I used this outline last semester for a Speech Communications class and got an A on the speech.  You'll want to pay close attention to the formatting instructions your instructor gives you and also take into consideration that everything has been "bunched up" on here due to space constraints.  Also, please use this only as a sample and don't copy it word for word, what good does that do you when this is just an outline after all and the speech is obviously going to contain a lot more information.  Good luck in your class!

Title: Hate speech should not be allowed on college campuses.

Purpose: To persuade my audience that hate speech should not be permitted on college campuses.

Central Idea: (Proposition of Policy) The U.S. Department of Education should initiate a nationwide prohibition of hate speech on college campuses.

Introduction

The use of hate speech on college campuses has led to situations extending beyond simple verbal abuse. Physical attacks and threats have occurred after what started as a verbal altercation. Hate speech has also found a new breeding ground behind the anonymity of a keyboard and an internet connection. Certain ideas and measures have been come up with to prevent hate speech on campus but they need to be put in place nationwide for results to make a drastic change.

Body

I. Hate speech escalates into hate crimes.

a. The Virginia Tech killer recorded hate speech ridden videos during his killing spree.

b. A swastika was scrawled on the door of a professor at Columbia University only weeks after a noose was found on the same campus.

c. Penn State hate crimes are on the rise despite the campus’ claim that they are working to alleviate the problem.

II. Hate speech breeds on the Internet.

a. Juicycampus.com is a popular college website used to express disgust and hatred about campus situations anonymously.

b. Juicycampus.com is finding itself in legal trouble for not enforcing its terms of service regarding the use of hate speech.

III. Possible solvency to the problem at hand.

a. The ALCU’s stance on hate speech codes.

b. Bigotry task force plan established by the Illinois State Bar Association.

c. The task force needs to go public in order to achieve desired results.

d. The creation of “Hate Speech Not Allowed” signs and their placement across campuses.

Conclusion

As you can see by the evidence demonstrated here, hate speech on college campuses should not be permitted. Free speech is an American’s Constitutional right but how can this right protect the disrespect and narrow-minded abuse of fellow college students based on race, sexual preference, or religion? It’s not beneficial to the educational process nor does it help relieve tensions once students leave the college environment. Hate speech on college campuses simply should not be tolerated.
