Sure we have all encountered the neighborhood busy body who has become the self-appointed watch dog. Snoops can be annoying because you will notice they are observing every move you make, and some are even bold enough to comment on why you bought the pink napkins the other day, which is a little creepy because they only would have known this if they had been watching very, very closely. Even though the neighborhood busy body seems like the hall monitor that will never go away, there is a creature who is far more intrusive and who has a much more sinister motive and his/her name is Peeping Tom. So why do people want to get a glimpse of a neighbor through a window, or even hide behind a bush in hopes they will see said neighbor naked? In the old days Peeping Toms had to make do with just creeping up to a window in hopes of sneaking an illicit peak, but today these cunning individuals often use telescopes and surveliance cameras to capture instrusive images of their prey. Since Peeping Toms can be either men or women, I will be referring to them as Peeping Tom/Tomette. Often Peeping Toms/Tomettes tend to be voyeurs who get a thrill out of watching their victims through the window in hopes of seeing something that they should not be looking at. What motivates a Peeping Tom/Tomette to become a deviant and often crossing the line to becoming an out and out pervert?
Where did "Peeping Tom" come from?
Originally the prhase Peeping Tom came from the legend about how Lady Godiva rode naked on a horse through the streets of Conventry. According to the legend Lady Godvia did this on a dare from her husband who promised to lower the tax rate if she were to ride nude through the town. In the fable she instructed everyone to shut their windows so they would not see her nudity, but a person who came to be known as Peeping Tom made a hole in his shutters with the the purpose of "sneaking a peak". In one version of the legend Peeping Tom is supposedly stricken blind for his voyeuristic act, thus solidifying his name as the most legendary voyeur of all time. In reality there have been peeprs since the beginning of time, even if the story about Lady Godiva and Peeping Tom is more legend than truth.
The story about Lady Godiva and Peeping Tom is humorous in our modern world where images of celebrities can be seen on movies and the Internet in states of undress, but the issue of the Peeping Tom is a very real one that will not go away. The legend of Peeping Tom is also slightly biased because it takes for granted that there are no Peeping Tomettes, but people from both sexes have been guilty of voyeurism. Even though modern day Peeping Toms could get their thrills by looking at a tawdry website or by ordering a pay-per-view movie specialising in voyeuristic fetishes, but often some of these individuals prefer the thrill of the chase in day to day life. I am not a psychologist and I will not attempt to psycho-analyze why a Peeping Tom does what he or she does, but I will share some facts I have learned about them and personal experiences I had with a couple of peepers in my old neighborhood.

