted ) as a Reader in 1992 June against a regular vacancy which occured before 1987 by a high powered DPC whose chairman was UPSC member and Jt Sec(MOD) and Director General of Military Trg were the members. It was a deep selection in the sense that for every vacancy 5 people are considered.WEF 1 1 1996 was placed at 15360 in the scale 12000 to 18300. I retired in April 30th 1996.

Can anybody clarify whether I can draw pensio at 50% of PB4 37400 + Gradepay as per the recommendation of the 6CPC.

I will be highly thankful if Dr Loknath Reddy or any knowledgeble person clarifies this point.

Under new scheme Associate professor will be given after 12 years of service but earlier the duration was only 5 years or 9 years, respectively by direct selection or through CAS.

UGC Notification to be released should clearly mention the equivalent of the pre 1 1 2006 scale 12000 to 18300 in terms of the post 1 1 2006 scale.

The notification must also mention the different stages in the old scale in the equations.

This will help the Readers who retired before 1 1 2006in knowing their due pension wef 1 1 2006.(Vide 6CPC orders )

The Commission must also ensure that the retired Readers who were pre 1 1 2005 holders of the post are given due justice. After al,l inflation peels to bone everybody to the dame degree.

The notification must be free from ambiguities which the speech of MOS HRD iis not free from.

In these blogs I have projected my case several times,leaving out some crucial details which I hope to make amends for in my next piece. I am now bringing to the attention of my honourable friends of teaching profession, the plight of my colleague in NDA Shri J.C.Maurya who joined the institution in the same year 1971(MAY). After 10 years of excellent service as a Lecturer in Physics, (Class1 Gazetted post) he was promoted to Reader in adhoc capacity by MOD followed by a regular promotion to Reader in Aug 1982 by a high powered DPC (Departmental Promotion Committe) convened by MOD(Ministry of Defence),The Committe is always chaired by UPSC member and Jt Sec(MOD) and Director General of Military Training (in the rank of Lt General) are the members.The promotion is endorsed by Defence Minister and final orders issued by Govt of India MOD after the President of India expresses his pleasure as it happens in all Class 1 Gazetted appointments. UGC scale was implemented in NDA from 1 1 1983 and Mr Maurya was placed in the UGC scale subsequently (in 1983, 1986 and 1996). From 1 1 1996 Mr Maurya's pay was fixed at Rs 15360 in the scale 12000 to 18300 . Mr Maurya retired in Aug 2001 at a pay of 17460 in the same scale 12000 to 18300. During his service he got qualified for M.Phil in 1985 with grade O(Outstanding). Throughout his career in the teaching profession both as Lecturer(10years ) and Reader(20years)he earned superb confidential reports.Besides teaching Physics to Degree level he started computer club as a hobby club for cadets of the Academy. He also introduced innovative ideas in teaching methods through software which helped students(cadets) in studying topics taught in their absense (beyond their control). He had also been officer in charge of Astronomy club.These are all out of routine but specialised jobs in addition to normal teaching and administrative jobs which any academic officer in NDA is sopposed to perform. It is worth mentioning that Mr Maurya has 2 PG degrees M.Sc in Physics and M.Sc in Mathematics. As already mentioned , he earned M.Phil also while being in service.It is reduntant to say that such an academic officer must have been promoted to Professor in the late 80s or early 90s, But he was not. After 20 years of stint as a regular (Not timescale) Reader and 30 years of total service such a brilliant officer was made to retire as a Reader only.This is due to the indifferent (more aptly sadistic) attitude of the hierchy both at NDA and Delhi and all the more due to the adamant attitude of the UGC whose rules for promotion encourage indifference to teaching and intense pursuit of irrelevent Degrees and Degrees (which has nothing to do with teaching) for the Promotion to Profrssor. As a peer I request the proper authorities to at least consider him to be deemed to have been placed in the Professors pay band 4 with the appropriate Gradepay so that he may earn a pension (wef1 1 2006 ), 50 % of the minimum of the above PB4 +Gradepay. This is as per the recommendation of 6CPC. One may imagine how genuine is the above case especially when I his colleague put these facts in writing, untold, unasked and unsolicited by the affected individual.Prof.N.Hariharan

Revised pay UGC committee scale has taken due care for associate professor only , they have forgotten all the thing for the assistant professor , who are the pillars and backbone of teacher's community.If there is any way to give relief them , carefully it could be thought and definately it will boost up the moral of young teacher.

