If you are getting this message in reddit, there is nothing wrong with your procedure in summiting the story on reddit. The message "you are trying to submit too fast" indicates that reddit is not capable of handling new submitted story properly and they are by themselves making its users away from Reddit.
My very first experience with Reddit was: immediately after I registered a new account, I tried to submit a story, and got the message "you are trying to submit too fast"! After many frustrating re-try and looking for help information, ultimately I submitted my first story after 10 minute.
This was my 1st and most annoying experience with Reddit. At that time I realise that how easy to submit stories in Digg and how well are the defined steps to get into front page on Digg.
Your karma
Later, I know from some other source (not from Reddit) that how frequent you are allowed to submit a link on Reddit depends on your karma (the Reddit score). For example, when your karma is one (a newly registered user), it allows you to submit a story every 10 minutes. If you try to submit more within 10 minutes, you will get the "you are trying to submit too fast" error message. When your karma is 10, it takes about 5 minutes to be able to post again. Once your karma reaches 100, you will rarely run into the "submit too fast" problem.
I think that it is a policy of Reddit to prevent spambots. What upset people is that there is not enough information when they give you the message. It would be more useful to get a message that says "Try again in NN minutes" giving you a wait time that will allow you to submit a link if you can wait that long. Again, I suspect that their reasoning is that they don't want spammers knowing how often they can retry.
I think they have overdone it, and this anti-spam policy just put off people, specially new users.

I, too, got upset by this message and stopped submitting to Readit. I never bothered to check into why I was getting this message.

I just tried the exact same thing and have a "Karma" of zero.
My very first post was rejected with "you are submitting too fast" - my FIRST attempt at posting... Clarification is definitely needed and I'm second-guessing my reddit account... seems useless. Cheers
I don't agree that it has to do with your karma. While I do have very low karma (4), I hadn't submitted anything in weeks, and I got this error on my first try today. So it has nothing to do with posting links in quick succession, but more likely points to a bug in their system...
I just realised that hubpages had removed reddit from its 'Share it' links.
