Important features:

  • Only three designations in respect of Scientists, namely, Scientist, Senior Scientist and Principal Scientist.
  • The term “Research Grade Pay” (RGP) shall be used in place of "Grade Pay" for the Scientists.
  • Different RGP's of Rs. 6000, Rs.7000, Rs. 8000, Rs.9000, and Rs.10000 have been approved as RGP for Scientists.
  • Five non-compoundable advance increments shall be given at entry as Scientist on or after 1.9.2008 for the degree of Ph.D. obtained in the relevant discipline. At entry level, Scientists possessing M.Phil or post graduate degrees such as M.Tech/M. Sc.(Ag)/M.V.Sc/M.F.Sc (with 4 years bachelor and 2 years Masters programmes shall be given 2 non-compounded advance increments.
  • Those who acquire these degrees in the relevant discipline while being in service shall be allowed three non-compounded advance increments for Ph.Ds and one increment for M.Phil or post graduate degree acquired in the relevant professional course.
  • Those who have already availed the benefit of advance increments as per existing policy for acquiring Ph.D./M. Phil during service or who have availed benefit at entry level for possessing these degrees would not be entitled to benefits under this scheme.
  • While the revision of pay will take effect from 1.1.2006, the allowances (except DA) and advance increments etc. shall take effect from 1.9.2008.Revised rate of travelling allowance shall be applicable from the date of notification.
  • The ICAR Scientists holding veterinary qualifications (B.V.Sc./M.V. Sc.) would be paid non-practicing allowance in accordance with MOF, Dept. of Expr. OM no. 7(19)/2008-E.III(A) dated 30.2.2008.

Revised ICAR pay scales



Career advancement scheme:

This scheme will be effective from 1.1.2009.

Eligibility to move from lower RGP to higher RGP:

1. From RGP 6000 to 7000:

a) 4 years for those possessing Ph.D.

b) 5 years for those possessing M. Phil/M.V. Sc/M.Sc (Ag)/M.F. Sc/M. Tech

c) 6 years for those neither having M. Phil nor Ph.D

2. From RGP 7000 to 8000:

5 years in RGP of 7000

3. From RGP 8000-9000:

Three years service in RGP of 8000

4. From RGP of 9000 to 10000:

Three years service in RGP of 9000 and after acquiring Ph.D.

Revised Pay of future recruits:

Sr. Scientists recruited directly as per revised qualifications (to be notified separately by ICAR) shall be placed in pay band Rs 37000-67000 + RGP of Rs 9000.

Sr. Scientists recruited as per existing qualifications shall be placed first in Pay band Rs 15600-39100 (with a minimum pay of Rs 22320) + RGP of Rs 8000 and after completion of 3 years to be placed in Pay band Rs 37400-67000 with RGP of Rs 9000

Principal Scientists/Project Coordinator or equivalents, recruited directly with revised qualification, to be notified by ICAR, shall be placed in 37400-67000 (Minimum Rs 43000) with RGP of Rs 10000.

Principal Scientists recruited on or after 1.1.09 with existing qualifications will be placed in Rs 37400-67000 (Minimum Rs 39690)with RGP 10000 ,


Note: All revised incentives for Ph.D. and M. Phil after 1.9.2008 and revised CAS will be effective from 1.1.2009

Pay Fixation of ICAR Scientists:

Pay in the revised scales is to be fixed as per provisions of CCS (RP) Rules, 2008.

In absence of Fitment tables, the following guidelines are to be followed:

i) Pay of Scientists in 8000-13500 scale to be provisionally fixed in PB III as per Fitment Table S-17 dated 30.8. 2008 (though GP is not mentioned by ICAR notification here but it has to be replaced by RGP)

ii) Pay of Scientists in 8000-13500 scale to be fixed provisionally in PB III as per Fitment Table S-19 dated 30.8. 2008 (though GP is not mentioned by ICAR notification here but it has to be replaced by RGP)

iii) Pay of Scientists in 12000-18300 scale or above to be fixed provisionally as follows:

a) The pay in Pay Band/Scale may be determined by multiplying the existing basic pay as on 1.1.2006 by a factor of 1.86 and rounding off the resultant figure to the next multiple of 10

b) If the minimum of the revised Pay band/scale is more than the amount arrived at as per (a) above the pay shall be fixed at the minimum of the revised Pay Band/Pay Scale

After release of Fitment tables, actual amount of arrears for scientists placed in PB IV may be more than that fixed in the above manner, if it happens so, the excess amount will be paid on receipt of Fitment Tables.