Peeping Toms/Tomettes The World Around
Search the Internet on any given day and at any given hour, and you can read many stories about Peeping Toms/Tomettes peeking through windows. However, in the modern world criminal voyeurs often install surveillance equipment and watch images of their victims from a distance. Recently there was a story about a man by the name of Craig Feigin who on the surface appeared to be a typical college student in Florida that repaired computers for extra money. However, he was secretly installed Webcam Spy Hacker software on the computers of several of his victims, which one of the ladies discovered when she took her computer to a different repair shop. Unfortunately, many of the pictures Feigin captured of his victims were compromising, which is a frightening tale of just how far a peeper will go to get his/her kicks.
US laws have not always thrown the book at peepers as would be expected. Although many voyeurs who criminally invade others privacy do receive sentences for their crimes, there are a few that get off when a stronger sentence would have been more appropriate. In 2007 a Peeping Tom by the name Riccardo Gino Ferrante stuck a camera under the skirt of a sixteen year old girl at Target, but he got off because the judge ruled the young person was not in a place where she could expect absolute privacy. Back in 2005 a girl stopped to use a US Forest Service outhouse in New Hampshire, only to hear a noise and then discover there was a man by the name of Gary Moody hiding in the holding tank. Moody got off with the minimal sentence of criminal trespassing, breaking his parole by leaving his home state, and disorderly conduct. However, Moody's jail sentence was suspended and the court ordered him to see a psychiatrist because of his misconduct. Basically, Moody got off for his crime, but we are supposed to feel sorry for him because he was alleged looking for his wedding ring and had to hide out of embarrassment when the fourteen year old entered the out house? Sorry, but his story is highly implausible because he could have just asked for the key to the locked door and let a forest ranger know he lost his ring in the tank. Keep in mind that the out house was locked and he had to crawl into it from underneath, which is disgusting and creepy. On top of it all, Moody was audacious enough to claim he was hanging out with the sludge in the outhouse because he was looking for his missing wedding ring, but the police investigating the case said they never did find the wedding band, and it is still a mystery how Moody got in the tank in the first place. However, we are supposed to feel sorry for a peeper who just happened to be hiding out in the tank of a toilet to get his kicks? Sorry, but I do not think so.
Peeping Toms/Tomettes have been annoyance in all countries worldwide. For instance, the Japanese government has had the same challenges as the US legislators with passing stricter laws against peepers. A Japanese flight attendant who was staying at a hotel received a creepy call one night regarding the type of lingerie she was wearing. Another group of roommates looked out there window to see a man standing on the ledge and looking in, and this happened more than once over a period of several months. Japan has had the same incidents as the US with Peeping Toms getting off when they spied on or took pictures of women that compromised their privacy. One improvement has been for all Japanese mobile phones have to be installed with a loud camera shutter sounds that cannot be disabled, which creators hope will alert people that a picture is being taken. A small step yes, but every bit helps when it come to stopping peepers in their tracks. There are many other cases the world around about peepers, but these few cases give you the basic idea.
In all fairness I did not want to say there are more male than female peepers out there, hence my use of the term Peeping Tom/Tomettes, but my research over the last two days yielded very little cases of where a woman was caught sneaking illicit peeks through windows, taking surreptitious pictures, or installing surveillance software in a house or on a computer. There are probably cases of women who are Peeping Tomettes, but they are very few and far between. As far as I am concerned all voyeurs violate privacy by taking inappropriate pictures without permission, or by looking through a window without an invitation.

The Day A Peeping Tom Moved Next Door
In the early nineties we had a family move next door to us that used to do a few strange things. One thing I always thought was odd was the neighbor would come down and ask if my dad was home if I were home alone outside laying out and trying to get a tan. He even made a really inappropriate comment about this once, and I was only thirteen so I felt very uncomfortable and stopped sitting out in our front yard. My sister used to play with his kids and one day his son told her that his dad liked to use a telescope to look their the neighbor's windows. They even showed my sister how they aimed the telescope at a few of the windows in our house and another house, but fortunately we had mini-blinds and drapes so they would not have been able to see in at night.
A few years went by and I did not hear much about this neighbor and honestly I tried not to deal with him because I found him to be a little creepy. However, one day our female neighbor came over and was complaining to my parents about this guy again. She said every time her husband left to go to work or out with his friends that the father and son would just happen to be playing ball near their house, and of course the ball would just happen to roll down the hill into her front yard. On several different occasions she caught either the man or his son looking through her living room window, but they always gave the explanation of looking for their ball. Interestingly I do not think the ball was in her house, in less he saw a broken window and the window was not broken. The voyeuristic acts of the father and son continued on for weeks and escalated to the point where she found the son or the father hiding in the bushes on the hill above her house, and these events always took place at night. Our female neighbor became so uncomfortable and finally got blinds for her front living room, which I would have done if I had been her. However, this did not excuse the behavior of that dad and son and really they should not have been doing that. Voyeurs steal our privacy and we should always put up blinds and shades to stop them dead in their tracks. However, it is scary to contemplate that with the rises in technology have given peeprs more capalities to take illicit pictures and install survelliance equipment in unsuspecting homes and on people's computers.

One thing that irks me is how the one got off after putting a camera up the 16 year old girls skirt! Isn;t a gilrs parts that are covered considered private? I think maybe the judge who presided over that case was or is a perv.