Usually any new pay commissions recommendations are beneficial to only members of staff in service beyond the effective date. Pensioners who retired before the effective date from which the new scales are applicable are not much benefitted even though the negative impact inflation is more harsh on them. The reduced pay and the increased expenditure for deterioration in health are very 2 harsh realities for the pensioners.As though to give some relief the 5CPC gave some options to the people who retired before 1 1 1996 to opt for 50 % oy the minimum of the corresponding revised scale. 6 CPC also followed suit in the same manner..6CPC had certain principles during revision , There is uniformity in the equivalence of scales..But Chedha commission did a lot of damage to serving and retired people by downgrading Readers in the newly recommended scale to PB3 whereas the holders of the scale with same maximum and less rate of increment prior to 1 1 2006 were placed in PB4 by 6CPC.

As per the speech delivered by the MOS HRD in Lok Sabhait appears at the outset that the designation of Reader has been changed to Associate Professor in PB4. But the subsequent orations give an implication that Readers have to be again selected or they may retain the Reader Designnation till they are found eligible for Associate Professor.CAN YOU CALL THIS AN EXPLANATION OF AMBIGUITIES OR AMBIGUITY OF EXPLANATION?This will hit the serving and retired Readers below the belt. . At least the serving Readers by virtue of the fact that they are still in service may have to wait for redesignation to Associate Profrssor retrospectively or prospectively. But what about the Retired readers like me who have total service of 25 years and service of morethan 9 years as a Reader on the date of retirement 30 4 1996.It may be noted that readers like me in NDA have undergone 2 selections to acquire the designation in 12000 to 18300 scale. 1)through a screening committee under ministry of Defence, 2) through a Departmental promotion committe chaired by UPSC member and membered by JtSec(MOD) and DGMT in the rank of LT General. The latter had done a deep screening in the sense that for every vacancy 5 people are considered and one is selected on the basis of merit cum seniority.

Natural justice demands that such members of Academic community who retired after 1 1 1996 and before 1 1 2006 must be deemed to be associate professor and pension granted from 1 1 2006 at 50% of the minimum of PB4 +Gradepay.

I request this piece may be sent to UGC, HRD and PM for consideration.

Placed in Timescale Reader post in 3 1987 in the UGC scale of 3700 to 5700 ( Selection through a screening committe under MOD.

In June 1992 was promoted to regular Reader by a DPC convened by MOD. The DPC chaired by UPSC member and Membered by Jt Sec MOD and DG Military Trg..This is a deep selection in the sense that it is based on merit cunm seniority, For 1 post 5 are considered. The scale 3700 to 5700.

Retd on 30 4 1996 and last pay drawn was 15360 in the scale 12000 to 18300.

My total service is 25 years 1 month.

Total duration as a Reader is 11 years 4 months . Reader selection was through 2 selections one by a screening committe and 2 through DPC.

Am qualified to be a deemed Associate Professor from 1 1 2006(notionally so that as per 6 CPC my pension may be fixed at 50% of PB4+Gradepay wef 1 1 2006.)

I dont like to blow trumpet about myself.

After having put more than 25 years in NDA as a member of Physics faculty out of which 11 years as a Reader and having retired in 30 4 1996 my humble request to UGC/HRD is that they may kindly consider retd people like us (Retd before 1 1 2006) as notionally deemed to have retired as Honourary Professor so that these members may enjoy pension 50% of PB4 + Corresponding grade pay.

This may be the gretest and wholesale service to higher education by the HRD and UGC.

Please dont think that this is something extraordinary.

