Basically, both can be safe if properly and carefully used. However, electric garden lights are more likely to cause accidents. Mainly, this is because cords are needed for them to be installed. The possibility of tangling cords is there plus the probability that they can come in contact with any wet part or object in the garden.
Energy Consumption
As mentioned, electric garden lights use electricity while solar powered garden lights use energy from the sun. When converted to money, the energy consumption of the electricity-powered costs higher than the solar-powered. Sunlight is for free so you basically don't have to pay for anything while recharging your solar LED bulbs during the day. Compared to the monthly consumption added to your electricity brought by electric bulbs, the cost of solar lights is definitely lower.
Decorative Function
This goes back to the cords used on electric lights. In a way, they limit the places where you can position the lighting. Apart from that, they are a bit difficult to hide which negatively affects the appearance of the garden though just a bit. In contrast, solar garden lights can be installed in almost any part of your garden as they mostly have posts behind their stainless steel fronts which make them easy to plant or install on soil and even on other surfaces.