I always admired how Singapore is tough on crime and you do not have the problems with graffiti we have here. Even in places where I saw no graffiti a year ago, now there is a whole bunch of graffiti popping up. Your country is doing the right thing by being strict on crime, and that is good to hear. I never felt sorry for that teenager Michael Fay who went to your country and spray painted cars, he should have known about the laws of your country before traveling there. However, what I thought was ridiculous was he had his sentence lessened because his family through a fit he was going to be cained, but what about the person car he damaged? Thanks for commenitng.

I agree with you, I wonder why a judge would dismiss that case, and it sounds a little odd to me. There were quite a few cases of peeping I did read about when researching this hub, but the good thing was in most of the cases people were vigilante and were able to catch the peeper in their tracks. I used to live next door to one as I was saying, and he was always a little creepy. Unfortunately my neighbor had the weirdest interactions with him, so it is best to put up blinds if you do not want people looking in. Thanks for commenting.
We had a neighbor who peeked in windows and one woman got him good by spraying ammonia into his eyes. She called the cops and when they looked at the local hospital ER they found a kid who was there being treated for ammonia in his eyes.
He lied and said he spilled it when cleaning his windows, but a quick check at his parent's house showed no evidence to back up his claim. Being under 16, he went to juvie for a time, but later went on to other crimes until he got sent up for several years as an adult.
This sounds like a very unsettling story. My sister and her husband did not have a Peeping Tom, but there was an eighteen year old who used to break into their downstairs and steal underwear. His foster parents eventually reported them to the police, and my sister found out because the neighbor went around asking if her foster son had been going into homes taking undergarments. It is pretty scary what some people do, but thankfully these cases are isolated and most get caught.
Thank you for writing about this subject and including so much detail. I think we all need a reminder from time to time to protect ourselves against this kind of invasion. It's easy to forget safety measures when you live in a quiet, private neighborhood where no trouble such as this has been reported. But that's the edge the peeper has over us...the stealthy peeper may never reveal himself, and so you will never know. Protecting your home against peepers ought to be as much of a priority as maintaining working smoke detectors and installing proper locks on windows and doors. Curtains, blinds, and motion-activated outdoor lights are worth the investment.
I'm so serious about this topic because of an incident that happened to me years ago. I lived in an apartment complex where you could hang your clothes out on the line to dry, and the upstairs apartments had old-fashioned iron fire escapes. During one summer, many women reported that lingerie items had been taken off the lines. At the end of the summer, several of us came face to face with the peeper, who wore a mask, through our windows...in my case, the peeper had pulled the fire escape ladder down to the ground at some point during the day and used used it to climb up to my second-storey window at night. The good news, or the bad news, is that he was arrested shortly thereafter, not for peeping, but for molesting a child.
Peeping is a symptom of illness. Perhaps you will carry your research further on this subject?

I also lived in a nice neighborhood with a low crime rate when we had peeping neighbors, so as you said it is very important to always keep an eye out for what is happening around you.

This has happened to me as well. When I was a young pre-teen, I discovered that my next door neighbor's son, who was a couple of years older than me, would come to my bedroom window to see what he could see. My blinds were always drawn, but there were those tiny spaces where the blinds didn't quite touch the sides.
He was never caught to my knowledge. I, at the age I was, never said anything to my parents, out of fear of not being believed I suppose. Creepy is right.

Peeping Toms have a scarey affect, making us feel so invaded.. They often escalate into serious crimes such as rape and murder, seeking higher thrills than just "looking."
This is a serious crime and it's on the increase in recent years. Almost everyone I talk to, has an experience with it, or knows someone who has.

I understand not having said anything when you were young because in previous generations people were taught to remain silent about such things. I have read stories about women who were too ashamed to reveal they had seen a peeper because their family or friends might think they were making it up, or they did something to ask for it. Thankfully views have changed and as a society we have become more vigilante about looking out for such things.