In the Army JCOs who are not even commissined officers at the time or after retirement are given honourary rank of Captain(in the commissioned rank) sothat they may enjoy better pension (of Captain)

If at least it is done Pensioners will be thankful to the authorities.

Please note that Pensioners dont get any other allowances like HRA,CCA, Academic allowances Transport allowances LTC and any other Bonanza the Academic members get after 1 1 2006.

I request all retd people and those about to retire and others also to support this.

After all retirement is an inevitable stage/state in ones career.

As we are happy with the new ugc (6th pay)pay scales. We should clarify the following:

1. At the entry level for Assistant Professors, the Academic Grade Pay(AGP) has been claimed to be hiked to be Rs.6000 in the first stage. But the fact remains that Chadha Committee had recommended Rs.6600 for Assistant Professors cadre, which must have been approved and recommended by the UGC.

2. Why the discrimination between teacher and the Director of Physical Education/Librarian regarding the superanuation at the age of 62year insted of 65 years.

Is it possible to fairly pick up the best Professors for filling up 10% of post with 12000 AGP ? It is absolutely not. Lot of favouratism is not likely only, but bound to be made with caste/political/local pressures on V.C. The VC with the result either will not fill up the positions or will be defamed. What is the harm if this is made without any biasness for all those in the UNIVERSITIES who as and when complete 10 years as Professors. This is because a Professor in a university is already terribly occupied with higher teaching, academics, research guidance and a number of key work/policy plannings, etc., the cridibly of whom should not be doubted even after doing so for 10 continuous years.

Your apprehensions are unfounded and so unnecessary.Though PBs are same for Prof. and Associate Prof they will start at different stages at least the difference in starting pay is going to be 5k.You know very well that JSec in Ministries whose starting pay pre 2006 scale is 18400 are also placed in PB4 .Do you think that they will start with 37000 like Asso Prof.?

what we expect from you is to raise voice against the wanton degrading of Readers/SLG whose 5 PC scale was higher than ScientistsE (in the rate of increment) an and the same as the UG college principal by placing in a PB lower than what is due to them in comparison with the other posts mentioned.

We are not only lending support for raising Readers PB to 4 (their due) but also raising the pay of new enrants (Asst Prof.)

It is this spiriit de corps we expect from every body . Let us not create islands for ourselves. Phd holders or not and all categories of Academic faculty must be in unison. Now is the time to decide whether Academic community is to be made or marred. The more th expository differences among us the more happy will be the Babus and Politicians .

We all know that the cadre of Professor was provided a different scale right from the beginning to differentiate between the cadres existig in the UGC. Instead of retaining the professors in the PB IV even after elevating the Asso. professor, a seperate higher cadree equivalant to 39,400 to ... would have been provided, so that there is some slight difference. This would have encouraged the Professors to take more responsibilities. In adition to this, palcement of 10% of the Sr. Professore (with service more than 10 years) should be just based on the seniority but nut through submitting any report or bio-data. This can avoid the Sr. Prof. standing before key officers (some time, the key officers are juniors to several Professors).

What about the advance increments recommended by the pay committee for those with NET/SLET from the date of appointment? When Ph.D and M.Phil were considered to be equivalent during the appointment, whatz the basis for giving advance increments only for those candidates who have Ph.D or M.Phil and without NET/SLET? Are the candidates who appointed on the basis of their NET/SLET inferior to those candidates who are appointed on the basis of Ph.D/M.Phil. When qualifying NET/SLET was compulsory for the appointment, then recommending increments fot those with Ph.D/M.Phil would have been right, but NET,SLET,Ph.D and M.Phil are the eligibility requirements at present, so advance increments only to them is not right. Pls correct me if i'm wrong.

