What a hype? UGC pay review committee recommends 70% hike in the pay of college and university teachers. Press and Media used several adjectives like hefty, fat increase, 70 or even 90% increase proposed in the teachers salary. But what do the teachers think about 6th PRC report. Here, views of teachers about the pay proposals are presented with detailed analysis of the 6th PRC report. An analysis by Dr I J Arora, Reader, PGDAV, University of Delhi, is given below.

Recommendations made by UGC VI Pay Review Committee (PRC) report failed to provide impetus to the heightened emphasis on higher education which is badly needed at this crucial juncture. This committee report can be termed as absolutely regressive that places the college teacher at par with the School Teachers. Through the press releases time and again, Prof. Chadha was highlighting the best possible avenues for the teaching profession vis-à-vis corporate sector and civil services, but what his report conveys is nowhere near the ground realities.

If the recommendations are accepted, College Teachers will remain in Pay Band 3 in the entire career. Stagnation removal or Assured Career Progression has no mention in the report. In the growing economy like India, if report is accepted, stagnated teachers will be subject to frustration and become delinquent, if they compare themselves with the peers in other services. Report further added insult to feelings of Readers by not adhering to the rules of Sixth CPC by which the readers on the basis of increment and maximum of existing scale could have been given the legitimate right of being placed in Pay Band 4.

Impact of Restructuring: Considering the restructuring of teaching positions as per Sixth (CPC and UGC PRC), Fig.1 evidently shows that only Readers are downgraded heavily (all others are upgraded); this is open humiliation of Readers which results in the loss of Equality, Status and Justice. Never before in the post-Independence development history of India, Readers have been treated like this. New entrants very well understand this, a lollypop given at the entry point may become a curse at later stage and ten years down the line (provided they remain in the profession) they will lose their salary accordingly and heavily when new pay commission will give the fitment formula on the basis of this 6th Pay Review Committee.

This scar of down gradation of readers also reflects in his salary when the basic salary of newly recruited Reader will be merely Rs. 1900 more than the newly recruited Ph.D. Lecturer (as opposed Rs. 3500 now).

Remedy: Readers the backbone of higher education also need a fair deal and their positions should also be upgraded in line with Lecturers and Professors.

Career of Civil Servants and College Teachers: Considering only the time bound promotions, as per the Figure 2, all IAS, IFS, and IPS will reach at Super Time Scale 37400-67000 plus Grade Pay Rs. 10000 after18 years in case of IAS (19 years in case of IPS and IFS), even other organized A group officers will fetch Pay Band 4 plus Grade Pay Rs 8900 after 18 years of service. Only exception is College Teacher, he will not be able to reach in Pay Band 4 in his career even after attaining Ph.D. and making an entry at higher level of Grade Pay 6600.

Figure 3 points out that the Spread (Grade Pay of Highest Position to be attained after getting all the time bound promotions in a career) of all officers whether A Group (Organized/Unorganized), IAS, IPS/IFtS is much higher than the college teacher. College Teacher enjoys a spread of merely 1400.

Lesser the Spread signifies:

1. Meaningless promotions

2. Much slower growth on an average in a career.

3. Fewer promotions.

Career of College Teacher has ‘Least Spread’ and evidently hammered by all the above three characteristics severely.

Remedy: There is a need of overhauling the career of College Teachers; increase in spread of readers remains the only technique left, to get the desired result, Removal of Stagnation is the medicine which could prevent the pygmy spread of readers.

New Lower for Senior Lecturer (Vs School Principal)

Senior Lecturer are now placed in Grade Pay 7200 lower than the School Principal, the committee bent on distorting the parity further as reflected in the following table. Sr. Lecturer needs a cure; else this cancer of degrading the college teachers will wreak the higher education very badly.

There are several Readers retd before 1 1 2006. Some of them like me retd in April 1996.They had put in more than 9 years of service as a Reader. On 1 1 1996 they were placed at 15360 (next stage above 14940 in the scale 12000 to 18300.) as per UGC/HRD letter of 1998 retrospectively) In short they were in the scale 14940 to 18300 because they were never at any stage lower than 14940. Such Readers must be notionally placed in PB4 wef 1 1 2006, notionally because they were not in service on 1 1 2006. This will help them in opting for a pension wef 1 1 2006 which is 50% of the starting pay in the corresponding (notional) PB4 +Grade pay as per the recommendation of 6CPC which UGC/HRD has accepted.