I used to watch the show Unsolved Mysteries and I remember several episodes when a predator would start out with merely upducting women and then dropping them back off a few hours later, escalating to rape, and eventually murder. I live in a high rise in a relatively large city, and there are numerous high rises on my block. My balcony has a view of another building right across the street, and the balconies of that building face mine.
A man who lives on my level in that building frequently uses binoculars and has them pointed my way. It's just flat out annoying.
Once when entertaining a group of friends on my balcony, someone commented that he was looking at us with binoculars. He does not even try to hide it!
Anyway, I consider it rude and tacky but have learned to deal with it and do not feel he is at all threatening.

It's happened,
I went to the letterbox, this morning to collected our delivered newspaper, thrown on the street.
A young lady slows down in a car right opposite, where the aged bones are picking up the newspaper. Then she drives down past the next house and parks and walks back to where she stopped originally, and put a letter into the letterbox.
The aged bones were just getting back to our gate, during all these happenings.
I am not sure, whether I am to be rated as a peeping Tom or an amused spectator looking over on someone who did not want to be seen putting a letter into someone's letter box.
You had better not tell the Pope about this. I do not wish to blot my copy book at this late stage.

Interesting hub on a serious issue. but one wonders where the line is drawn. Is watching the girls behind mirror shades on the beach in the same league as being a peeping tom? Is watching people go by in a pavement cafe in the same mould. Just wanted raise the ante a little.

Thanks for commenting sixtyorso. In most of the cases I have read about it a peeping tom was someone who was looking at someone through a window or another private spot when privacy was desired. There are lookie loos who look through windows and they are not peeping toms, just curious walking by. For some reason every tourist looks through windows in mountain homes in Lake Arrowhead, as if homes in the mountains are different than the city. We noticed this at our house and friends houses LOL.
Just like burglars the more technology you get to keep them out, the more they get to find a way in. Thanks for raising the awareness, there are many people who don't know this is going on so much including myself. Sounds like a high powered pellet gun is in order lol
SweetiePie.. I came back to HubPages after a long long time. The first thing I did was look up your hubs and gosh.. I realized what I have been missing. This is a very nicely written hub highlighting a very common but oft-neglected issue.
In my country, unfortunately there is no law for peeping toms. Although you could technically report them for abusing a woman's modesty, but girls do not really come out in open because of public shame and complicated, lengthy processes. Its a different thing if someone from her family/her partner finds out.. it sort of becomes a mini riot.
When I was 14 years old, I knew of a guy who used to throw stones at a new neighbor's window in the nights. This girl's (17-19 yrs) family had just moved in the neighborhood and he used to do this act just to have a look at her.. Not exactly a peeping tom but nothing lesser I would say

Even though there are laws against peeping toms here in the US, as I noted there were several who got off scott free. another fabulous hub.. wow what a read!! i had to take my time with this one.. and all the responses were great too.. i agree with most here.. i think peeping tom behaviours stem from childhood .. quite innocent at the time but it takes on a whole new meaning when we reach adulthood... esp if we connect it with extreme fantasies or fetishes.. i myself was a subjected to my best friends boyfriend at the time peeping thru the keyhole at me when i was in the shower.. i didnt know it happened at the time but when i found out (my gf actually sprung him doing it) i felt so invaded and discusted..
peeping toms usually lead very secretive lives.. coupled with an obsessive complusion to continue doing it.. the feeling that keeps driving them is getting away with it.. and i suspect when caught only then possibly does it dawn on them that what they are doing is wrong.. is this enough to change their ways?.. maybe.. maybe getting caught out and being publically humiliated like getting arrested over it might help .. lets hope..
Peeping Toms are every where....Everyone irrespective of male or female can turn into a peeping tom , when ever he or she gets a chance.

