Some states will be more magnanimous about who they will allocate unemployment benefits for, and others will be harsher, but overall, some things are fairly consistent.
For instance, you will not be able to get unemployment benefits if you are going to school full time, and you must be agreeable and able to work. Many agencies will state that you need to be actively looking for work and that you cannot turn down any work that you do receive.
Similarly, you will find that you cannot receive unemployment benefits if you were dismissed due to misconduct, unless you can make plain what prompted the issue and why you acted in an appropriate manner.
You will also recognize that you cannot collect unemployment benefits if you quit, unless it was due to a personal or family crisis, or a dispute that could not be resolved.

"Stuck in NJ" - Many states are acting very stingy and weird to grant unemployment benefits. Part of the problem is that they are running out of funds to pay unemployment insurance. Federal govt. is aiding them and I hope situation gets better. I would call the local Congressman or state legislator to get their help so you can receive the benefits that state ought to give. It is also discussed here - http://fileunemployment.org/nj-unemployment

I've worked full time for 19 years with the same company wiring control panels and was laid off two months ago. I've still not been able to collect UI Benefits. The leters saying they would call, the interviews that never came to be, the walk-ins that claime they will try again, and still no help in getting benefits. Work is impossible to find these days and my employer is telling me it may be months before any jobs come in. Why does the unemployment department not want to "determine my eligibility" and keep giving me the runaround? If there were laws against hindering people from their benefits, I'd sue the state!
