Revised Pension as per 6CPC
63lder pensioners have an added reason to rejoice. Centenarians will get 100% extra pension calculated at revised rates. Similarly, those over 80 years will get an additional 20% of their basic pension. This goes up by 30%, 40% and 50% for those over 85, 90 and 95, respectively.
To get an idea of the quantum of hike, a person with a basic pension of Rs 10,000 — who used to get Rs 22,050 in hand — will now receive a total pension of Rs 26,216. The new rates are effective from January 2006 and the arrears will be given out in two instalments — 40% during the current fiscal, 60% in 2009-10 .
The maximum gratuity too has been revised to Rs 10 lakh, up from the earlier Rs 3.5 lakh. If an employee dies during service, his family will now get full pension (enhanced family pension) for 10 years.
The new rules also add more flexibility in retirement benefits. For instance, those who are due to retire can now get 40% of their pension commuted and get a lump sum amount in turn.All the pensioners will benefit from this scheme.
Aspects of Revised Pension
Minimum pension Rs 4,060, up from earlier Rs 2,813 in hand (revised pension to be effective from Jan 1, '06).
Maximum pension Rs 52,200, up from Rs 33,075.Maximum gratuity up to Rs 10 lakh (depending on years of service and last salary drawn).Enhanced family pension, for employees dying in service, to be full pension for 10 years.Employees eligible for full pension if service is for 20 years.Incremental additional pension for those 80 years and above. People over 100 to get double pension. An important clause in 6th PC is Full Pension after 20 years. In all earlier PCs such liberalisation was applied to existing pensioners - like 30/80 to 33/80,then 33/80 to 33/66 etc. Will the 20 years -full pension rule be applicable to existing pre 1-1-06 pensioners also as in the past. This will benefit those who did not have 33 years at the time of their retirement.Revised Pension as on 01.01.06 will be the sum of 1.86 times of basic pension as on 01.01.06 and 40% of basic pension as fitments benefit. DA as on 01.01.06 will be 0% and expected DA as on 01.07.06, 01.01.07, 01.07.07, 01.01.08, and 01.07.08 are 2%, 6%, 9%, 12% and 16% respectively.

I have retired from India Air Force w.e.f. 30.6.2003 after completion of 20 years of service. I was promoted as JWO w.e.f 01.4.2003 and my last pay was Rs. 5770/-. I was granted basic Pension of rs. 2561/- of Sgt's rank, Group-X, as for JWO's pensino minimum seven moths service is required in the rank. In accordance with Notification dt. 29.8.08 for Central Govt. pensioners col. 12- the fixation of pension will be subject to the provision that the revised pension, In no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the pre-revised pay scale from which the pensioner had retired.(5.1.47). In this case, my pension shall be- 50% of [9300 min. of pay band+4200 grade pay+1400 group-X pay+2000 MSP, if applicable]. Kindly clarify and calculate my pension. Thanks

One serious point to the notice of one and all that a X-Group Sergeant of IAF was in 5000- 6500- scale but in 6th CPC he is being degraded as he is put in 5200 (Now)equivalent scale by giving him 2800/- as grade pay. (Where as all Civil Govt Employees in 5000/- scale are given 9300-34800 with 4200/- as Grade Pay). And it is stated in report that X-GpX Sgt is given 1400/- as X- Group pay thereby he is compensated but this X-Gp pay is given across board to all X-Group Ranks and putting in 5200-20200 with 2800 instead of 9300-34800 with 4200 even 1400 GpX pay is adjusted in grade pay itself (required 4200 but given 2800 difference 1400). What about 4100 difference (Authorized 9300–given 5200=4100) then where is compensation. Only X-Gp Sgt is at loss.
Every one is talking about the cause of Lt Col only. Even all the three Chief are talking about the Lt col and comparing with Civil. Good data is being given in this support. But no one talks about GpX Sgt. He was in 5000 scale and his civilian counter part are put in 9300-34800 with 4200 grade pay and he is put poorly in 5200-20200 with 2800 grade pay. Is it justified? If he can not be compared with civil then at least put him in the scale of Artificer III – I 9300-34800 with grade 3400.Artificer III was drawing near the same to GpX Sgt. We expect much from this present Chief who is first transport pilot to hold top post in Air force. It is better to fight for cause for GpX Sgt too. Request you all to raise the concern of GpX Sergeant in the entire forum. These poor PBOR do not have any forum to speak and those who are above them speak for themselves only. Even their Chiefs are also not speaking for their cause but only concern to them is officers pay protection. Our chiefs are satisfied with PBOR pay structure. What an irony? Why Air Force Chief is not raising the concern of GpX Sergeant Cause.