Latest new from Singapore; a 39yrs old man was caught by concerned passerbyes after he was seen squatting down behind a 27 yr old woman trying to take pictures up her skirt using his mobile phone while travelling up an escalator. Police later found more upskirt photos of different women in his memeory chip. The accused admitted to the police that he uploaded these videos in You Tube just for fun. He pleaded guilty to 97 counts of outraging a woman modestly and another 20 charges were taken into consideration. District judge sentenced Edmund Perreira to 12 yrs imprisonment and 24 strokes of the cane. After sentencing District Judge reprimanded the accused harshly and declared that he is using him to set an example to deter anyone who plans to commit such a shameless act again in future

Sex - sex - and more sex. Our society is obsessed with it. You can't turn on the raido or television, read a book or go to a movie without sex being thrown at you in many forms.
Peeping is just one of forms of vovyerism that comes from being so inudated with sex.
Wow, that is scary. It reminds me the story of a friend who always had her neighbour spying on her, several times she even caught him masturbating himself in front of her bedroom window. Needless to say that she moved from there.

There are no sites with registered peeping toms. Do you mean registered sex offenders because that is something else entirely. Most peeping toms are not sex offenders, but some do go that direction. Google sex offenders and you should find website that allow you to locate them in your neighborhood.

I guess you just have to decide what is best for you Faith. If he is just looking at women in public like many men do that is one thing, but if he is spying on women through windows and the like that is something to be more concerned about. Talk to him about it and see what both of you can do to help each other on this issue.
My cousin in India was studying 12th and staying in the girls hostel. They used to finish the evening classes have dinner then come to hostel take bath and go to sleep. One day one of the girls felt some movement near the ventilator window and she shrieked then the other girls saw the watch man running from outside the back of the bathroom. The girls complained to the warden and that watch man was removed but no further action was taken as the reputation of the institution was concerned. My cousin still feels a little scared of those open windows/ventilators till date.
That would be scary countrywomen. I was not overly scared walking home, but in seventh grade there was this part of the road I did not like because a man came out a couple of times and unzipped his pants and showed me his private parts. Both times I was alone, and he was definitely a pervert to do that in the first place, but especially creepy to do this to a child of 12.
SP- That is even more creepy to be doing that in front of a kid. I think these people have some psychological issues and need to be monitored as they may pose risk to kids.
I agree there are some creeps out there. Luckily there are more sane people in the world to keep them in check.
I don't know how I missed this hub, but I'm glad I find it. You call attention to a lot of good points on the topic of peeping. I wrote a hub a couple of years back about peeping toms who work as store detectives utilizing store security systems to peek down women's blouses and up skirts, as well. A lot of people think peeping toms are something you only see in the movies (or on the Lifetime network), but they're a very real (and quite scary) entity. Thanks for the education.

Hi SweetiePie, this is a great hub and made me reflect about the psychology of a person's behavior. It can be scary and annoying to have a peeping Tom. I'm just glad where I live right now, there are none.
I am glad you live in a save place Ripplemaker. This is a good thing. I also live in a good community two, and I only have ever witness a person like that once in my life. I think they are few and far between for sure :).
wow sweetie pie. This is a serious hub. I myself have never dealt with a peeping tom, but have been molested. I didn't know what to do than. In fact I never did tell anybody. I was only 6 and it was a man that lived down the street. It only happened once, after that, I never went to his house again. I don't think I told anybody, because I just didn't know what to say at the time. The man moved away, and all I remember was his son's name. I just found out recently that my sister had been molested by a cousin of ours back in the early 80s. It is crud like this that makes me worry for my children. Understandably I get emotional. Thank you for spotlighting a serious invasion of privacy by often creepy people.