The much awaited report is pleasing, but I would like to put a simple case...and shall be happy if we discus and analysis this in a positive manner....

Case-1 : on 01-01-2006 A Senior Scietist (12000-420-18300) having 6 yrs of experince in this scale and total 17 yrs total experince, with Principal scientist (16400-22400) due in April 2008..

Case-2 : on 01-01-2006 another Senior Scientist (12000-420-18300) having just 3 yrs experince in this scale and may be as low as 8 yrs total experince...

if In both the cases Pb-4 with same pay and emoulments are given..will it not a point of consideration ..looking into fact that CAS is effective from Sept, 2008 ...What will be the fate of case-1..he is looser all the time all the way...

Dear Crusador

Your table for ICAR notification pasted above in not appropriate as there is no mention of directly recruited senior scientists, however in the notification at page no. 7 it is clearely mentioned for directly recruited senior scientist between 1.1.06 to 31.12.2008. Next para says PB III with RGP Rs. 8000 for those recruited on or after 1.1.09. kindly correct the same as it is communicating wrong message to directly recruited senior scientists.

Your fitment tables for ICAR Senior Scientist (3+ year in Rs 12000-18300/) and Principal scientists are wrong. As per ICAR fixation order on Mar 9, they all be fixed at Rs 37400/- in PB4. The rule says if basic x 1.86 = less than Rs 37400/- then it should be fixed at Rs 37400/- else fixed at roundoff amount.

Please correct the tables, it will confuse all the admin officers in various ICAR institutes

Please correct the tables. People with basic pay of Rs 13260/-(SS 3+ years) on 1-1-2006 and 19550/(PS) will be fixed at Rs 37400/- on 1-1-2006 with their respective grade pays. While people with basic rs 20000/- (PS) onwards will be fixed at Basic x 1.86 round off amount.

Again my request is to correct the tables before the wrong information is disseminated.

The tables published in the hub pages of ICAR for the Scientists are acceptable and correct for the Grade Pay of Rs 6,000/- (referred Table S-15, i.e., 15,600 + 6,000 = 21,600/-), Rs. 7,000/- (referred Table S-19, i.e., 18,600 + 7,000 = 25,600/-), Rs. 8,000/- (referred Table S-23, i.e., 22,320 + 8,000 = 30,320/-).

The fixation tables given for Grade Pay of Rs. 9,000/-, Rs. 10,000/- and Rs 12,000/- are incorrect. As per the ICAR Notification the pay fixation has to be in accordance with CPC (RP 2008) dated 30-08-2008. Accordingly, the fitment tables are to be revised by considering for Grade Pay Rs 9,000/- (to be refereed S-24, i.e., 37,400 + 9,000 = 46,400/-), Rs. 10,000/- (to be refereed from the middle of S-29, the Pay in Pay band will be Rs 39,690 + 10,000/- = 49,690/-, since the pre-revised basic salary was Rs 16,400/- or to be refereed S-29, i.e., 44,700/- + 10,000/- = 54,700/- or the minimum of Rs. 43,000/- + 10,000/- = 53,000/- as in the ICAR notification), Rs. 12,000/- (to be refereed S-30, i.e., 51,850 +12,000 = 63,850/-).

The due weightage has to be given for the past service in the form of regularisation of increments as was done for the Grade pay of Rs. 6,000/-, Rs 7,000/- and Rs 8,000/-. The same principle has also adopted by CPC (RP 2008) dated 30-08-2008.