jai hind all of you iam not writing here to ask any question from mr trmsd but want to say something on this 6 cpc report on ex aarmed force pensioner this 6cpc report has done nothing for we ex armed person you all comes to know after one or two month when you will getting youre arrear and revised pay because at that time you are well known that what you are getting after6 cpc there is only increase of one to three thousand depending on rank this is not enough to we ex soldier because we are already getting very less pension than our civil counter part we hardly manage our financial budget in this pension and we wating for this 6 cpc report since 3 years we was hoping to get some good results but the much awaited result is in front of all of you you thnk that without the 6cppc report you all was may get 8 or 9 % da of july it means that you all was may get 200 to 1000 rs da in july now after the report you will get 700 to 3000 so just you all getting a additional benefit of 5000 to 2000 after a long wait but after reading next 3 or 4 lines you all might felt jealous with onservice armed personal a on service persion will get 2000 msp(jawan) and 6000(officer) they will get grade pay start fron2400(sepoy) to 8000(officer) and why they are providing msp atleast half of msp should be provided to we exservicemen also if you are not providing ful;l msp to us a on duty servicemen (sepoy) willnow get near about15000 but aex soldier who sacrifice their whole life to nation willl get only 4500(sepoy) so there is ahuge difference in the pay of a on duty and ex servicemen so shame on govt and 6cpc and 3 chiefs of armed force who did nothing about ex soldier they are always talking about on duty aand lt cols pays anomalies they should implement one rank one pay and should increase familly pension and should increase pension of pbor to 75% so that we eat food comfortably and live our lives JAI HIND

Strength of our nation stands on the feet of our courageous Jawans, who constitute almost 90% of the total defence forces. But who represents those 90% PBORs ? Who cares for their welfare and shares their agony ? Who voices their sentiments ? They are now neglected lot in the society and stand between two stools and virtually become street beggars because of the irony of State Govt. as well as Union Govt. It is uniform for distant viewers, but difference persists in indifference, when looked at close proximity. This is what have been observed and has been come into light in the face of various pay commission reports. Since no one represents men in uniform, they have been neglected again and again. Their hardships have not been taken into account. As a matter of testimony, the Scale of Pay of officers has been hiked more than 35% since different Pay Commission Reports. However, the Pay Scale of men has been confined to 30% only. Apart from that, officers have been paid with lucrative rank pay, which carry DA and is counted towards fixation of pension, whereas PBOR holds thankless/payless rank. Similarly PBORs get clothe and money in lieu of ration contrary to officers who are provided with ration and money in lieu of clothe. PBOR is authorized to marry a spinster, unlike officer who is authorized to marry virgin. Why so discrimination in uniform ? Who voices for the millions of men in uniform ? Airmen are the real technocrats, who maintain, who finally rose to the occasion to lift Batmanship in Army after 61 years of independence. Britishers’ have left our country, but they have left the germs of slavery in Armed Forces, which need to be brought into light and hardships of millions of PBORs and Ex-Servicemen need to be mitigated.
So far my personal grievance goes, I am retired from Indian Air Force as a JWO (Group-X) and I was drawing Basic Pay of Rs. 5770/- PM at the time of my discharge i.e. after 20 years of initial terms of engagement. Although promotion panel was released 10 months prior to my retirement, but I got my promotion just three months before my discharge in view of dilly dally method of Indian Air Force authorities based on their discretionary and colourable exercise of power and in no way the vacancy has come into play for releasing promotion to the rank of JWO. Moreover, I was considered for promotion after putting in 19 years of uninterrupted service and as such there is no fault on my part to get my promotion just three months prior to my discharge. However, in the case of Hon. Fg Offr/Flt Lt, even one day of is sufficient to make them eligible to get rank pension. Why so disparity in uniformed personnel ? Is it not in violation of Article 14 of Constitution of India as Hon’ble Apex Court (Constitution Bench) held that Art. 14 forbid class legislation unless there is intelligible differentia? Furthermore, I was not given opportunity to extend my service so as to enable me to protect my pension in rest of my last rank i.e. JWO. Whether such provision is not ultra vires to the Constitutional mandate or not since I got my rank after putting in 19 years of service and not the day one I enrolled in Indian Air Force. superior officers who are the only Bharat Mahans. PBOrs to Serve the nation Bharat Mata as well Officers while Officers to be served by Bharat Mata & PBOrs.
There is a limit for every thing, change is rule of nature- (action & reaction.)