Either Minister Lie in the Parliament or The UGC is above the Parliament.

The negation of HRD Minister’s statement given in the Parliament on 16 December 2008 in the UGC Draft Notification for academic standards 2009 shows that either the Minister has given wrong statement in the Parliament to make the mockery of the democracy or the The UGC has made the mocekry of Indian parliament by negating the Minister’s statment while preparing the UGC draft Notification which is still put on the web site of the UGC. The Minister’s statment in the parliament para No (Xiv) clearly states that those with neither PH.D or M.Phil etc. shall qualify to become the Associate Professor after 14 years of service as Assistant Professor. But on the other hand UGC draft notification says that Ph.D will be essential qualification for promotion as Associate Professor. Similarly Minister says that (in the same para) “While under the existing scmeme, teachers without Ph.D could rise up to the post of Lecturer (selection Grade), they can now go up to the level of Associate Professor.”

Similarly there are many things in the UGC Draft notification which contradicts the Ministry of Human resources development notification issued on 31st December 2008 . The Knowledge commission has also suggested the Re-Thinking on the role of UGC . I think the whole teaching community should come forward to oppose the role of derogatory and anti teacher role of Univerversity Grants Commission and Oppose the UGC draft notification provisions which violates the spirit of MHRD Notification.Prof. Ashwani BhallaExecutive Vice PresidentPunjab Commerce and management Association

New Pay Scale for University and College Teachers - Injustice to Lecturers

In the new pay scales for university and college teachers recommended recently by the Government of India, it seems that injustice has been done to the Lecturers. The Government of India’s repeated claim that the pay scales at the entry level have been made attractive seems to be false and without substance, which is clear from the following data:

Ø In the new pay scales finalized by the Government of India recently, the basic pay of the Lecturers (Selection Grade), and Readers, has been fixed at 3.5 and 3.29 times respectively of their their basic fixed during the last pay fixation w.e.f. 1998. In the case of professors, the basic has been fixed at 3.23 times their old basic fixed w.e.f 1998. But, unfortunately for lecturers the new basic pay is just 2.7 times their old basic pay. For senior Lectures, the situation is far more deplorable as their new basic pay is just 2.58 times the basic pay in 1996. What seems to be deliberate injustice to the Lectures with 11 years (9 years for Ph.D holders) of service, when they were expected to be Readers as per the old system, is that their new basic pay has been fixed at just 2.42 times their old basic pay in 1998.

Ø During all the three pay reviews, like the Readers and Professors, the basic pay of Lecturers have always been fixed at more than three times the old basic. But this time though the same trend has been maintained in the case of Readers and Professors, Lecturers have been discriminated against by fixing a lower basic pay.

Ø A move which might discourage the Lecturers is that they will get the 1st upward movement in their career after a long 14 years (12 years for Ph. D holders) of their entry into the profession, as against the 11 years (9 years for Ph. D holders) of service under the old system.

why only readers and lecturer (sg) are keep on bagging from the ministry about the pb-4, why all the lecturer (ss) are not speking any thing about the loss they will make in the future.In ugc guide line it is mentioned

at present lecturer with (sg)/reader shall be place be in the pb-4 directly by designating them as an associate professor without any norms set by university or college when they will complete 3 years at that postion of lecturer(sg)/reader and they will be designated as same lecturer(sg)/reader till they shall be placed in pb-4 directly and they will not be designated as assistant professor (sg) in the AGP-8000

but lecturer (ss) at present will be designated as assistant professor (ss) and they will be placed in pb-3 with AGP-7000 ,after five years at this position they will become eligible for assistant professor (sg) with AGP-8000 provided they will fulfill the norms set by college or university .after the 3 years at the post of assistant professor(sg) with AGP-8000(WHICH IS NOT FOR THE PRESENTLY WORKING LECTURER (SG) THEY WILL BE DESIGNATED BY THE SAME POST TILL THEY SHALL BE DIRECTLY PLACE AS ASSOCIATE PROFESSOR AFTER 3 YEARS FROM THE SAME POST) they will become ELIGIBLE for the post of associate professor provided they will satisfy the norms set by university or college.

so why there is a discrepency between the presently working lecturer(sg) and newly designated assistant professor(sg) for promoting them to the post of associate professor eventhough their work experience remains same for the promoting them under CAS (one will be directly placed in pb-4 after 3 years at the post and other has to go through selection procedure eventhough they are same in all the aspect except their designation as per previous and present ugc norms

please all the lecturer (ss) go through the 6 pc report of ugc in detail and carefully so you will come to know about this fact.

