Very short skirt can look trashy and unattractive the exact opposite of what the wearer is going for.

This question is almost impossible to answer as there are such a range in prices. For example you can get a knit short skirt from an online store for around $160, yet you can get a cheap skirt for around $10 from other places. The main thing to remember is that the more you pay doesn't necessarily mean the quality will be greater, it may just mean that you are getting a more expensive brand. If this is what you want, then that's fine, but if you're on a budget there is no shame in buying a cheaper skirt that will look just as good in most situations.