Thanks for your guidance in calculating the revised pension. But sir, when i bak-calculate my pre-revised pension of total Rs.3545/- which includes basic + DP + DR, the basic pension including DP only comes to Rs.2411/-. So, my revised basic pension comes to Rs.3633/- as on 1.1.06. it appears that you have taken erroneously DR also to calculate my revised pension as Rs.5342/- as on 1.1.06. Even in the case of Mr. Venkat whose basic revised pension stated to be Rs.5451/-. Please confirm. Thanks.

I retired as MES civilian officer on 1/1/1983. Basic pension Rs.3,924. Attained age of 80 on 29/12/2004. Now i am getting Rs. 8,753 inclusive Rs.100 of med. allowance. What shall be my revised pension as on 1/1/06.
I retired from Indian Navy as Petty Officer B Grade and now I am drawing pension with D/R 3264/- + 100/- Medical allowance. My basic pension is 2220/- and last srawn D/R was 47% of basic pension. Can you tell me as per 6 th Pay commission what will be my new pension as on 01.01.2006 and now as on 31.12.2008. I have received a sum of Rs. 11439/- as 40% of arrears. I do not have any further details. Would be thankful If my new pension is intimated + the present D/Relief.
Distortion of VI CPC recommendations while implementing on ground
A major reform in the recommendations of VI CPC for the benefit of the pensioners is, abolition of weightage factor on the basis of length of service rendered. As such para 5.1.33 of the VI CPC says:
“ 5.1.33 ……. The Commission, accordingly, recommends that linkage of full pension with 33 years of qualifying service should be dispensed with. Once an employee renders the minimum pensionable service of 20 years, pension should be paid at 50% of the average emoluments received during the past 10 months or the pay last drawn, whichever is more beneficial to the retiring employee……….”
To protect the interest of and bring the pre 2006 retirees at par with the post 2006 and the future retirees the VI CPC says further :
“ 5.1.47 ……. The fixation as per this table will be subject to the provision that the revised pension, in no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the pre-revised pay scale from which the pensioner had retired. To this extent, a change would need to be allowed from the fitment shown in the fitment table. …..”
However, on ground these reformative recommendations have not been adhered to. A letter No 17(4)/2008(1)/D(Pen/Policy), Government of India, Ministry of Defence, Department of Ex-Servicemen Welfare, New Delhi-110011, Dated 11.11.2008 has declared that Pre 2006 retirees who retired with less than 33 years of service are to be `penalized’ with a pro-rata reduction to bring their pension much lower than fifty percent of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the pre-revised pay scale from which the pensioner had retired. Para 5 of this letter reads : -
“……..The pension so calculated will be reduced prorata, where the pensioner had less than the maximum required service of 33 years for full pension…….”
This letter amount to inserting words into VI CPC recommendations as per government’s convenience in order to block the advantage thereof from coming to the Pre 2006 retirees with less than 33 years of service.
As per the aforesaid letter the VI CPC’s relevant recommendations should be read as follows:
“ …………..that the revised pension (of only those who retired with 33 years of service), in no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the pre-revised pay scale from which the pensioner had retired (for others the Commission has chosen to remain silent leaving treatment of fixing their pension to the government) …”
It is clearly an arbitrary treatment given to the pre-2006 retirees across the board, besides being a motivated violation of VI CPC recommendations to harm a certain category.
Most affected are the ex- defense personnel who for obvious reasons have had to go for early retirements.