The socalled notification issued by UGC/HRD is still playing with words. The notification should have been like this "Those SGL/Readers placed in the pay scale 12000 to 18300 before 1 1 2006 or after 1 1 2006 in the absence of the New UGC format will be known as Assoc.Professor wef 1 1 2006 in the PB4.If they have selected somebody after 1 1 2006 also as Reader/SGL they definitely would have done so as per post 1996 regulatios which are not less stringent.The notification should have summarily equated pre 1 1 2006 scale 12000 to 18300 to PB 4 as Associate professor.This would have defused a lot of tension. Especially the retd Readers/SGL before 1 1 2006 in the 12000 to 183000 in the old age nearing 70 or more would have heartly welcomed it. These retd Members (Pre1 1 2006 and post 1996 Jan would hve got higher pension at 50 % of the start of PB4. For Govt it is very easy and proper especially when they have placed UG Principals in the same pre 1 1 2006 scale in PB4.

It may be noted that some of the pre 1 1 2006 and post 1996 retd Readers /SGL have put in more than 9 years as Reader/SGL.

I was one of the Associate Scientists-B (Pay Scale Rs.8000/- to Rs 13500/-) in a centrally funded institute in Kolkata.These category of workers are at par with the level of lecturers but the institute had never looked at them to provide facilities as that was given to the level of lecturers or equivalent. We were approved to get facilities with that of the facilities provided for the faculty members (at least lecturer) relating to enjoyment of the scientific research, teaching, short-term leave and long term leave, by the institute's supreme decision making body i.e. its COUNCIL. But we were denied to enjoy enhanced two years period of age of retirement because of 5th CPC's declaration which were given to the only faculty members or equivalent. We demanded the same to the institute's authority but we were totally denied though the persons of the same category, like me, have been teaching the students years after years and almost all of them have requisite academic qualifications like Ph.D. and sufficient national as well as international publications in journals of repute.As a matter of fact, who does not have any teaching and research activities they were given two years enhancement for their retirement(library personnel) as per the order given under 5CPC. Now UGC 6CPC has been accepted by GOI and the age of retirement for the teachers have been enhanced to the age of 65 years. That is a great and good approach and I wholeheartedly support it as the good teachers require for long. Here I have only one question to UGC and the 6CPC for the teachers headed by Dr. GK.Chaddha,is' Who are actually teachers'? Persons, with sufficient qualifications as well as academic competence and experience for teaching and research, like me, in the institute have been teaching the students for more than 15-20 years or so are being deprived of getting the privilege as that of the so called faculty members/teachers. I would like to apprise you of the other thing further that these category of workers have been teaching students due to having their sufficient competence as well as due to absence of suitable faculty/ teachers. Instead they were untimely terminated because of the retirement age comes early i.e. at 60 instead of 65. This is given for the kind information of UGC, Prof.GK Chaddha and the GOI, and hence,we tenderly hope and seek proper intervention of the concerned authorities of the GOI to overcome this sort of injustice shown to us.

Pr.CDA(P), Allahabad in his letter No G-1/C/Counting/182/7-08/V dated 6-08-2008 has refused to count my previous services rendered by me from 30.04.1984 to 02.01.2007 on the ground that central Government has seized the old pension scheme .It is open only to those who comes under 1972 CCS Pension rule (Para ii ) of letter No. 28/30/2004-P& PW (B) Govt of India ,Ministry of Personnel, Public Grievances & Pension & Pension Welfare dated 26 -07-2005.

6. My technical resignation was accepted by Government of Rajasthan vide letter No F?21?Stha/NIKASHI/92/2004/1075-84 dated 02/01/2007 and the entry to this regard had been endorsed in my service book.

7. I have previously applied for VRS & for all termination benefits for Pension through proper channel though College of Military Engineering, Pune-31 via Principal, M.L.V Government College, Bhilwara (Rajasthan) in this regard but

8. Under rule 25 (2) of Rajasthan Civil Services (Pension) Rules, 1996, resignation of

an appointment to take up, with proper permission, another appointment, whether

permanent or temporary, service in which counts in full or in part, is not resignation

from public service. In such cases, the order accepting the resignation should clearly

indicate that the employee is resigning to join another appointment with proper

permission and that the benefits under Rule 25 (2) will be admissible to him. The

contents of the above order should also be noted in the service books of the individuals

concerned under proper attestation. The issue of any separate sanction is not necessary.