It always makes me sad when I hear stories about children and innocent adults being hurt by others. In our modern times one good thing is now we have websites and vigilance that can alert parents to whether their are sex offenders living near them. I am really thankful for this website. I had a peeping tom once. The man lived in the same apartment complex. I had a ground floor apartment and was using the bathroom. When I looked up and saw a face in the window. As I was single with two daughters, I called my father to come over. He searched the outside and found footprints in the snow that lead directly to a door two apartments over. He confronted the man who left me alone after that. I should have called the police.
The second problem I had with a peeping tom was with an ex-partner. He seemed to be my dream man for 1 1/2 years of dating. We decided to live together. Problems soon came about regarding his interest in other women for that had never been apparent before. I began to feel really uncomfortable. I thought he was wathcing our neighbor (a female) and female walkers too much. He told me it was my imagination. He moved out of my home within 6 months. He called and said he had changed. We began to see each other again and I would stay a few times a week at his apartment. After seeing each other for a few months, I decided to "surprise "him one night. I walked in and found him spying on his single female neighbor only cracking the blinds and peeping through the window while he was masterbating. He denied it when I confronted him and began pushing me around. I left and did not report it as I had no evidence. I did leave a note on the woman's two doors advising her I thought someone was looking in her windows. I went back around the block a week later at night and she had bought blinds.
I think society has to treat this deviance more seriously than it currently is. I was mentally abused by a man to cover this illness. What really scared me is how much of a wonderful, sensitive man of class he first appeared to be. He was everything right. I still have problems trusting even really wonderful men now because of him. I am afraid they are hiding something like he was. I feel that the internet's sexual webcam sites is really going to enlarge this problem.

Thank you for sharing your story and I think it can help many people. I am sorry you had to go through all of that. Although I think webcam sites are sort of in bad taste, I do not see these as increasing the problem of peeping toms as men have always gone to shows like this through out history. In the old days men went to burlesque shows, and later they went to see pornographic films, and the web cam is simply a modern form of these. I do not look at webcam sites myself, but it is one thing if a man or woman is looking at a site where consenting adults are posing on webcams, but it is a completely different thing if somone is engaging of voyeuristic behaviors and spying on people without their consent. I think you are much better off without this man because now you can focus on meeting someone who is healthy and ready for a real relationship.
Sweetie this is so close to home, I actually went out with a true peeping tom, omg, it is a long story, but true. Also I used to have one, who was really a plumber by day, that used to hide in my garden, need I say the police quickly removed him.

This site reminded me of few incidents that were buried in my memory. I was in 12th grade and used a bike to commute from school. I had to cross an area with lots of tall trees and not many building or people. This peeping tom, couple of times, appeared from no where and unzipped his pants exposing his private part. I was shocked, scared, didn't know what to do. I just avoided that road afterwards. I'm 32 now. Sometimes still scared to walk/drive alone in lonely areas. I wish we could develop a program to educates our kids about such "abnormal animals" existing amidst us, we really need to teach our kids some way to protect themselves both from psychological as well as physical invasion and intrusion.

Great hub! I did not think there were individuals out there who do this type of thing, until I moved to my current address. Here it became a reality and after a few things that blew my mind, I will never be the same again.
I constantly look out my back window to see if someone is there taking underwear off my clothes line and if I was capable of moving house and living some where else ,I would.

This was St. Catharines. Peeping Tom is a phrase that almost sounds cartoonish, cute, non-threatening. What this guy did was anything but. Voyeurs often escalate due to a need to increase their thrill or control over their victims. Seeing a face print on a bathroom window is a terrifying thing. Imagine looking up to see a man's face staring at you in the dark. Blinds in windows on the ground floor should be closed by turning them upward to the ceiling at night so the view is limited to that. This family had video and a confession but so far the charges remain withdrawn. They aren't done fighting since he was released back into his hunting ground. There is something wrong with the justice system that allows this type of deviant to continue on his path without restrictions or monitoring.

My country Singapore has always been accused by the international commitee of imposing draconian laws.( Death penalty is mandatory for anyone in possesion of a gun and to drug traffikers who has above 15g of crack just to name a few). Rape, molest and abusing women where common occurings back in the 70s. The then new government decided being such a small country, safety has to be the number one priority if Singapore was to prosper. Harsh laws were implemented and one of the laws which still stand today is a mandatory 5yrs sentence and 6 strokes of the cane for people who outrage a womans modesty and that goes to peeping toms too. I believe if such offenders are made an example of. it will send a strong message to everyone concerned. Great eye opener Sweetie Pie thumbs up
