Anyone outside of the agency who wants to view information on the computer must be accompanied by staff personnel at all times. The agencies must ensure that the computers they use to access the NCIC have proper controls to prevent criminal history data from being accessible to any other terminals that are not authorized and they must maintain a record of all transactions against the criminal history file the same way the NCIC computer logs all transactions. The NCIC can identify each specific agency entering or receiving information and it maintains a record of those transactions. The transactions record is monitored and reviewed on a regular basis to detect any possible misuse of criminal history data.
