Those are all great ideas. I have a new blog platform prototype. Do you already have a blog?
I have several blogs. LOL I make them and then forget about them and then refind them and... it's a vicious cycle
are any of your blogs generating traffic?
The one I'm currently working on is actually targeted for a particular keyword phrase. It's the first time I've managed to stick with anything long enough to get toward the top of the SERPs.
The others were mostly practice, I think I have 5-10 more incoming links to hit the top spot for this one.
It is getting traffic but I do not count that traffic because it's not from the keyword phrase I am after.

I think hubpages scoring is a good thing. Not voting on others but scoring for your activities and traffic. Would need to be a little bit tougher though.
I think instead of "votes" it should use some sort of link counter that would encourage people to interlink outside of their own account(s).
It needs to be friendly for new people. It is hard for new people to compete with the established sites that have been using a site for awhile.
It would need a good referral system, definately not hubpages system. Just your generic url=referral code type deal. Maybe a section on the home page for "top referring SITES" not just links to their profile.