Dear Raju, Provisional pay as per ICAR clarification for pay fixation is to be done as per the tables shown above. It seems you have not yet seen pay fixation circul;ar issued by ICAR. Clarification refers table S-17 and S19 for fixation of pay with6000 and 7000 GP but did not refer S24 or any other table for PB 4. Furthermore, ICAR pay scales have no mention of 12000 RGP.

I appreciate the work done by you, and the fitment tables prepared by you for provisional fixation of pay of ICAR scientists as per the isuued guidelines are absolutely accurate. Emotion has no place while following a guideline, and people are reacting emotionally. Nobody said that this was the final fixation. The fixation for the 12000-18300 is absolutely correct. As most of the employee are not working and just taking the salary at their home without work. As I am Sr. Scientist in the scale of 16400- onward, the salary diff between my salary and the salary of my junior should be atleast 25 to 40%.

as per recent circular of ICAR, NET is mandatory for post of lecturers in agricultural universities even for those with Ph.D. Hence, MHRD regulation in this regard becomes inoperative. Age of retirement is applicable as per MHRD notification.Furthermore to maintain disparity with sr. Scientist/Scientist(SG), placed in 37400-67000, newly recruited Principal Scientists (with existing qualifications) will be placed in PB IV with minimum pay of Rs 39690 (as per DU table, revised pay in pay band IV of Sr. Scientist (equ. reader or L(SG) at 14940/- comes Rs 39690/-However, directly recruited Principal Scientist on or after 1.1.09, with revised qualification to be notified will be placed in PB IV with minimum pay of rs 43000/-

Could you explain me.

As per notification and table shown by you for Principal Scientists who would have retired post 1/1/06 at basic of for example: 21400 on 1/1/06 would get basic fixed at 39810 +RGP of 10000.

Whereas Sr. Scientist who was at basic salary of 13240 would also have 37400 as new basic with RGP of 9000.

My Question is what about the principal scientist who must have got 4-5 increment in 16400 scale to reach 21400 on 1/1/06????????

So in this case the arrears to Sr. Scientist would be higher than that of principal scientist.

Pl explain.

Dear Dr. Crusader,

I am writing here after a long time. I used to open this blogpage as and when possible to read the comments. It seems that the focus is gone and teaching community is somewhat frustrated and tired to see the game played at UGC/MHRD and elsewhere. Any way, I was going through the pay calculator, and it appeared to me that there was serious mistake in calculating increment. Increment has to be 3% of sumtotal of pay in the pay band and GP, but calculation has been made only on pay in the pay band. For example, If basic pay is 37400+9000 as on 1.1.2006, the basic pay on 1.7.2006 should be (37000+0.03*46400)+9000, i.e., 47800. In the pay calculator it is (37400+0.03*37400)+9000, i.e. 47530, and it is wrong. Kindly get it corrected or else give the clarification, please. Else, bunching or not bunching is the main question we are waiting for. God knows when the question will be answered. Thanks,

Dear Prashant, as I said earlier this is provisional pay fixation. PS would get bunching benefits and their pay would be fixed at a minimum basic say (Rs 43000). Senior Scientist would not get more pay than a PS. If you've seen 6CPC report even if a Sr. Scientist (stagnating) gets more pay than a PS, it wouldn't create anomaly as long as both are in different grades,

The error in Scientific pay calculator pointed out by Dr Sabyasachi has been corrected and Pay calculator for Scientists has been updated. It can be used by others who are getting UGC pay scales as there has been a cell left protected in Pay calculator uploaded for UGC on other hub.

Dear SK, Supreme court has turned down a petition by Principal Scientists who joined ICAR after completion of Ph.D. and getting less salary than those who completed the degree as in-service candidate. High Court gave decision in the favor of those who joined service after completion of Ph.D. but ICAR has challenged the decision in Supreme Court.

A reader to become professor requires 1. Three years as reader with 9000 AGP or

2. As and when he completes Six years on or after 1.1.2006.

Is there any doubt on six years as reader eligibility? Kindly guide accordingly.