Dear Dr Arora.,

My complements for your analytical presentation.

I retired in 30 April1996 after putting in more than 9 years of service as a a Reader, my last pay being 15360 in thw scale 12000 to 183000.I wish and hope that every Reader/SGL be placed in PB4with proper gradepay.

At the same time people who retired before 1 1 2006 like me may also be enabled to get the benefit of PB4 in the sense that such people( as mentioned in 6CPC Report for pensioners) can opt for a pension 50% of the minimum of the corresponding payband +grade pay.

If this is tobe realised there must not be any rider like "as on 1 1 2006 so many years as Reader/Sgl "must not be stipulated. because on 1 1 2006 such members like me are not in service.

So it must be emphasised that any member even those retired before 1 1 2006 in 12000 to 18300 (Reader/Selection Grade Lecturer) must be deemed to be in PB4 with proper Grade pay.

Hope members in my position will all be unanimous in supportind this sothat they may get some benefit in Pension.

I request Dr Arora put this forth in the appropriate forum.

A delegation of teachers from the Indian National Teachers’ Congress (INTEC) led by Delhi Pradesh Congress Committee president J. P. Agarwal met Union Human Resource Development Minister Arjun Singh on Saturday to press for early implementation of revised pay scales for university and college teachers.

“The Minister assured us that the decision regarding revised pay scales would be taken at the Union Cabinet meeting scheduled for December 11.

He also said that positive decisions will be taken on most of the demands raised by our delegation,” said Sanjay Kumar, the joint secretary of the Delhi University Teachers’ Association.

At a press conference on Friday, Mr. Agarwal introduced the INTEC panel contesting elections for membership of the Executive Council and the Academic Council of Delhi University. The elections are scheduled to take place on December 19.INTEC has demanded that all readers and teachers in the Reader’s grade be placed in Pay Band-4.

“We feel there should be no downgrading of grade pay in any pay band. The parity between librarians and teachers should also not be violated and professorship should be introduced at colleges,” said Ashwini Shankar of Deshbandhu College faculty who is the INTEC candidate for the Executive Council.

Giving an overview of the INTEC agenda, Mr. Shankar said it was opposed to introduction of the semester system in colleges as the staff associations had “not been consulted” on the same.

Election Commission was just the scapegoat for dilly delaying the implimentation of the UGC recommendation as PSU's got the new scale in the mids of election. MHRD babus must have fiddled with the text of the recommendation as almost 75 % of Univ./College teachers are Readers.

whatever AN Mishra is saying is simply an eye wash, on one side he is emphasing the demands as per the DUTA charter in the DUTA newsletter sentto all staff association i.e. 16400-22400 for readers and then its conversion into the corresponding Grade Pay, and on the other hand he is simply saying PB 4 for readers. Kindly stick to your own lines and do not misled the teachers.

In case Readers with 6 years of experience are placed in PB 4, then in any case all the readers are going to lose substantially at least the benefit of 3 increments. Apart from losing the 3 increments, the parity in the form of fitment will also be disturbed. There will be different fitment tables and rules for Principals of Under Graduate Colleges Vs the Readers. Moreover in 6CPC there is simply a conversion of one scale into the new scale but here in UGC Readers pre-revised scale is being divided into two parts which is nothing less than a humiliation and may lead to a loss of at least 3 increments.

Today I went to attend the DUTA Executive meeting, which was called to discuss the UGC PRC recommendations. Though I am not a member of DUTA Executive, I went ahead to know the status of the report. Every body was of the opinion that all readers/lecturer in Sr Scale must be placed in PB 4 and this is not negotiable. Some one though unofficially informed me that perhaps MHRD is willing to give PB 4 to those who completed 6 years as on 1-1-2006. In their meeting they have decided

1. DUTA invites suggestions and course of action from the staff association of all the colleges/departments of Delhi University.

2. DUTA extended executive will be held on December 10, 2008.

3. General Body Meeting will tentatively on December 12, 2008 do decide the further program of action (to be exact) strike etc