9. Kindly find enclosed here with a photocopy of Ministry of Personnel, Public Grievances & Pensions, Department of Pension & Pensioners Welfare letter No 28/30/2004-P & PW (B) dated 26-07-2005. The letter stated that central government has seized the entry of old pension scheme but individual can take pension/termination benefits from their parent department.

A very simple solution for resolving major anomoly is to place all teachers in the pre 1 1 2006 scale 12000 to 183000 in PB4 wef 1 1 20006.

There is no beating about the bush.

UGC/HRD has placed UG Principals in the pre 1 1 2006 scale 12000 to 18300 in PB4. So Readers/SGL under similar pre1 1 2006 scaleshould be placed in PB4 wef 1 1 2006 with the same AGP.

Those Readers/SGL who have crossed 14940 in 12000to 18300 and retd before 1 1 2006 must be deemed to be at a pay of 44000 with AGP 10000 in PB4 and their pension fixed accordingly wef 1 1 2006.

Riders such as " As on " must be dropped.

It may be noted that 6CPC has not introduced such riders. Then why should college teachers suffer such humiliation.?

The above rider not only is against the interest of serving members but also is against the interest of Readers/SGL who retd before 1 1 2006 . So the rider may please be removed.

College lecturers should necessarily have obtained UG, PG and M.Phil. as a regular student. Degrees bought through Distance Education and by Correspondence shouldn't be recognised for UGC pay scales. In Arts cross major issues are to be properly assessed. Some are teaching UG subjects that they did not study.

Respected Sir,

Department of Higher Education, Ministry of Human Resource Development, vide clauses I to XXIII of paragraph 7 of it’s letter No.1-32/2006-U.II/U.I (i) dated 31.12.2008 variously extended the benefit of advance increments for possessing Ph.D./M.Phil and other higher qualifications.

Clause XXII of paragraph 7 regarding ‘incentives for Ph.D/M.Phil and other qualifications’ reads as under

“For posts at the entry level where no such advance increments were admissible for possessing Ph.D/ M.Phil. under the earlier scheme, the benefits of 5 advance increments for possessing Ph.D./ M.Phil. shall be available to only those appointments which have been made on or after the coming into force of this Scheme.”

The above clause is unjust, insufficient and ambiguous in the light of following.

Persons on any post other than Assistant Professor who acquired Ph.D./M.Phil degree either before entry in service, or during service, are appointed either by nomination or promotion with due permission of UGC, on the post of Assistant Professor in large proportion and the benefit of protection of pay is extended to them as per rules of respective State. But consequent upon protection in pay, no benefit of 5/2 advance increments for Ph.D/M.Phil. is accorded to them on the assumption that they are not freshers and therefore their pay is not fixed on lowest (initial) pay in the pay scale meant for the post due to limited coverage (shortfall) of clauses I and II of para-7 of letter cited in reference.

Similarly they are not entitled for 3/1 advance increments as per clauses IV and VIII, as Ph.D/M.Phil.degrees are not acquired during their service career as Assistant Professor.

Though the clause XXII a little bit covers the interests of said class of persons, but it leaves so many things unexplained therefore it appears to be unjust, insufficient and ambiguous. In order to cover the said class of persons undoubtedly under the umbrella of clause XXII it is requested to amend the clause XXII to give it the following shape and sense.

“For persons holding any post in previous (past) service cadre where the provision of award of advance increment for possessing Ph.D/M.Phil.was not available either at entry level or in-service career, under any earlier scheme i.e. Pay Commission, the benefit of 5/2 advance increments for possessing Ph.D/M.Phil respectively, shall be available to only those appointments either by nomination or promotion which have been made on or after the coming into force of this scheme.”

If the clause XXII is amended to this effect as mentioned above, it would benefit all the concerned persons including the members of this Association who have been promoted from junior college lecturer to Assistant Professor after 01.01.2006.Further it would be crystal clear leaving no room for doubt in future.
