The 2nd Pay revision Committee constituted in November 2006 with Supreme Court Retired Chief Justice M. Jagannatha Rao as the Chairman and Dr. Nitesh Sen Gupta, Dr. Parakh and Shri Bhaskarudu as members. the Committee submitted its report on 30th May 2008.

Salient Features of the decisions of teh Government which have been taken on 20.11.2008 for Pay revision of CPSE executives are as follows:

  • There would be a single set of pay scales for below Board level executives with an elongated span, which includes the Risk pay at the minimum and maximum level instead of 5 sets of scales of pay. The Revised pay scales are being circulated separately.
  • The Government has decided to give uniform fitment @ 30% of Basic Pay + DA as on 01.01.2007 to all executives, instead of graded fitment of 4% to 42%.
  • Government has decided to give running pay scales for Directors and CMDs depending upon the schedule of the CPSE, by including Risk Pay at the maximum instead of Fixed pay, which was suggested by the committee.
  • The existing categorization of CPSEs into 4 schedules will continue.
  • The Government has accepted the recommendations of the 2nd Pay Revision Committee with regard to Dearness Allowance, House Rent Allowance, Leased Accomodation, City Compensatory allowance, other allowances/perks, Variable Pay/Performance Related Pay, Performance management System, Remuneration Committee, Long Term Incentives, Cost to the company, retirement age and Superannuation Benefits.
  • The Benefit of one additional increment for every two increments would be provided to mitigate the problem of junior and senior executive getting the same pay.
  • A Uniform rate of annual increment as well as stagnation increment @ 3% of Basic Pay in all CPSEs will be adopted.
  • The Government has been provided pay increase tp the marginally profit making CPSEs at the fitment of 10% to 20% of their existing pay + DA, depending upon the affordability of concerned CPSE.
  • A big demand by CPSEs employees regarding raising the limit of gratuity has been accepted by the Government and the ceiling of gratuity for the executives would now stand increased to Rs.10 lakhs, so far the said ceiling was Rs.3.50 lakhs.
  • Appropriate compendation package in respect of non unionized supervisors would be decided by the respective Board of Directors of CPSEs.
  • Expenditure on account of pay revision would be borne by the CPSEs, out of their earnings.
  • Even if there in any speciifc issue/problem of CPSEs employees, governemnt has also constituted Anomalies Committee to look into such issues.
  • The effective date of pay revision will be from 01.01.2007.

Sir,

I work for a PSU namely Mazagon Docks Ltd. as a Supervisor and I am likely to retire on the 31st of December, 2008. What would be the Gratuity I would be permitted to take home with me Rs.3.5 lakhs or Rs.10 lakhs. I am retiring on a lumpsum scheme. Thanks.

The calculation of PSU Pay Revision is simple. your Basic+DA as on 01.01.2007 and 30% that will be your Revised Basic Pay..

The report on pay revision for CPSE's is a little confusing. At one point, it is declared that Gratuity is enhanced to Rs.10 lakhs for executives and non unionised supervisors and on the other hand they say that the Gratuity amount for non unionised supervisors would be worked out by the Heads of their Departments. What is it? Any clarification on this? Please inform. Thanks.

When the Govt. states a big demand by CPSE EMPLOYEES for raising the Gartuity Limit to Rs.10 lakhs then why does it offer this amount to high ranking babus only who get all the job done by hard working lower grade employees? Is this justified? Please give this a thought especially when commodities are on the rise and it is mainly the middle class who suffer. Thanks.

Pay Revision will be calculated by the Respective PSU's as per the Guidelines.. and will be implemented by the respective PSU's after taking necessary Board approval..

The 2nd Pay Revision committee has made two recommendations for sick PSUs one for those whose revival is to be allowed and second for those whose closure is decided. Are these recpmendations accepted or rejected or are still under consideration of Govt. Regards

I wonder after going through 2nd PRC recommendations that the 2007 pay revision is recommended in both cases (revival/closure as mentioned by sgk)for sick units. Can some one very kindly find out whether Govt. has summarily rejected PRC recommendations or considering/modifying? Regds.

I dont think any of the stimulus packages announced by the Indian Govt. have been implemented so far whether it be the 6th CPC or the 2nd PRC. I eagerly await the notification on enhanced Gratuity to Rs.10 lakhs as I have retired recently from a Defence PSU and look forward to receiving some relief to take care of my needs in my old age. Can you plz. tell me if the notification on Gratuity is issued and implemented anywhere? Thanks.

I resigned the public sector in Nov'2007, I was released in June 2008. As per the new pay graduity limit has been increased to 10 lakhs from 3.50 lakhs. Since the new pay is effective from 1.1.2007, I am elegible for gratuity of 10 lakhs. Whether I am covered in this or not.

I have retired from a Defence PSU on 31.12.2008 after putting in 40 years of service. After all the hype of an enhanced gratuity to Rs.10 lakhs, I fail to see any outcome. Recently, I have got to know from a few colleagues that the gratuity in Mazagon Docks where I used to work will be effective from 01.06.09. In this case, I stand to lose heavily as I am not under a pension scheme and neither do I get the enhanced gratuity. In this case, what do citizens like me do?