there is a lot of confusion in govt of india, min of def letter no 17(4)/2008(1)/D(Pen/Policy) dt 11.11.2008. As per para 4.1 of ibid letter, pension of an Hony Commissioned Officer (Lieut) retired during 1992 would be Rs 11865 whereas as per para 5 and Annexure 111 (referred to in para 16.3 of above letter) pension of an Hony Commissioned Officer (Lieut) retired during 1992 works out to be Rs 13500. Which one of the above two figures is correct. Please clarify. Thanks
I am not clear to date about who will enjoy full pension after completing 20 years of service.I read many orders over time announced by GOI but still I am in dark.Firstly, it was circulated that full pension would be allowed to the retiring workers who would complete 20 years on or after 1.9.2008. So it means that the workers retired on or after 1.1.2006 but before 1.9.2008 would not be allowed full pension.But in many web pages I have seen that the concept of 33 years has been removed for giving full pension.Hence full pension would be allowed to those who completed 20 years of service after 1.1.2006. I am still getting confused.Moreover I have seen that concept of 20 years for giving full pneion to the teachers has been accepted. But what is the fault of the civilian workers who retired after 1.1.2006 but before 1.9.2008.If it is happened really it would be a great injustice on behalf of the 6CPC for the retirees after 1.1.2006. Therefore, may I tenderly hope and request the GOI to do proper justice in this context to the retirees after 1.1.2006 because it is really due to the retirees after 1.1.2006. One more point I would like to highlight is' whose increment falls between 1 January to 1 June they have been totally ignored/bypassed whereas whose increment falls between 1 July to 1 December they have been given privilege to advance their increment from Aug,Sep,Oct,Nov and Dec to 1 July. These are really injustice shown at 6CPC. Hope these problems will be soved by GOI at the earliest.
There are over 10 Lakh pensioners who are adversely affected by the arbitrary decision of the government to reduce pension pro rata for those who service did not give them 33 years fitment.
These people will get pension much lesser than from the 50% of the minimum pay in the grade they retired.
Not only is this an un-called for discrimination, there is also violation of recommendations by the pay commission. If govt. wanted to manipulate there was no need of setting a commision farcically.
I think people should get together and en-mass write to Mr. Man Mohan Singh and Mrs Pratibha Patil, before it is already late.

I have seen the report on various issues of pension viz pre 2006 and post 2006. It has been seen that most of the ex pensioners are not happy in their present pension status. The calculation method is also not clear & request you to clarify. Sir, Can you please explain the difference between para 4.1 and 5 of goi, mod letter dt 11.11.2008 regarding revision of pensions of pre-2006 defence pensioners. For example as per para 4.1 basic pension of an Hony Commissioned Officer (Lt) retired prior to 31.12.2005 has been fixed as Rs 11865, whereas vide para 5 and annexure III as referred at para 16.3 in ibid letter, basic pension of above rank works out to Rs 13500/-. Earlier the amount of Rs 3545 is received as pension in hand as on 28.11.08,before the 6th PC.
Now I am receiving an amount of Rs. 4215 ( as on 29.12.08) as pension in hand as per revised 6th Pay Commission and the arrears amount of Rs 9549 is received.

It seems the CDA has started issuing amendments to PPOs whereby the pro-rata pension for Pre-2006 retirees, who had less than 33 years of service, would be calculated on the basis of service they actually rendered after srapping the points added to it i.e. a Lt Col or eq. who retired after 20 years of service will now get 20/33 (instead of 27/33) of the minimum a similarly placed Lt Col will get as on today.
It seems the government is going all out to invent ways to defeat the spirit of VI CPC recommendations in as much as it concerns the middle level officer cadre particularly the Lt Col and eq., to hit them the most.

