UGC regulations for M. Phil and Ph.D. admissions in India

Before the publication of UGC regulations regarding standards set for M.Phil and Ph.D. admissions, it was a herculean task for some whereas child’s play to few others to obtain a Ph.D. degree from an institution. Even there were rumors afloat around that few people write Ph.D. thesis on payment basis and students get their degrees submitting them to the institutions they have registered with. Matter was under consideration of the apex body and now the UGC has come out with new regulations to make criteria uniform throughout the country by setting some new standards for all the aspirants and institutions. UGC through its regulation 2009 published in the “The Gazette of India” on July 11, 2009, has set the minimum standards for admission procedure, allocation of M. Phil and Ph.D. students to the supervisor and minimum number of students admitted to these programs etc. Now onwards, M. Phil and Ph. D. programs can not be conducted by any UGC affiliated institution through distance education mode. Universities/institution will decide the criteria for the faculty to act as an supervisor, predetermine the number of students to be admitted for admission to M.Phil and Ph.D. every year and conduct admission tests on regular basis. These institutes/universities will have to publish the number of seats in the advertisements or on university websites. As per the new regulation, a supervisor can have only eight Ph.D. and five M. Phil. Students at any point of time.


An entrance test followed by an interview has to be conducted at individual university/institution for admission to these courses. However, separate terms and conditions may be decided by the individual institutions for candidates who have qualified UGC/CSIR(JRF)/SLET/teacher fellowship/GATE or have passed entrance tests for M.Phil/Ph.D. In the interview, candidates may discuss their research interests. The allocation of supervisor will be done in a formal manner by the department based on the research interests of student, specialization of the faculty and in no case will be left to the student or teacher to decide on their own choice. All the admitted students have to undergo the course work of minimum one semester duration related to methodology of research work or review of literature. However, the course work may be carried out either within the institution or outside of it. Institutes may also decide the minimum qualifying requirements for doctoral students to proceed further before writing the dissertation. Each student has to make a presentation in the department before submission of the thesis and incorporate all the suggestions in consultation with supervisor. Each student has to publish one research paper in a referred journal befor submission of the thesis. Thesis so submitted will be evaluated by two examiners. Of these two experts, at least one shall be from outside the state. Institute or university , if interested, may have one examiner from outside the country. Students have to defend their thesis openly after receiving satisfactory reports from the examiners. Once the degree is awarded, concerned institute shall submit a soft copy of the M.Phil/Ph. D. thesis to the UGC within thirty days of the award. UGC will make the thesis available to all institutions by hosting the same in INFLIBNET.

These regulations will definitely be useful in bringing out uniformity across the institutions. However, few points in this regulation need to be critically examined. As per this regulation, a supervisor can have 8 Ph. D. and 5 M. Phil students at a given point of time, this number is too big for a supervisor to guide 13 students at a time. It may be easy to work with 13 students if they belong to humanities but handling 13 science or technology students is not a simple task. If you look at this number from quality view point, it will be difficult for a supervisor to maintain quality. This point is definitely going to create havoc. In my opinion, 4-5 students are good enough if quality work is concerned.

UGC is asking too much by demanding evaluation of thesis work by a expert from outside the country. Few institutions in country can afford this luxury. It was a tradition in IIT's to send thesis outside the country. I'm not sure but I heard that only one or two IIT's are still maintaining it and rest have changed the tradition.  Although UGC has given the option for this to be decided by the institution concerned, few institutions may commit blunder to come first in the competition. Maintaining the record of thesis by UGC is a good news and accessibility by the institutions will help students produce good and quality thesis.

8 Ph. D. and 5 M. Phil students under one supervisor at a given time is horrendous. Does it mean that a guide will interact with his students on only one topic? Assuming that the 13 students have to undergo instruction for the broad areas of their interest for one semester, their guide has to engage 13*3=39 hours (for their 13 special papers -- in the universities) we have to steal more hours from the teacher. (There are hardly 36 teaching hours in a typical university system with 6 hours for 6 days).

New guidelines is apparently a blow for those who are working and aspiring to do Phd. My dream is to get Phd in Management and writing my final MBA exams in distance mode and appearing for NET exam. Now come the new guidelines shattering my dream to become a Phd holder. Is this the only way to discourage non-serious phd aspirants. UGC may consider revising the orders.

Supervising 13 students is just like providing coaching to a batch of students for a supervisor. No. of Ph.D. students with a supervisor must never exceed 3 or 4 Ph.D. students.

i fail to understand the new eratic decision of ugc to ban open universities from awarding ph d and m phil degrees.in west bengal the netaji subhas open university has so far awarded ph d degrees meeting all the prerequisites followed in the prestigious Calcutta university including examination and recommendation of the thesis by a foreign expert.so how did ugc come to this conclusion that only the open universities are responsible for lowering the standards of ph d degrees?

I submited project of research and called me in a seminer held on june 2008 by netajee subhas open university , the board of expert admited and admired me for my presentation , asked on "Bara Masi "in the deptt. of Bengali

under supervision of prof.Barun kr chakraborty unfortunately I do not receive till date any letter from the said open University . At present Ugc is not allowing any open university,the same , known to all-But what is my fault and why I shall not be allowed to be registered for completion my phd work in the same university and in the same system ? more over one student in Bengali deptt was called for registration about sixmonth early who was junior to me . I am an employee of a nationalised Bank and studied M.A in Sanskrit while my daughter had been studing Msc,and scored above 60% of marks . I was hopefull that at least I would be doctorate in my later age and have message my community ,a backward community ,Sc,which was marked as Chandal till 1900AD,that they can reach where they want to climb. But ....who is to give answere ...N.S.O.U, UGC, or our honourable govt.of India . Hope this message reach to the competant authority .

i think it is not good to ban Mphil & Phd through distance mode . every person can do higher study but may some reaso not do as regular basis so through distance was good option for him. But now it impossible for them . i thing it is nothing but not give education for poor student.Govt. or UGC not want those person go head .

the decision of UGC discouraging distance Phd's is really a blow on most of the serious aspirants who because of eonomic reasons cannot enrol for regular phd.I am also the victim of this regulation.Noe either I have to leave a well paid job or forgo the plan of phd.This is something very shocking

I am glad that the ugc keeps upgrading the educationalstandards.BUT WHENEVER THERE IS A POLICY CHANGE IT IS THE teacher who are affected.what happens to those who are already registered or nearing completion? And the cancellation mode should not be applicable to those who are alredy registered.And the ugc instead of new restrictions for the students, don't permit the universities and colleges to carry on with the distance mode.

What about the working professional, do they have to leave their job at the age of 25 .

It is a big blow to many aspirants, after all even they study and there is no problem with non-science subjects to be in Distance...RAAM

There should be exemption to the students who have already qualified SLET/NET/CSIR for the Ph D and M Phil admissins. Bcoz they have already eligible for lecturership. Also CSIR/NET is conducted by UGC and SLET or SET by wellknown university of the perticular state. So there is no point to ask them to re-exam.
