A Bonanza to the Officers of Central Public Sector Undertakings, the Government has hiked a hefty 50 to 300 percent increase in the pay package from january 1, 2007.

The decision taken by the cabinet at a meeting chaired by Prime Minister Manmohan singh, was based on recommendations given by the Retired Supreme Court Chief Justice M. Jagnnadha Rao Committee for Second Pay Revision.

If approved, Unifor Fitment of 30 percent of Basic Pay plus Dearness Allowance for Profit making PSUs with effect from January 1, 2007. For other PSUs the fitment will depend from 10 to 20 percent.

Extra outgo on account of the new pay structure would be borned by the individual PSUs and budgetory support will be provided.

The Cabinet relied on the committee of the secretaries recommendations to classify the PSUs into four category A,B,C &D instead of five categories A+,A,B,C,D recommended by the Rao committee in may 2008.

The Chairman of the "A" category PSU will be eligibile for Rs.80,000 to Rs.1,25,000 pay scale as against 18,500 to 23,900 presently.

There are 247 CPSUs out of which 216 are in operation. In all 16,14,000 are employed in these, of which 12,36,000 are unioninsed workmen who will negotiate their wages directly with their respective companies.

What they Say?

The Executive Board of SCOPE, constituting Chairman and Managing Directors of various PSEs like oil, power, steel, coal, aviation, housing, had met and raised the issue of delay and expressed anxiety over it, SCOPE said in a statement. The Pay Revision Committee Report was submitted to the government in May. However, even after four months there has been no progress in its implementation, it added.

The body said public sector employees are hot targets for the private sector, who are willing to employ them at higher salaries, primarily in the present scenario where there is shortage of skilled manpower. According to them, the PSE pay panel recommended only a hike ranging from 25 to 40 per cent for the employees of the public sector enterprises. Th

The message that there is an increase of 150% for PSU employees is totally false. In fact the increase allowed is only 17.46% from the existing pay as on date. An uniform increase of 30% is allowed as 1-01-2007. But this same rate of 30% increase is allowed as on the date of notification (from 1-10-2008 also)by way of reducing the rate of IDA. All the CPSU employees are be-fooled. As the oil sector PSUs and Poweer Sector PSUs get different form of incentives they may not be much worried about this meagre increase. Alas! the poor sufferers are the employees of Central Government now turned as CPSUs like BSNL etc.One cannot expect much more from the burocrats. They are concerned with their own benefits. The Government should consider atleast to give an increase of 42 % as recommended by the committee with out any reduction in the existing rate of IDAs

There are only a few politicians who tell the truth. Most of them are born to tell lies. This is the only reason why they make a politicians. We can not. The public should see for themselves, or for that matter, these lier politicians, what were the recommendations of the Hon'ble Justice Rao committee and what were the cabinet decisions. There are a lot differences between these. The bureacrats (CoS) effectively diluted most of the recommendations by Hon'ble Justice Rao committee, whereas the govt. approved sixth pay recommendations for central govt. employees with raised fitment benefit. They did so for vote bank politics. Whereas for central govt. employees, the extra outgo will have to be borne by the govt., the extra outgo for the PSU employees due to implementation of the recommendations would be entirely borne by the PSUs themselves. Then why the govt. meddles in this affair, is beyond anybody's surmise. May be, it is the common habit of the indian politicians to meddle with every matter.

PL PROVIDE CLARIFICATION OF BUNCHING OF STAGES AS MENTIONED IN RAO CPAY REVISION & DPE GUIDLINES TO PSU

I would be extremely happy if what is said on the new pay revision for PSU’s is put into practice rather than keeping its employees waiting with their mouths open. It is high time the Government acts on its move. Enhanced Gratuity also should be taken care of in case there is no pension benefit available to a Govt. employee as interest rates have dropped drastically.

The Airports Authority of India has fixed the pay for Junior Executive Engineering without the 30 % fittment for those who have joined after 01/01/2007. But those whohave joined on or before the date they are fixed with the 30% fittment which in turn makes a differnce of appx. Rs. 4500/- in Basic+DA of the same post of E-1 level. Regarding the joining after the date nothing is mentioned in pay revesion performa so is it justified of a difference of 4500 in Basic+DA of the same rank just because they joined before the date. Plz reply

Dear MI Ahmed,

Nowhere in the CHQ(AAI) office order for revised pay scales; in the principles of pay revision ; in the sixth pay commission recommendations there has been made any discrimination on the basis of date of joining .

In fact , the new entrants have been the maximum beneficiaries by the pay revisions up to now .

What kind of pay revision is this which increases the salary by Rs. 20-40 only.

The fitment benefit in public sectors is equilvalent to grade pay in central /state govt. When the new entrants in these services are being given grade pay why not it should be given to the new entrants of Public sectors .

The pay revision principles state that pay revision depends on GDP of the country, national income ,growth etc.

No single reason I could found why entrants after 1.1.2007 are not eligible for fitment benefit.