ACCORDING TO MY VIEW THE REVISED PENSION FOR 70 % TO PERSONNEL BELOW OFFICER RANKS / JAWANS HAS BEEN APPROVED ALONGWITH UPGRADATION OF PB 3 TO PB 4 OF LT COL AND EQUIVALENT IN ARMED FORCES ON 01 JAN 2009 BASED ON VARIOUS NEWS CHANNEL ADVERTISEMENT AND NEWS PAPERS NEWS OF 02 JAN 2009. HOWEVER THE ORDERS FOR UPGRADATION OF PB 3 TO PB 4 HAS ALREADY BEEN ISSUED ON 21 APR 2009 BUT TILL TO DATE THERE IS ORDERS FOR 70 % HAS BEEN ISSUED DUE TO THE EFFICIENCY OF BASTERED OFFICERS FROM INDIAN ARMED FORCES AND CIVILIAN COUNTERPARTS. I HOPE THEY INTERESTED TO GAIN MORE BENEFITS FOR THEM AND DO NOT ALLOW OR DO NOT GIVE ANY REWARDS TO WORKING HANDS AND DEMORALISE THEM IN A ANY MANNER TO HATE THE NATION
It is understood that the bleady bastwered Officers from Indian Armed Forces and civil Administration are not interested to provide benefits to normal people like in Indian Armed Forces Officers are not interested to provide appropriate salaries/pay hike to Sailors/Airman/Jawans Ranks of Indian Armed forces the same situation is applicable to civil side also.
The Officers from Indian Armed Forces and Civil side are interestesd to fulfill their requirement and fill up their poclet and conducting daily party but the poor jawans are struggle to pull on the day to day rwequirement like any thing. In other cases Officers wives are too much proudy and think they are more than Officxers. Bleady stupid and they may be like prostitude
The Officers are interested to fulfill their requirement as mentioned earlier means there was a news on 70 % pensionary weightage to PBORs/Jawans alongwith upgradation of PB3 to PB 4 of LT Col ranks and equivalents ranks in Indian Navy and Air Force vbut the orders on upgradation of PB 3 to PB 4 has lready been issued on 21 Apr 09 but the Offiers are not get any time to press higher authorities to implement the orders on 70 % weightage to Jawans/Sailors/Airmen.

Sir i was retired in Dec 1991 as PO and my basic pension was RS. 531 and as per Vth pay comiision Rs 1634 and it was again improved by GOI in 2006 by incresing weiatage of 6 year from 5 year to HAV and equeal rank. Therefore before VIth Pay commision my basic pension was Rs. 1781 and with DP it was Rs.2672. Now affter VIth pay commision my new basic is RS. 4027. JWO Sundaravadivelu - Please recheck your basic pension. The Maximum Pension for JWO Y Group is 4070 +50%DR merger as on 31st Dec 2005 as per 5th CPC, if your Last pay drawn (pay Band) is 10980 (including all increments) your pension would be 8590pm. and commuted amount is based on age value which you have not pensioned.

I am recieving a pension of 9327Rs per month now, I got pension arrears of 56800 RS ( 40%) but now recieved other arrears like leave encashment, gratutity, salary arrears ect , new pay commission has not been implimented on my pension, can u plz tell me what will be new pension and when will be the new pension credited.
My basic pension as per old PPO was 7587/- after commutation and adding dearness pension is comes to 9327/-

One Mr. Shri Ram and Mr. A K Saha have validly expressed their resentment on this point, some time back in this forum.
I think individual letters should go en-masse to the authorities before it is too late.

I have retd from army service on 01OCT86 after completion of 24 years of service. Pension sanctioned at present is Rs 6814 only. Kindly let me know the revised pension as per VI CPC and amount of arrears. Thanking you sir,
